Wednesday, June 10, 2015 CALL TO ORDER The meeting was called to order by Chair Hugh Smith at 6:58 p.m. SECRETARY'S REPORT The Agenda for this meeting was posted on June 4, 2015 at 2:30 p.m. Commissioners Present: Patricia Cooper, Carol Smith, Hugh Smith, Joyce Taylor Commissioners Excused: Rashmi Beman APPROVAL OF MINUTES Motion made by Commissioner Smith (Carol) to approve the minutes of May 13, 2015. Motion was seconded by Commissioner Cooper. Motion passed unanimously (4-0-1, Commissioner Beman was absent). APPROVAL OF AGENDA Motion made by Commissioner Taylor to approve the agenda of June 10, 2015. Motion was seconded by Commissioner Smith (Carol). Motion passed unanimously (4-0-1, Commissioner Beman was absent). Chris Brown, newly appointed Deputy County Librarian, attended the meeting to introduce himself and give the County Librarian report. Bruce Morasca, Chair of the Public Art Committee and member of the Art & Culture Commission gave a presentation on the Library Mural Project under New Business, Item A. PRESENTATIONS None. PUBLIC PARTICIPATION None. OLD BUSINESS A. Discussion of Library Commission Work Plan The Commission would still like to sponsor a bicycle repair program. Several ideas were presented. Further discussion will be held after more information can be gathered. A. Presentation of Library Mural Project Public Art Committee Chair/Art & Culture Commission Member Bruce Morasca gave a presentation on the Library Mural Project. He stated that the Public Art Committee (PAC) fondraised $10,000 for the $12,000 project. He passed out a packet detailing the project, and hopes to raise the needed $2,000 by the end of summer so that Sheryl Cathers, the artist, can begin as soon as possible. He also asked for input from the Library Commission to pick book titles for spines of the books in the mural. Deputy County Librarian, Chris Brown All Libraries Closed June 3 for Software Migration — The Santa Clara County Library District is in the final stages of migration to a new software system. Individuals will not have access to online library accounts from Sunday evening, May 31 to Thursday morning, June 4, 2015. All SCCLD locations will be closed on Wednesday, June 3 in order to facilitate the changes as quickly as possible. Systems software upgrade enhancements will include a fresh new look for SCCLD's online library catalog, improved search functionality, and access to more book reviews. Updated information can be found at http://www.sccl.orgialerts/New-Online-Catalog. 2015 Summer Challenge — This annual summer reading program encourages the love of reading, creativity and scientific discovery. This year's program, which is created around the theme "Every Hero Has a Story," encourages participants to not only incorporate reading into their lives, but to complete selected tasks in a quest to explore library resources, enjoy enriching and creative experiences, and try new activities. While some tasks may be as easy as reading a book or reciting a poem, other activities inspire library visitors to venture outside and explore surrounding areas, discovering individual strengths and interests along the way. Free and open to all ages, the Summer Challenge is designed to help school age students maintain and enhance skills and proficiency in grade level coursework. SCCLD's Summer Challenge helps achieve this goal in a fun and exciting manner in anticipation of the student's next level of study in the fall. During the Summer Challenge children, teens and adults are encouraged to earn points by completing a variety of activities such as: Learning new skills, reading books, attending programs, or visiting local parks and areas of interest. Points are used to collect prizes and reading incentives. Complete instructions on SCCLD's Summer Challenge can be found at http://www.sccl.org/summer-reading. Activities, programs and incentives are grouped in three different themed categories: • Pre -Readers 0-5 years & Kids 6-12 years — Every Hero Has a Story • Teens 13-18 years —Unmask! • Adults 18+ - Escape the Ordinary Participants can sign up for the program either online or on paper. Summer Challenge activities will take place at all SCCLD libraries with interesting, educational and exciting programs scheduled for almost every day of summer. The SCCLD Summer Challenge runs from May 15 through August 15. Changes to Fines and Fees — Beginning July 1, the Library will begin issuing free library cards to non -district residents of all ages. Also, the Joint Powers Authority Library Board decided to increase the Community Room reservation fee to $25.00 for four hours of use, from a $10.00 flat fee. Each use of Community Rooms costs the library an average of $35 in staff time. The Community Room fee increase will recoup some of these costs. This balanced fee will now be in line with the meeting room costs for neighboring South Bay library systems. This fee increase will be the first Community Room fee increase in over 15 years. Page 2 of 3 JPA Meetine — The Joint Powers Authority Library Board will meet on Thursday, June 4 at 1:30 p.m. Agenda and supporting materials are posted on the website and are available in each library. The agenda for this meeting includes the approval of the 2015-16 Fiscal Year Budget, ratification of the Nominating Committee members, and consideration of a one-time augmentation to the Los Altos Library materials and staffing budget. City Librarian, Lani Yoshimura Lani distributed a report and Calendar of Events to the Commissioners. See attached reports. She also stated that all libraries will be closed on June 3'a for technology upgrades. COMMISSION COMMENTS The July meeting has been cancelled. STAFF COMMENTS An adjustment needs to be made to the Secretary's Report to read that Commissioner Bemin is excused. FUTURE AGENDA ITEMS Discussion of Library Commission Work Plan will remain on the next agenda. ADJOURNMENT Chair Hugh Smith adjourned the meeting at 7:56 p.m. The next regular meeting of the Gilroy Library Commission will be held on Wednesday, August 12, 2015 at 7:00 p.m. in the Gilroy Library Meeting Room, 350 W. 6th Street, Gilroy, CA.
