11/24/2015 Bicycle Pedestrian Commission Regular Meeting Adopted 01/26/2016 MINUTES OF BICYCLE PEDESTRIAN COMMISION REGULAR MEETING TUESDAY, November 24, 2015 CALL TO ORDER 6:04 p.m. ROLL CALL Eldon Chappell (Vice-Chair), Libby Lai (Chair), Leonardo Gonzalez, Thomas Muniz: Arrived at 6:05 p.m Tony Marandos: Arrived at 6:15 p.m. ALSO PRESENT Henry Servin, City Traffic Engineer Zinnia Menchaca-Navarro, Office Assistant COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for tonight’s Bicycle Pedestrian regular meeting was posted on Thursday, November 19, 2015, at 2:35 pm in the window of the foyer close to the Council Chambers and online by Susan Johnson keeping with provisions of the California Brown Act. PRESENTATIONS TO COMMISSION – Red Barn: Will be tabled to January’s Meeting. Downtown Bike Racks: Community Members Steve Ashford and Gary Walton discussed parking, people riding on sidewalk, sharing the road on Monterey Road, signs put up on Monterey, using edge spaces for bicycle parking, and parking spots accommodating ten bicycles. They would like to be part of the study. Gary Walton recommends “Walkable City”, bicycle friendly communities, make downtown infrastructure , use the “5 minutes to” signs. They’d like to incorporate into new communities, making the bikes racks with an artistic sense, import bike rack from UK, angle parking and sharrows. Bike Rodeo Schedule: Speaker Sgt. Kurt Ashley, G.P.D has been rescheduled to come back in January APPROVAL OF MINUTES: Approved: Minutes were moved for approval by Commissioner Chappell; it was Second by Commissioner Gonzalez. OLD BUSINESS A. Main Street-First Street and CalTrans: Staff person, Henry Servin to study further. Motion by Commissioner Marandos, Second by Commissioner Muniz. B. High Speed Rail: Commissioner Chappell stated he would like the consultant include the complete streets design in all aspects of the station plan. C. Complete Street Development Checklist: Moved for approval by Commissioner Muniz; it was second by Commissioner Chappell. Approval passes D. Bylaws Review-Additional Roles: The Commissioners explored the idea of adding other Transportation topics to the Bicycle Pedestrian Commission role or creating a sub-committee specifically for Transportation issues. Will take time to evolve. Perhaps meet every other month. Motion to further explore by Commissioner Chappell; it was second by Commissioner Gonzalez. NEW BUSINESS A. Bicycle Pedestrian Master Plan - General Plan Update: A meeting between the sub-committee members, composed of Commissioner Muniz, Commissioner Marandos and Madam Chair Lai will take place sometime in January. B. Luchessa Bridge: Commissioners came up with suggestions to address the current challenges. They include: putting signage showing lower speed limits, and “share the road” signs, adding sharrows on the roundabout, and signage showing pedestrians on the bridge. A report will follow in January. C. Monterey Street/Downtown Bike Parking/Gourmet Alley: item was tabled to January COMMISSIONER’S REPORTS A. Chair Madam Lai: None B. Vice-Chair Chappell: Old Billiards Building & Parking usage options C. Commissioner Muniz: 1) El Nino rain events trails closure and 2) Santa Clara County Trail, South Bay possible meeting Nov. 18th, 2015. D. Commissioner Gonzalez: KB Homes (Luchessa sidewalks) E.
