From:James Jyan To:Anderson Laura M (RehabCounselor); Johnny Cantero; James Jyan; Cristina Leon; Reynaldo Ross; Public Comments Subject:EXTERNAL - Rent #402 Date:Thursday, July 31, 2025 4:18:34 PM Dear All, Monterey Gateway Apartment Unit 313 Roy Senac (a live-in aid and the son of Rose the tenant) is a California Megan's Law registered sex-offender and called me the racial-slur N- word more than 10 times already in 5 years. Their noise level during the night quiet time (10- pm/8-am) often far exceeded 120 decibels for more than 18 hours a week with consistently and persistently intermittent patterns that was impossible for me to sleep during my 4-years tenancy in Unit 213, not mentioning day-time or evening hours. He used the N-word to his neighbors Roberta (Unit 315), Hassan (311) also and provocatively offended the on-site Security guard Hershaw (Indian guy who left for another work site). Roy shouted at his mother using the 4-letter word "F*** you" more than 8 times that I have heard! His new neighbor San Tiago (311) heard him shouting and yelling at his mother Rose back and forth with full strengths. His new neighbor Rocky/Rock (213) has already filed 8 grievance forms with the the property management in just about 1/12 of the times I was in Unit 213, or 4 or 5 months' duration, according to Rocky's words to me. Rocky described bowling ball dropping to the floor, that was a very good simulation of how loud Unit 313 can be since 5/21/2020 at 5:20 pm after Johnny left Unit 213. Unit 313 and guests used drugs and they are provocative in almost every thing that they don't like. Their guests don't seem to ever sign in at the front-door like many (non-law-enforcing) others do, I already talked to Rosa the new manager and she said she will ask the Security to watch. Roy did not sign in even when he was a "313 guest" and often over-stayed in the apartment for more than 26 days a month when he had no fob to get in and when he was not classified as a live-in aid by Kyle Forbes the previous property manager. His status as a live- in aid is highly disputable and probably illegal in many ways because he came in to the apartment building to have drug-parties and bully his mother and others (Hassan 311 and James 213, moved-out) in full physical strengths that caused me multiple defensive wounds and elevated blood-pressures and heartbeats. In fact, Rose is a live-in aid for Roy and his friends. I lived in fears of the noise attacks and verbal attacks of Roy Senac (Unit 313) and his mother Rose's total abuse and disregard of my tenancy for more than 4 years and I had no other options, due to economic reason and the trouble of moving out of the same apartment building and the time needed to find a quiet unit so that I can continue to work on my 17-year long R&D project resulting in more than 75 college science textbooks on file and I am still saving and looking for resources for publication. I have requested Housing Authority for reconsideration of my rent portion and returned HUD's email in a reply today to add more facts. Please contact Monterey Gateway Apartment management for my August 2025 rent and for no fine/penalty of late rent-portion payment pending SCCHA and HUD replies and decisions, by a reasonable accommodation for the next month, because I think I have already overpaid my rent portion by law and regulation.
