COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Wednesday, October 18, 2017, at 4:45p.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS Chairperson Hilton presented Brennan Burge with the first youth award given by the Commission for her role as a Safety Patrol Officer at El Roble School. Commissioner Reedy presented an award to Patricia Rhodes for her role as a Crossing Guard at the high traffic intersection of Kern and Wren. 6. PUBLIC PRESENTATIONS TO COMMISSION A. Glen Loma Ranch Town Center Project: Chris Patton, Project Manager for Glen Loma Ranch, gave a PowerPoint Presentation geared towards an overall presentation of Glen Loma Ranch and the bicycle/pedestrian systems within the ranch. He also shared where things currently stand in the project and what to expect moving forward. Glen Loma Ranch Specific Plan was approved in 2005 and consisted roughly of 360 acres along Santa Teresa Boulevard East of Eagle Ridge community. 160 acres were set aside for development and the rest is preserved natural open spaces. In 2004, City Council approved the Master Tentative Map for the entire development. It gives the Master Plans for utilities, circulation elements and bicycle/pedestrian trail systems. He spoke about the trails and shared that construction will begin in the spring. He discussed the different trail types on the plan. Class I trials will criss cross to provide connectivity. The Santa Teresa trail will be constructed in segments. He spoke of the network of eight foot sidewalks and Class II bike lanes throughout the project. There will be a six foot sidewalk on one side and an eight foot sidewalk on the other with eight foot shoulders combined with bike lanes on the street on both sides. They have not gotten into the exercises of bicycle storage, parking or racks. That would change if they get into neighborhoods with commercial, mixed use or apartments. Patton ended the presentation with a question and answer session. Chairperson Hilton motioned to move New Business Item A – Safe Routes to School Short Term Growth and Long Term Sustainability Strategies up the agenda for Alisa Arce with Santa Clara County Public Health Department to address. It was seconded by Commission Reedy. Motion passed 4-0. Safe Routes To School (SRTS) Short Term Growth and Long Term Sustainability Strategies: Alisa Arce, with Santa Clara County Public Health Department provided a PowerPoint presentation and spoke about the two grants to support SRTS initiatives in Gilroy. She spoke about the schools that are participating with their program and the schools they are helping to onboard as well as those they are recruiting. At this time, the majority of the schools have completed their walk and bike assessments and two Planning Meetings have occurred. She talked about International Walk/Bike to School Day. Seven schools have been conducting walk and roll this year alone. There are now schools that are doing walk and roll activities once or twice a month. Arce thanked the Commission for their attendance at community meetings, school activities, participating in Walk audits and Planning Meetings and for assisting schools with recruiting SRTS Coordinators. She also acknowledged Gilroy Police Department, Gilroy Public Works, other City partners and other entities. Gilroy passed the SRTS resolution in 2012 and they appreciate the Cities continued support. Arce spoke about ways to continue the momentum for SRTS and discussed ways to strategize and leverage their efforts for sustainability. Their goal is to increase the number of people walking or biking to school or work. She spoke about the SRTS Collaborative or Taskforce which consists or representatives and key stakeholders from different areas such as, local law enforcement, public health agencies, school district representatives, parents and bike and pedestrian advocates coming together to discuss what they can do as a community to support the schools. She suggested a few action items for Gilroy collaborators to focus on. Arce ended the presentation with a question and answer session. Public Comment: Maritza Salcido, Principal of Rod Kelley spoke of the schools Walk audit that occurred on October 24 and shared that it was a great experience to see so many people there that truly care about the safety of the students. She stated there are many danger zones around the school and she’s very excited about the Walking School Bus and thanked Commissioner Reedy and the Bicycle Pedestrian Commission for their help and hard work. 7. APPROVAL OF MINUTES Approved: Minutes were moved for approval by Commissioner Marandos; it was seconded by Commissioner Reedy. Motion passed 4-0. 8. OLD BUSINESS A. Annual Presentation To City Council: Chairperson Hilton created a five slide PowerPoint to present to City Council on November 6, 2017. Vice Chairperson Reeder will attend on the 6th as well. He spoke of several of the Commissions accomplishments. Commissioner Marandos recommended adding the following:  Bike to Work Day  Commissioners frequently attend local community events  Installation of Wrong Way Signs  Walkability Information Hilton also spoke about the Sidewalk 80/20 Program and wants to include before and after pictures. Commissioner Gonzalez requested this slide to reinforce it and to keep it funded. He created a More to Come slide to sum up the presentation. City staff requested five slides, five pictures and to keep the presentation around 5 minutes in length. Hilton hopes that people will interact while he is speaking and encourages comments and questions during the presentation. B. Strategic Plan Update – Bicycle Parking Maps and Projects: Chairperson Hilton added two Bicycle Parking Maps and an update under Action Plan regarding the maps. Tenth Street Bridge and Ronan Class I Trail Project (also known as West Branch Llagas) were added under Bicycle Pedestrian projects. Michael Fisher, Consultant – Transportation Engineer, shared that he and Jessie Bristow, Planner 1, City of Gilroy Planning Division walked downtown and looked at proposed locations for bike racks. He commented that city staff will need to be involved when installation of the racks occurs due to measurement needing to be precise. C. General Plan Advisory Committee (GPAC) Update: Vice Chairperson Reeder shared that GPAC is a high level committee. He shared that the BMX track needs to be in the Parks and Recreations Master Plan. He will also push to add Complete Streets to the GPAC. The next meeting is Thursday, October 26 and the committee is trying to decide what options they want the consultants to analyze. He shared that there were three developers at their meeting said their companies are hesitant to add apartments in Gilroy because of cost. They can’t get the prices as they do in Santa Clara or Mountain View. He said that as Gilroy grows we need to think about our schools. They get overfilled or at capacity and funds and construction don’t happen as quickly. D. Bicycle Pedestrian Commission Monthly Award Nomination: Motion was made by Vice Chairperson Reeder to nominate Michelle Wexler of the Santa Clara County Public Health Department; it was seconded by Commissioner Marandos. Motion passed 4-0. 9. NEW BUSINESS A. Safe Routes To School Short Term Growth and Long Term Sustainability Strategies: See Above as Item was moved up the agenda. B. Date Change for Bicycle Pedestrian Commission December 2017 Meeting: Because the scheduled December Bicycle Pedestrian Commission meeting falls the day after Christmas (12/26), Chairperson Hilton proposed that the meeting be moved to December 19, 2017. Motion was made by Chairperson Hilton; it was seconded by Vice Chairperson Reeder. Motion passed 4-0. 10. CORRESPONDENCE The flyer for open seats on Boards, Commissions and Committees was posted on the webpage along with the application. For future community events, flyers can be posted on our agendas under Correspondence and will help promote activities and events. 11. COMMISSIONER’S REPORTS A. Chairperson Zachary Hilton: Watsonville is converting an old skate park into an asphalt pump track. They are in the design phase; There is no grant funding available for the Adopt a Spot sign program and it no longer exists. The city will keep the existing signs up to give recognition to those who have served in the past; El Roble School had a Walk to School Day with two bike trains on October 4. There was a large turnout; A thank you letter will be sent to architect Reid Lerner for his contribution of the map of downtown Gilroy. B. Vice Chairperson Chad Reeder: Shared to continue making our Commission more visible – continue to outreach and invite others from organizations to give us an overview of their events, to talk about the support they have and to look at our Strategic Plan. For example, Santa Clara Valley Running Club, Almaden Cycle Touring Club, Tierra Bella, Big Green Riders, Eagle Ridge Hiking Club, Gilroy High and Christopher High Cross Country Teams. C. Commissioner Tony Marandos: Yoga Fest, put on by the Art Of Living Foundation, will take place in Gilroy on Sunday, November 12 at Christmas Hill Park to help raise funds for people affected by the fires in Santa Rosa and other areas. D. Commissioner Leo Gonzalez: Not present E. Commissioner Sean Reedy: Attended the Gilroy Library Bike Fest on Saturday, September 30, 2017 with Chairperson Hilton. San Jose State Students helped with the safety courses and the event was well attended; Attended South Valley Middle School’s planning meeting and middle school students are excited to see the Safe Routes to School planning process; Rod Kelley School had a good turnout on International Walk To School Day; Del Buono’s principal is working with parents to hold meetings and to line up a coordinator. 12.
