CALL TO ORDER The meeting was called to order at 6:32 PM 2. ROLL CALL Present: Chair Reynisson Vice Chair Villa Commissioner McCormack Commissioner Porter Commissioner Taylor Commissioner Zamora Absent: Commissioner Moreno 3. SECRETARY'S REPORT The agenda was posted on Thursday, March 6, 2025 at 4:16 PM. 4. APPROVAL OF AGENDA A motion was made by Commissioner McCormack to approve the agenda, seconded by Commissioner Taylor; unanimously approved. 5. APPROVAL OF MINUTES 1. Approval of the Minutes from the February 11, 2025 Regular Meeting of the Arts and Culture Commission A motion was made by Vice Chair Villa to approve the minutes, seconded by Commissioner Zamora; unanimously approved. 6. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA Frank Johnson with Visit Gilroy came before the Commission to inform them about their effort to create a mural trail for the arts in the City. Also may work well with the For the Love of Gilroy. A lot of cities have mural trails, and now Gilroy has one as well. 7. FY26 and FY27 Workplan Update The Commission discussed the listing out the subcommittees, and listing out the subcommittees on the schedule to meet. Additionally, an amendment to the amount for the Multicultural Community Days number of events and budget request were updated. Discussion of the members of the subcommittee: 1. For the Love of Gilroy - Subcommittee: Reynisson, Ruben, Porter. 2. Multicultural Community Days - Subcommittee: Zamora, Reynisson, Taylor; change to four total events (two per year) and total request for this item to $10,000 for the two-year period. 3. Fundraising Event Gala - Subcommittee: Taylor, Reynisson, McCormack; Further refined the Gala workplan item to consist of one gala for the two-year period. 4. Updating the Arts and Culture Commission Strategic Plan - Subcommittee: Villa; Zamora; Porter. A motion was made to amend the workplan to incorporate the changes identified in Item #2 and #3 above by Commissioner Taylor, seconded by Commissioner McCormack; unanimously approved. 8. NEW BUSINESS None. 9. GILROY ART-RELATED COMMUNITY EVENT UPDATES The Commission mentioned the Cinco de Mile event, which features a 5K and 10K run and Cinco de Mayo celebration on Sunday May 4th at 8AM. May 3rd is the Wine and Art Stroll in downtown by the GDBA, using Gourmet Alley space. Artists and artisan vendors are being sought. Third Friday Art Walk on March 21st. Last Wednesday is the Arts Roundtable meeting at the Center for the Arts. Poppy Jasper Film Festival is selling tickets now, beginning April 9th. 10. COMMISSION COMMENTS Vice Chair Villa commented that he had a conversation with Erin Freitas saying she would be interested in public art at a public development. She doesn't know if there is an opportunity to collaborate on a playbook for developers to know the arts community, hiring local, and anything that they need. The Commission briefly discussed the history, and a mention was made about the former Public Art Committee having previously prepared a portfolio of artists. Vice Chair Villa also briefly mentioned the Civic Center Master Plan and opportunities for public art. 11. FUTURE AGENDA ITEM REQUESTS A request was made and consented to by the Commission to create a resource book for listing artists and portfolio of public artists, and how the process can go to provide early information in the process to help developers. 13. Page 5 of 12 City of Gilroy Arts and Culture Commission STAFF REPORT Agenda Item Title:Fiscal Year 2026 and 2027 Work Plan Meeting Date:April 8, 2025 From: Bryce Atkins, Assistant to the City Administrator Department:Administration STRATEGIC PLAN GOALS: RECOMMENDATION Commissioners and sub-committees update the Commission on plans and progress of workplan items. BACKGROUND At the February 11, 2025 regular meeting of the Arts and Culture Commission (Commission), the Commission adopted a work plan for FY26 and FY27. At their regular meeting on March 11, 2025, the Commission further refined the work plan and appointed committees. The work plan includes the following tasks with the following committee assignments: Work Plan Item Committee Members For the Love of Gilroy Reynisson, Ruben, Porter Multicultural Community Days Zamora, Reynisson, Taylor Fundraising Gala Taylor, Reynisson, McCormack Updating the Arts and Culture Commission Strategic Plan Villa; Zamora; Porter ANALYSIS This will be an ongoing agenda item to discuss the work plan items, and to receive updates from any commissioner or committee. Page 6 of 12 ALTERNATIVES None. FISCAL IMPACT/FUNDING SOURCE None. PUBLIC OUTREACH This item was first discussed at the February 11, 2025 regular meeting of the Commission. This item was on the publicly posted agenda for this meeting, and has been discussed at each Commission meeting since the first date mentioned above. Page 7 of 12 City of Gilroy Arts and Culture Commission STAFF REPORT Agenda Item Title:Consideration of Creating a Public Arts Resource Book Meeting Date:April 8, 2025 From: Bryce Atkins, Assistant to the City Administrator Department:Administration STRATEGIC PLAN GOALS:Not Applicable RECOMMENDATION Commission determination if it desires to develop a public art resource book. BACKGROUND At the March 11, 2025 regular meeting of the Arts and Culture Commission (Commission), the Commission discussed and provided consensus direction to bring back to the next meeting an agenda item regarding the development of a resource book for listing artists. ANALYSIS This agenda item is to facilitate the above referenced discussion item during this public meeting. It is recommended that the Commission identify what types of information and what the process it envisions for this resource book development to be. Based on the final scope of the desired book, research can then be conducted to determine any issues that need to be considered as the Commission undertakes this task, should it choose to do so. It is worth noting that during the future agenda item discussion, the Commission desired to ask a particular planner to attend the meeting. In discussions with the Community Development Department, it was determined that the details of what is being proposed will be considered in determining if, and who, would be involved from their department on this project. Page 8 of 12 ALTERNATIVES This is a general discussion item. The Commission may determine to proceed with the approach of developing such a resource guide for developers, or it may determine not to proceed with this activity. FISCAL IMPACT/FUNDING SOURCE No assessment is available at this time, as the scope of the project needs to be solidified to conduct an estimate on time, materials, and any staff support requests from the Commission. Page 9 of 12 City of Gilroy Arts and Culture Commission STAFF REPORT Agenda Item Title:Gilroy Museum's Request for Commission Approval to Transfer $1,985.04 in Interest Income from the Gilroy Museum Endowment Trust to the Museum Donations Fund Meeting Date:April 8, 2025 From: Bryce Atkins, Assistant to the City Administrator Department:Administration STRATEGIC PLAN GOALS:Not Applicable RECOMMENDATION It is recommended the Arts and Culture Commission approve a recommendation to the City Council to transfer the interest accumulated ($1,985.04) in the Museum Endowment Trust to the Museum Donations Fund BACKGROUND On September 5, 2007, the Gilroy Historical Society and the City of Gilroy entered into an Endowment Trust Agreement, for the purpose of establishing an Endowment Trust account for the Gilroy Museum. The Kaiser Wilhelm vase was deaccessioned from the Museum collection and sold at auction on February 11, 2009, for $37,500. Funds from the sale of the vase were deposited in the Endowment Trust account. Per the Trust Agreement, interest income generated from the funds may be transferred annually for use by the Gilroy Museum at the request of the Gilroy Historical Society and approval by City Council. Currently the Gilroy Museum has an established account (Org. 8005080, Object 47830, Project 80050D149-DEPOSITS), which has been designated to receive the funds. The Arts & Culture Commission has historically reviewed and endorsed the Gilroy Historical Society’s request and forwarded a recommendation to Council to approve the disbursement. ANALYSIS Interest revenues received for Fiscal Year 2023 total $1,985.04, as indicated in the Page 10 of 12 attached letter of request from the Gilroy Historical Society.
