Resolution No. 2016-05 | General Plan Amendment (GPA 15-01) Wren School Site Subdivision 70 SFR | Adopted 02/18/2016RESOLUTION NO. 2016-05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GILROY RECOMMENDING CITY COUNCIL APPROVAL OF GENERAL PLAN AMENDMENT APPLICATION (GPA 15-01) FOR PROPERTY LOCATED AT 8450 WREN AVENUE. FILED BY CALATLANTIC HOMES, 4750 WILLOW ROAD, SUITE 150, PLEASANTON, CA 94588. WHEREAS, CalAtlantic Homes (formerly Standard Pacific Homes) submitted an application requesting a General Plan Amendment to amend the entirety of the former Las Animas Elementary School site to change the Residential Medium Density land use designation to Residential Low Density; and WHEREAS, the subject property is located 8450 Wren Avenue (Assessor's Parcel Number 790-25-031); and WHEREAS, the Planning Commission of the City of Gilroy has considered the General Plan Amendment request (GPA 15-01) in accordance with the Gilroy General Plan and other applicable standards and regulations; and WHEREAS, a mitigated negative declaration (MND) was prepared for the site as part of the review of application GPA 05-05 in 2006, and, due to the modifications proposed as part of the current applications, an addendum to the adopted MND has been prepared; and WHEREAS, the addendum MND determined that no new impacts will occur due to the proposed project redesign, and therefore, the adopted MND is sufficient to address the environmental effects of the proposed project and no further environmental analysis is required to comply with the California Environmental Quality Act; and WHEREAS, a mitigation monitoring and reporting plan has been prepared, consistent with the addendum MND; and WHEREAS, the Planning Commission held a duly noticed public hearing on the proposed project on February 18, 2016, at which public hearing the Commission considered the proposed project, staff report, public comments and testimony, and all other documentation or other evidence received on the project; and WHEREAS, the Planning Commission finds the General Plan Amendment application conforms to the intent of the Gilroy General Plan and elements thereof. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Gilroy hereby recommends to the City Council the adoption of the MND addendum and mitigation monitoring and reporting program, and approval of General Plan Amendment application (GPA 15-01).
