COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, August 21, 2020, at 2:16 p.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS None 6. PUBLIC PRESENTATIONS TO COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION • None B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report: • Carolyn Schimandle provided a written and verbal report. 7. CONSENT CALENDAR The following items on the Consent Calendar were approved unanimously. A. Minutes of the 6/23/2020 Regular Meeting B. Public Bike Fund Balance Sheet There were no public comments. Commissioner Flautt motioned to approve the Consent Calendar, seconded by Commissioner Reeder. OLD BUSINESS A. Safe Routes to School (SRTS) Update: • No update was given. There were no public comments. Zachary Hilton, Chairperson – no comment. Patrick Flautt, Vice Chairperson – suggested considering down period to develop hand-off strategies to future commissioners of the Bicycle Pedestrian Commission. Lionel Gonzalez – no comment. Chad Reeder – no comment. Sean Reedy – no comment. B. Measure B Funded Education & Encouragement Update: • Commissioner Hilton reported he and Commissioner Flautt are currently working with City of Gilroy PIO - Rachelle Bedell on doing marketing via bill inserts for “Do not block the bike lanes”. • The Commission now has a pop-up tent and bike lights. • He is working on developing a public pledge program for biking and walking activities. Possibly giving rewards, gift cards, helmets, gift baskets, etc. for participation. • He is working with other commissions using existing GIS map layering to develop a layer with bike trails, walking trails, etc. Hopefully, we will have a layer showing bike lanes, bike parking, doggie bags, bike-fix-it stations, and possibly public art trails in the near future. • There were no public comments. Transportation Demand Management Policy Sub-Committee Report: • Commissioner Hilton provided two example flyers developed for The Patio, which can be used for their employees and patrons to show available infrastructure and to inform of ways they can participate in the TDM program. • Committee Member Andrew Ridley reported the flyers are meant to highlight the amenities that currently exist. There were no public comments. Zachary Hilton, Chairperson – with education and encouragement funding the Committee can help businesses through this program. Patrick Flautt, Vice Chairperson – stated he appreciates the work of the sub-committee. Lionel Gonzalez – no comment. Chad Reeder – asked, is the Transportation Demand Management Policy Sub-Committee reaching out to the local businesses? Answer: Sub-Committee Member Andrew Ridley advised the committee is reaching out and informing businesses of the programs available. Sean Reedy – no comment. 9. NEW BUSINESS A. Striping Plans and Design For Repaving of City Streets in Fiscal Year 2020-2021 Update: • Gary Heap introduced Nirorn Than and his presentation of the Capital Improvement Program Project List to the Commission, which included the striping and design plan for various segments of roadway within the City of Gilroy. • Nirorn Than provided a more detailed narrative of the scope of work planned for each segment within the presentation. There were no public comments. Zachary Hilton, Chairperson – no comments. Patrick Flautt, Vice Chairperson – Thanked city staff for the presentation and their work on producing better facilities for the public. Lionel Gonzalez – no comment Chad Reeder – regarding curb (asphalt dike) on Farrell (westbound side) will it be eliminated? Answer: no, the dike will remain. The centerline is going to be re-striped/moved to allow a four foot bike lane. Sean Reedy – regarding Farrell, will any parking be eliminated? Answer: No, there is no additional impact to parking. B. Traffic Calming Update: • Gary Heap stated the neighborhood traffic plan was approved by City Council last year and there were twenty-two inquiries regarding the traffic calming. • Nirorn Than provided information regarding the current status of the twenty-two inquiries. Two of the twenty-two residents wanted to proceed with their inquiries, but due to the pandemic processes have been delayed. Staff is actively working to review any speed data and other information for each area identified in the inquiries to help with a pro-active approach to help with traffic calming. There were no public comments. Zachary Hilton, Chairperson – inquired what type of outreach has been done to advise the public of the opportunity to inquire on areas in need of traffic calming? Answer: The city currently has an active Your Voice page, and a website is being developed for traffic calming. Patrick Flautt, Vice Chairperson – suggested Next Door as another good forum to help get more exposure for the program. Lionel Gonzalez – no comment. Chad Reeder – suggested to periodically follow-up this subject, quarterly. Sean Reedy – no comment. C. Temporary Outdoor Dining for City and Private Property: • Commissioner Hilton stated it was important to include the subject on the agenda to show the public the City has temporary outdoor dining opportunities available for city and private use businesses. There were no public comments. Zachary Hilton, Chairperson – no additional comment. Patrick Flautt, Vice Chairperson – suggested the City channels should broadcast that this program exists for businesses. Lionel Gonzalez – no comment. Chad Reeder – stated there are a lot of challenges for local businesses to stay in business during this pandemic, temporary outdoor dining being allowed is helpful for many businesses and it promotes walkability and a free range community. Sean Reedy – no comment. 10. COMMISSIONER’S REPORTS A. Chairperson Zachary Hilton: • Bay Area Air Management Quality District – e-bike vouchers for the clean cars for cash program, the give out should be coming up in the next couple of months. • There will be a recreational tourism resolution coming back to City Council in September by the Gilroy Economic Development Partnership. • Provided history and fruition of the residential bike parking in the City ordinance. B. Vice Chairperson Patrick Flautt: • Attended Planning Commission Meeting, no updates to give. Thanked G. Heap for his participation and support at the meeting. C. Commissioner Lionel Gonzalez: • No report given. D. Commissioner Chad Reeder: • Thanked Commissioner Hilton for his work and follow through on the bike fix-it station. • Bot-dots on Third Streets on the fog-lines are they there for a reason? Answer: N. Than the bot- dots were put in some time ago in place of rumble strips. CalTrans has since eliminated the bot- dots from their standards. • Miller and First Street, going northbound, this is a protected left turn and the traffic signal does not have a left turn arrow. Answer: City staff has requested CalTrans install a turn signal, but the City would need to perform a traffic study to support the need for a left turn signal. They are currently working on optimizing the timing of the signal. E. Commissioner Sean Reedy: • No report given. 11. STAFF COMMENTS Gary Heap provided and update on the bike parking ordinance and adding it to the current work plan. There were no public comments. 12.
