OPEN MEETING Vice Chair Edith Edde called the meeting to order at 4:34 p.m. and welcomed the newest Committee Member, Joyce Taylor II. REPORT ON POSTING THE AGENDA AND ROLL CALL Planning Technician Kelsey Heyd reported that the agenda for the Regular Historic Heritage Committee meeting of October 21, 2015 was posted on Friday, October 16, 2015 at 4:40 p.m. Roll Call: Present: Vice Chair Edith Edde, Committee Member Steve Ashford, Committee Member Toby Echelberry, Committee Member Peter Leroe-Muñoz, Committee Member Joyce Taylor Absent: None Staff Present: Planning Division Manager Sue Martin, Planning Technician Kelsey Heyd, Planner II Melissa Durkin III. PRESENTATION BY MEMBERS OF THE PUBLIC: No presentations were made by members of the public V. OLD BUSINESS: None VI. NEW BUSINESS: Motion on Item VI A. Report efforts to preserve structures from the demolition of the Conrotto Winery complex Planner II Melissa Durkin presented the staff report Committee Member Peter Leroe-Muñoz asked when City Council would review the proposed art if the Committee were to include Condition 1, requiring the demolition of the structures to wait until the artwork had been approved by City Council Durkin spoke to the process for artwork approval and that it would need to be evaluated by Staff, then go to Public Art Committee, then Arts and Culture Commission, and City Council. Durkin clarified that the artist has indicated there are limited materials available for preservation but that he would be on site to observe the demolition. Durkin continued presenting the staff report Vice Chair Edith Edde invited the applicant to speak on the item Jon Cakus representing Meritage Homes spoke to the demolition and the artist’s efforts for preservation Committee Member Steve Ashford asked about the park location and whether it was a private or public park Jon Cakus clarified where the park was located and that the park would be public. He went on to say that wood to be salvaged from the Conrotto structures would be used within the park for shade structures and benches Vice Chair Edde opened the item for public comment Carol DeSantis encouraged salvaging as much as possible from the structures to be used. She requested clarification as to where the artwork would be located and where the park was. Durkin clarified where the open space area was to be located, including placards to be placed commemorating the Winery and the location of the public park which would include shade structures, benches, or similar items Carol DeSantis asked who would be responsible for maintaining the park Durkin clarified the City would maintain the park Vice Chair Edde closed the public comment period a. Report on efforts to attempt to arrange for the preservation of the Conrotto Winery complex building b. Motion to approve, modify, or deny M 15-07 subject to certain conditions Motion on Item VI Motion: to approve M 15-07 subject to Condition 2 and remove Condition 1 Moved by Committee Member Toby Echelberry, seconded by Committee Member Steve Ashford Vote: Motion carried 5-0-0-0 Yes: Vice Chair Edith Edde, Committee Member Steve Ashford, Committee Member Toby Echelberry, Committee Member Joyce Taylor, No: None Abstain: None Absent: None Carol DeSantis asked if she could speak to an item not on the agenda Vice Chair Edde let her proceed Carol DeSantis spoke as a representative advocating saving the Miller Red Barn. She asked that the City let the group into the structure to clean and remove debris for future work on the roof. She also asked that due to the historic nature of the structure if the Historic Heritage Committee may be interested in hearing a present ation during their next meeting. Committee Member Peter Leroe-Muñoz made a request that the item be agendized at the next meeting B.
