05/24/2016 Bicycle Pedestrian Commission Regular Meeting Adopted 06/28/2016 MINUTES OF BICYCLE PEDESTRIAN COMMISSION REGULAR MEETING TUESDAY, May 24, 2016 CALL TO ORDER: 6:00 p.m. ROLL CALL: Eldon Chappell Chair, Leonardo Gonzalez Vice-Chair, Thomas Muniz, Sean Reedy Tony Marandos - Excused ALSO PRESENT: Henry Servin, City Traffic Engineer Donna Taft, Office Assistant COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA: The agenda for tonight’s Bicycle Pedestrian regular meeting was posted on Friday, May 20, 2016, at 2:19 p.m. in the City Hall announcement window and online in keeping with provisions of the California Brown Act. PRESENTATIONS TO COMMISSION: None APPROVAL OF MINUTES: Minutes were moved for approval by Commissioner Muniz, it was seconded by Commissioner Reedy. Motion approved. OLD BUSINESS: A. Annual Report: Commissioners discussed beginning work on the Annual Report for presentation in November, 2016. All were in favor. Staff Member Henry Servin will prepare materials for the next BPC meeting on June 28, 2016. B. Sargent Stanford: No report, Sargent Stanford was absent. Staff Member Henry Servin will contact Sargent Stanford to request statistics to be emailed to Chair Chappell. An invite will be extended to Sargent Stanford to attend a subsequent BPC meeting. C. Bylaws: Commissioners discussed keeping the Bylaws “as is” as there is no cause or need for a change to the Bylaws at this time. D. Bike to Work Day: No report, Commissioner Marandos was absent. To be referred to the June 28, 2016 BPC meeting. E. Ronan Channel: The OBAC concepts were discussed and Staff Member Henry Servin requested an endorsement from the Commissioners for the project. Staff Member Henry Servin will produce a final bid set and will share the design with the BPC once it is complete. Motion to support construction documents moved by Commissioner Muniz, seconded by Commissioner Reedy. Motion approved. NEW BUSINESS: A. Almaden Valley Cycle Club: Staff Member Henry Servin reported that the AVCC an active cycling organization, is willing to provide a donation for a specific request (i.e. striping “sharrows”) and will come to present at a future BPC meeting. All were in favor of an invite to present. B. Mayor’s Report: No report, Mayor was absent. An invite will be extended to Mayor Woodward to attend a subsequent BPC meeting. C. Harvest Park II: Staff Member Henry Servin discussed this development which is near Cohansey Drive between Monterey Road to the east and Church Street to the west. This development plans to build 57 single family homes on the south side of the street and three stories of affordable housing on the north side of the street. The development agreement with the City of Gilroy has not been signed. Staff Member Henry Servin will extend and invite to the developers to attend the next BPC meeting. COMMISSIONER’S REPORTS: A. Chair Chappell stated that he attended the GPD Bike Rodeo on May 14, 2016 and gave a brief summary of the event. Chair Chappell also expressed concern about asphalt separating near Santa Teresa and Mantelli. B. Vice-Chair Gonzalez suggested advocating for a BMX trail at the Sports Park. He also expressed concern of the over growth of the palm trees near Chestnut and E. Luchessa Avenue. Vice Chair Gonzalez also discussed the width of the sidewalk on Luchessa at Hyde Park Drive and showed pictures. C. Commissioner Muniz distributed an older version of a bicycle map that was printed and wishes to start a process to produce an updated version. Commissioner Muniz expressed a concern for crosswalks at Third, Sixth and Ninth and Eigleberry Streets. Commissioner Muniz requested discussing the High Speed Rail at a future BPC meeting. D. Commissioner Reedy stated that he attended the Bike to Work Day and gave a brief summary of the event. E. Commissioner Marandos was absent. STAFF COMMENTS: Staff Member Henry Servin briefly discussed Envision Silicon Valley. Mr. Servin also discussed a bid for a sign replacement program which includes bike rack signage. Also, discussed were the faded pavement markings.
