COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, March 22, 2019, at 11:49 a.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS None 6. PUBLIC PRESENTATIONS TO COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION • Letter received via email from Ed Muro recommending safety improvements on the W. Luchessa bridge; including pre-cast concrete barriers, installation of rumble strips and a reduction of speed limit. B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report: • In addition to the written report received, Carolyn provided information regarding a list of category II trails (Lion’s Creek Trail and Gilroy Sport Park Trail), which was given after the VEP program meeting. Chairperson Hilton spoke on the additional information and asked if there are Measure B Bicycle & Pedestrian Education and Encouragement Program funds available. Mr. Heap advised he will work with Lauren Ledbetter and the VTA to get better educated on projects that may have fallen by the wayside and to find out if any Measure B monies have been received or not. 7. CONSENT CALENDAR Item C was pulled from the Consent Calendar at the request of Chairperson Hilton. The following items on the Consent Calendar were then approved unanimously. A. Minutes of the 02/26/2019 Meeting B. Training Options for Commissioners Report C. Public Bike Fund (PULLED FROM CONSENT CALENDAR) D. Sumano Bakery (AS 18-26) Letter E. Nissan Dealership (AS 19-03) Letter F. BPAC Letter to Recology G. Strategic Plan 2019 H. Work Plan 2019 Item C, Public Bike Fund, was discussed following the approval of the other items on the Consent Calendar. Commissioner Hilton stated the balance shown on the report for training did not agree with the anticipated balance. He stated it should be less, as some funds have been used for training seminars and conferences. Mr. Heap stated the report would be reviewed, reconciled and presented at next month’s meeting. The Commission agreed. 8. OLD BUSINESS A. General Plan Advisory Committee (GPAC) Update: • Commissioner Reeder advised the upcoming GPAC meeting is scheduled for next Thursday, March 28th. He will attend and provide an update at the next BPC meeting in April. B. Safe Routes to School (SRTS) Update: • Vice Chairperson Reedy advised there will be one more school mapping meeting at Bronell on Thursday, March 28th (3:30pm to 5:30pm) for various middle school maps. • School district parent meetings were attended and mapping events for SRTS were discussed with parents and the status of the program’s future was given. Parent involvement was encouraged and it was suggested that each school identify replacement volunteers for the program. • Working with members of community members and San Ysidro Park Community Center to start walk events to City parks; park vehicles at schools then have an organized walk to the park events rather than parking vehicles in close proximity to the City’s park. • An organized walk is scheduled for the Summer Party at San Ysidro Park on Friday, June 21st. • Scheduled to provide support during the Turning Wheel Event at the Library on June 22nd with a Bike Pedestrian Safety activity. C. Bicycle Friendly Community Sign Update: • Gary Heap provided the Commission with information and Nirorn Than gave a presentation identifying fourteen sites at major entrances to the City for erecting signs. Commissioners discussed locations and created a list of funding recommendations for the Bike Rack Decal Program coffers. They include the following: Category 1 o Christopher High School, Santa Theresa o Near Gilroy Sport Park o Off Miller, near levee trails (north and south part of trail) notes: lots of vehicle and bicycle traffic o Sixth Street by Railroad – Downtown (Old Gilroy) o Miller/Santa Theresa roundabout – City jurisdiction o By the outlets – on Leavesley Road by Hwy 101 Off-ramp o East side of town off Hwy 152 near the garlic farm Category 2 o Near Luchessa, 10th Street out of auto mall parkway o Garlic Festival area - Miller o After bridge – roundabout Not to be considered at this time o Santa Theresa at First Street – (developer may install) o West side of town, Congressional area by Hecker Pass for eastbound traffic o On Monterey Road, (not currently a bike route) o Monterey and Leavesley, (not currently a bike route) D. First Street/State Hwy 152 Bicycle Pedestrian Improvements Update: • Gary Heap provided an update on the proposals of Caltrans for First Street/Hwy 152, which Caltrans would like feedback from the City and from the public. Proposed upgrades: o Protected right turn lane o Rapid flashing beacons o High-intensive activated crosswalk (HAC) o ADA compliance o Add a protected 5-6’ Class II bike lane with a 2’ buffer o Remove all parking on First Street to accommodate the bike lane/buffer 9. NEW BUSINESS None 10. COMMISSIONER’S REPORTS A. Chairperson Zachary Hilton: • BMX dirt pump track should be coming back in front of City Council in May of 2019. • Silicon Valley Bicycle Coalition is still taking proposals for the Bike Summit. • Silicon Valley Clean Energy’s Bike to the Future Event is on April 27th, which will have teens building e-bikes. Gilroy Early College Academy is representing Gilroy at this year’s event and they may need help to staff. • Recology’s General Manager is receptive of the campaign to keep the bike lanes clear and agreed to add verbiage to their standard flier, “please, do not block the bike lanes” and “cans belong on the curbside”. • Met with the Property Manager/Owner of “The Piazza”, to discuss trying to put in bike parking and possibly creating a bike corral. • Working with Community Development and Chamber of Commerce on trying to modernize the bike parking for Cinelux theaters. • VTA will be presenting the New Transit Service Plan at the Council Meeting on April 1st, which is an opportunity to comment on the updated transit plan. • Sumano Bakery is scheduled to be discussed at the Planning Commission Meeting on April 4th. B. Vice Chairperson Sean Reedy: • There was no report. C. Commissioner Lionel Gonzalez: • There was no report. D. Commissioner Chad Reeder: • Advised the Commission during the 7th period class (1:00pm-2:00pm), the school will have guess speakers giving a presentation. He also advised that bicyclists for the Tierra Bella event will be coming through City of Gilroy/Santa Theresa on Saturday, April 13th. 12. STAFF COMMENTS • Mr. Heap stated he and his staff attended a webinar on bikeway selection and shared a hand-out from the webinar. The hand-out described how-to and when-to. He stated the webinar was helpful and educational in giving staff a rider’s perspective of bike lanes and other bike facilities when developing plans. Commissioner Reeder asked Mr. Heap if sending plans to BPC for review has been working out. Mr. Heap replied, yes. 13. AGENDA ITEMS FOR NEXT MEETING • Bike to Work Day - discussion regarding bags, deadlines and staffing. • Public Bike Fund - balance sheet. • Budget allocations - status quo budget, projects, etc. • Michelle Wexler, Santa Clara County Public Health/Parks and Recreation Commissioner - is interested in giving a presentation to the Commission on Proposition 68 for trail funding.
