Brad asked that I share response with each of you as it is likely that you or constituents may have posed the same questions. Response follows: Question 1: I can't readily identify the proposed modifications and clarifications on the updated Annual Sidewalk Replacement Project being presented at Monday's meeting. Can you please point me in the right direction? Response: I do apologize for policy document challenge. I started with the revision marks, but once I started moving things around, it was just impossible to follow. The most significant change is allowing someone to do the work themselves. The rest is truly just clarifying and more specificity in the process. We plan to walk through the revisions at the meeting. Question 2: On average, what is out of pocket cost for homeowners on large projects? In the outline provided in the packet, the amount is listed as $2,800.00 but the presentation also indicates that the city covers gutter and curb (and possibly tree replacement if tree is city owned). Factoring that in, is it still $2,800.00? Response: The average cost share for the 87 locations is just short of $3,200. Very few of the sites include driveway work which keeps the cost share relatively minimal. I realize $3200 is not a small amount, but compared to $15-$17k overall cost… Question 3: In the past year, have there been homeowners who have said they are unable to pay (not those on the lower income PG&E program). Response: You point out an issue which was not addressed in 2024 regarding “opt out” option. Staff has proceeded on the basis that opt out was not a choice given that the program focuses on correcting significant trip/fall hazards and ADA issues. It is a policy issue which Council may (or may not) wish to discuss on Monday. Please let me know if you have additional questions.
