COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, June 19, 2020, at 10:10 a.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS None 6. PUBLIC PRESENTATIONS TO COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION • None 7. CONSENT CALENDAR The following items on the Consent Calendar were approved unanimously. (4/0) A. Minutes of the 5/26/2020 Regular Meeting B. Public Bike Fund Balance Sheet There were no public comments. Commissioner Flautt motioned to approve the Consent Calendar, seconded by Commissioner Reeder. Roll call vote: Zachary Hilton, Chairperson - yes Patrick Flautt, Vice Chairperson - yes Chad Reeder - yes Sean Reedy - yes The motion passes unanimously. (4/0) 8. OLD BUSINESS A. Safe Routes to School (SRTS) Update: • No report was given. There were no public comments. Discussion of Measure B Education & Encouragement Activities: • Commissioner Hilton provided information that funding for activities was approved by City Council. The work plans are on the webpage for viewing. He emphasized a mailer with educational information for bike and pedestrian safety. • Commissioner Reedy stated there is a pre-formulated list of items with costs that can possibly be used to identify specific activities and will help stay within the approved funding. • Commissioner Reeder stated he supports a mailer with safety and other information. He stated pop-up canopies and trail signage may also be ideal. • Commissioner Flautt stated he would like the Commission to focus on finding ways to promote biking during the down time of the COVID 19 pandemic. • Mr. Heap provided an overview of the City’s work plan for the Measure B projects and stated spending needs to be tracked, then public participation and other counts reported back to the City Council. There were no public comments. Transportation Demand Management Policy Sub-Committee Updates: • Commissioner Hilton spoke on possible ways to encourage the public to utilize the bike and pedestrian infrastructure that has been created in the city. • Andrew Ridley presented a transit oriented map with legend and how to read the map. • Carolyn Schimandle had no report or comment. Website Update/2020 Strategic Plan and Work Plan Report • Commissioner Flautt provided a report on the proposed updates for the website. There were no public comments. Commissioner Hilton motioned to approve the website update, seconded by Commissioner Reeder. Roll call vote: Zachary Hilton, Chairperson - yes Patrick Flautt, Vice Chairperson - yes Chad Reeder – yes Sean Reedy – yes The motion passes unanimously. (4/0) C. Discuss Replacement of Air Pump Valves at the Downtown and Library Dero Bike Repair Stations: • Commissioner Hilton provided a report on the need for repair of the pump valve heads at two of the Dero bike repair stations. One is located at downtown and the other at the library. There were no public comments. Commissioner Reeder motioned to approve payment of the $75.50 from the Public Bike Fund to pay for the repair of the downtown and library – Dero Bike Repair Stations, seconded by Commissioner Hilton. Roll call vote: Zachary Hilton, Chairperson - yes Patrick Flautt, Vice Chairperson - yes Chad Reeder – yes Sean Reedy – yes The motion passes unanimously. (4/0) D. Consideration of the Cancellation of the July 28, 2020 Regular Meeting: • Commissioner Hilton provided a statement regarding the cancellation of the July 2020 meeting. There were no public comments. Commissioner Flautt motioned to approve cancellation of the July 28, 2020 regular meeting, seconded by Commissioner Reeder. Roll call vote: Zachary Hilton, Chairperson - yes Patrick Flautt, Vice Chairperson - yes Chad Reeder – yes Sean Reedy – yes The motion passes unanimously. (4/0) 10. CORRESPONDENCE None 11. COMMISSIONER’S REPORTS A. Chairperson Zachary Hilton: • Reported San Mateo is piggybacking on the Bicycle Pedestrian Commission’s do not block the bike lane flier. Commissioner Hilton stated he asked San Mateo to provide any feedback that the commission may be able to use later. • Visiting Gilroy- is focusing on supporting the local businesses by promoting dining outside and advising what establishments are currently open. • He will be pursuing a seat on the City Council in November. B. Vice Chairperson Patrick Flautt: • Cal train financial statement discussion. • Encourage utilizing social media to provide the public with the story of a safe environment. • Would like to encourage the City to share on social media the Bicycle Pedestrian Commission would like more public support. C. Commissioner Chad Reeder: • The roundabout at Miller and Santa Teresa that has flashing beacon, do you know if they will be activated? Mr. Heap stated he will provide feedback at a later date. D. Commissioner Sean Reedy: • No report given. 12. STAFF COMMENTS Mr. Heap wished Commissioner Hilton good luck. There were no public comments. 13.
