A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
GILROY RECOMMENDING APPROVAL OF ZONE CHANGE Z 14-01, A
PLANNED UNIT DEVELOPMENT ZONING AMENDMENTTO REVISE THE
ADOPTED GLEN LOMA RANCH SPECIFIC PLAN, FILED BY THE GLEN
LOMA CORPORATION, 7888 WREN AVENUE, SUITE D-143, GILROY, CA
95020.
WHEREAS, the Glen Loma Corporation submitted an application requesting
Planned Unit Development approval to revise the adopted Glen Loma Ranch Specific
Plan to: update the document to reflect changes to surrounding properties, City right-of-
way standards, and adjustments made at the City's request that affect the Specific Plan
design; make minor corrections and refinements; incorporate certain mitigation
measures and Development Agreement provisions; and make clarifications to avoid
confusion and/or unintentional conflicts.: and
WHEREAS, the Glen Loma Ranch Specific Plan sets forth the development
standards for property located within the Glen Loma Ranch Specific Plan area, located
northeast of Santa Teresa Boulevard, west of Greenfield Drive, and southwest of Uvas
Creek; and
WHEREAS, the Planning Commission of the City of Gilroy has considered the zone
change request (Z 14-01), in accordance with the Gilroy Zoning Ordinance, and other
applicable standards and regulations; and
WHEREAS, the City Council adopted the "Glen Loma Ranch Specific Plan"
document on November 7, 2005; and
WHEREAS, the City Council adopted the Glen Loma Ranch Development
Agreement on November 21, 2005; and
WHEREAS, the Planning Commission of the City of Gilroy has determined that all
proposed refinements are minor in nature and consistent with the intent of the original
Specific Plan approval and the City -adopted Development Agreement; and
WHEREAS, an environmental impact report (EIR) was prepared for this site as part
of the review of application GPA 00-01; and
WHEREAS, an addendum to the certified EIR has been prepared; and
WHEREAS, the addendum EIR determined that no new impacts will occur due to
the proposed Specific Plan revisions, and, therefore, the certified EIR is sufficient to
address the environmental effects of the proposed project, and therefore, no further
environmental analysis is required by the California Environmental Quality Act; and

WHEREAS, a mitigation monitoring and reporting plan has been prepared,
consistent with the certified EIR; and
WHEREAS, the Planning Commission considered the Staff Report dated April 3,
2014 along with testimony received at the duly -noticed public hearing and other materials;
and
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Gilroy hereby recommends to the City Council the approval of the Planned Unit
Development zoning amendment and adoption of the mitigation monitoring and reporting
program.
