PRESENTATION ABOUT CIVIC CENTER MASTER PLAN
Ryan Osenton, the City of Gilroy's Project Manager, presented an update on the City’s Civic
Center Master Plan project to the Library Commission. This comprehensive plan aims to
transform the city's central hub into a vibrant community space that caters to the diverse
needs of the community.
The few conceptual proposed layouts were presented that feature an exciting
Recreation/Aquatics area, a state-of-the-art city hall, an arts and senior center, and a newly
created Gilroy Civic Park. These innovative spaces are intended to promote social
interaction, recreation, and civic engagement among residents.

The City of Gilroy has been actively soliciting community feedback through a series of
workshops, and another scheduled community workshop is coming on Tuesday, May 20,
2025. This will provide residents with another opportunity to share their thoughts and
suggestions on the proposed plans. Commissioner Nooshabadi provided some feedback for
consideration.
UNFINISHED BUSINESS
8.1. Library Commission Workplan
The Library Commission is continuing its existing work plan for FY24-FY25.
• Feedback on programs and services offered at the Gilroy Library:
The Commission will continue to provide valuable feedback regarding
program and services at the Gilroy Library.
• Training/Conference: The Commission will continue to evaluate the
possibility of participating in the California Library Association (CLA)
conference on October 23-25, 2025, in Riverside, CA. The Commission
will take into consideration the current budget allocation for the next two
fiscal years.
• Promotion of Library Commission: The Commission will further explore
the opportunity to become a member of the California Public Library
Advocates organization. Staff Bautista will provide the link to the
organization’s website for review.
• Capital Improvements to the Gilroy Library: The improvement project
is nearing the completion of the Request for Proposal (RFP) for design
services, with the expectation of releasing it by the end of next week
(April). As part of the project's requirements, a mandatory walkthrough
will be scheduled for either April 28th or April 29th. This walkthrough is a
crucial step in the process and will ensure that all necessary
considerations are addressed. Following the walkthrough, the goal is to
have the design award contract presented to Council by either June or
July of 2025.
FY26 and FY 27 Draft Workplan
Staff Bautista reviewed the FY26 and FY27 drafted workplan, which includes
carryovers from the previous FY24-FY25 workplan. The workplan remains the
same.
• Study of community art installation or display at the Gilroy Library (New
Workplan).
• Represent the Library Commission at Library functions and programs
such as Story time, and staff appreciation days (New Workplan).
• Provided feedback on the Santa Clara County Library System regarding
library services and programs offered at the Gilroy location (Existing
Workplan).

• Participate in the annual California Library Association (CLA) or the

• Promote the commission’s purpose and inform the Gilroy community of

improvements to the Gilroy Library to be funded by the unspent library
bond proceeds (Existing Workplan).
The Commission is now awaiting City Council approval of the proposed FY26
and FY27 Workplan and the budgetary request. The results will be shared at the
upcoming meeting on June 11.

LIBRARY REPORTS
9.1. County Library report for March and April 2025
County Librarian Jennifer Weeks announced National Library Week. Several
topics were highlighted, including poetry among teens, exploring the use of
podcasting (suggested by Commissioner Nooshabadi), a book dash service, and
a county workshop involving probation and juvenile services.
9.2. Gilroy Library Report
Gilroy Librarian Cassandra Wong reviewed existing and upcoming events and
programs in March and April. As we discussed, this involved reviewing
information related to the libraries play space, story walk, outreach efforts, visits
at the library, and trends.
Wong encouraged the Commission to attend the Volunteer Luncheon on
Tuesday, April 29 at the Gilroy Library, commencing at 11:30am.

STAFF/COMMISSIONER COMMENTS
10.1.
City staff will provide Library Commission name tags by next meeting.
Commissioner Lowry attended the Intercambio class, which she had the
opportunity to practice English and Spanish conversation.
District-Based Elections Outreach Announcement
The City of Gilroy is currently implementing a change in its electoral system.
This transition involves shifting from an at-large elections system to a district-
based one. In the new system, the city will be divided into separate districts,
each represented by a City Council Member who resides within the district and
is elected by the voters within that district.
A series of public hearings will be held to discuss and gather input on proposed
districting map options.

Commissioner Baxter requested link for membership for advocacy group and to bring

RECOMMENDATION
1. Receive an update and provide comments on Library Commission Workplan.
2.Select one commissioner to attend the California Library Association Conference
in October 2025.
BACKGROUND
The Library Commission adopted its workplan for fiscal years (FY24 and FY25) on
May 24, 2023. The workplan included the following:
•Review and provide feedback on the Santa Clara County Library System
regarding library services and programs offered at the Gilroy location.
•Participate in the annual California Library Association (CLA) or the American
Library Association (ALA) conference, which will be held on June 27 – July 2,
2024, in San Diego.
•Promote the commission’s purpose and library system to increase interest
among prospective applicants to serve as commissioners.
•Provide recommendations to City Administrator and the City Council regarding
potential capital improvement to the City’s library facility based on the needs
identified by the Santa Clara County Library staff and the Gilroy community, to be
funded by the remaining library bond proceeds. There is approximately $5 million
available for facility upgrades. The Library and City are identifying a
recommended list of improvements and will present it to the Commission at a
future meeting.

ANALYSIS
The Library Commission has been actively working on its existing work plan for Fiscal
Year 2024-2025. The commission is continuing to address key goals, objectives, and
strategies that line with the high-quality services to the community. Below is the Library
Commission's updated work plan for FY24-25:
1.Feedback on programs and services offered at the Gilroy Library: The Library
Commission continues to provide feedback during each of its commission meetings.
2.Training/Conference: The Commission is exploring potential training and
conference opportunities for professional development. The California Library
Association will be hosting a conference on October 23-25, 2025, in Riverside,
California, which the Commission will decide if they wish to explore this opportunity.
3.Promotion of Library Commission: The Library Commission is continuing its ongoing
efforts to increase visibility and awareness of its mission in the Gilroy community. As part
of this initiative, the commission will participate in community outings, leveraging
opportunities to promote the Library Commission's purpose and objectives. To further
support this goal, staff suggests exploring the California Public Library Advocates
organization. This organization provides its members with up-to-date information on
library news and access to informative library education resources, which can be valuable
assets in advancing the mission.
4.Capital Improvements to the Gilroy Library: Staff Sangha will provide an update.
FY26 and FY27 Workplan
On February 12, 2025, the Library Commission drafted a new workplan for the two-year
budget cycle covering FY26 and FY27 and submitted a budgetary request for funding
for up to three commissioners to attend the annual California Library Association (CLA)
or the American Library Association (ALA) conference with a $2,500/year budget per
commissioner, for a yearly total of $7,500/year for FY26 and FY27.
On April 9, 2025, the Commission reviewed FY26 and FY27 workplan drafts provided
by staff Bautista, which incorporated carryovers from the FY24-FY25 workplan, which
were ultimately submitted to the City Council for review and approval, along with the
budgetary requests, as part of the City’s FY26 and FY27 budget adoption.
On June 2, 2025, the City Council approved the Commission’s workplan and the
recommended budget, which included a modified recommendation for training funds,
consistent with the prior budget cycle, at $2,500/year for one commission member to
attend a conference in each of the fiscal year. The Commission will move forward with
developing a comprehensive plan at the June 11 meeting to implement the key
workplan items over the next two fiscal years.

The next CLA conference will be held at the Riverside Convention Center from October
23-25. It is recommended that the commission select one commissioner to attend the
Conference in October 2025. Staff will subsequently work to make the arrangements.
Further, at the next Commission meeting, staff will provide a conference schedule for
the commissioners to provide input on sessions to consider attending.

May 2025 Library Report

Many Cultures, One Community
May is Asian American, Native Hawaiian
and Pacific Islander Heritage Month. This
year’s theme is “A Legacy of Leadership
and Resilience,” which calls to mind the
centuries of struggle and hard work that
have been undertaken to advance the rights
of modern day people of AANHPI heritage.
Our libraries have different types of programs scheduled around the month, including book
discussions, arts and crafts, and a movie screening. Highlights include a talk by author Marie Silva
Vallejo about the efforts of the 1st and 2nd Filipino Infantry Regiments to free the Philippines during World
War II on Thu., May 15, an introduction to the vibrant world of Japanese taiko drumming at two libraries
on Sat., May 17, hula performances on Sun., May 18 and Sun., May 31, and talks on traditional
Chinese Medicine on Fri., May 23 and the role of Chinese immigrants in the West Coast salmon
industry on Sun., May 25.

Taking Some Time for Self Care
May is Mental Health Awareness Month, where we
focus on our psychological well-being, which if not in
balance can negatively affect one’s physical health.
Our libraries host events to soothe the soul, and we
have many useful digital resources to explore
including the mindfulness app, Headspace.
Learn about befriending your mind using the practice of mindfulness at one of three presentations at
Morgan Hill (Sat., May 3), Los Altos (Wed., May 14), and Gilroy (Sat., May 24) libraries. Several of our
libraries also offer morning and afternoon meditation sessions. Another event of interest is an
appearance at the Los Altos Library on Tue., May 6 by JJ Elliot, author of There Are No Rules for This.
Her novel explores the consequences on a tight knit group of women when their friend commits suicide.
The County’s Behavioral Health Department urges those experiencing mental health crises to call 988.

Summer Reading, Time to Level Up!
Get an early start on Summer Reading 2025 by
registering starting on May 1 on Beanstack. This
year’s theme is Level Up, which you will do by
taking part in our excellent programming and
enjoying some great reads, wherever you are.
Those who read at least 5 books (reminder that
Audiobooks count) and complete one activity
between June 1 and July 31 will earn badges for
logging their progress and children can then pick up a reward at their local library during the month of
August, while supplies last. Keep an eye on our website for information on Summer Reading, which will
include recommended booklists for each age and event highlights. Summer Reading is a fun activity
encouraged for all ages!
Two New Storybook SCCLD Play Spaces
Families visiting Morgan Hill Library have an exciting new
way for their little ones to play and learn. They can now
check out the Trusty Trails Play Space, with its trusty guide
HikerBot. Each of our Storybook SCCLD play spaces
incorporate the five principles of Every Child Ready to
Read: talking, singing, reading, writing and playing!
Children ages 0 – 10 will explore different types of play in
Trusty Trails that will help them develop skills they need to be successful learners. Imaginative play
with the playhouse and observatory is crucial in helping to develop social and emotional skills and
enhance cognitive abilities. Active play in the climbing and balancing activities help young children to
develop focus and spatial awareness which is critical for letter recognition and tracking text. Interactive
play with the observatory telescope helps little hands develop the motor skills they'll need to learn to
write, while quiet play in the reading nooks provides an opportunity for kids to relax with a good book.
Mark your calendar for Sat., May 17 at 10 AM for the Grand Opening event of the Gilroy Library
Earthen Excursion Play Space! Enter an underground world where MoleBot will lead families to
discover hidden gems, while also working to explore colors, letters, numbers and words in both English
and Spanish. Kids can also explore the drill car to find hidden treasures. Read more online about each
space’s theme, construction news, and where to find children’s books while work is underway.

May Virtual Author Talks
How to harness the power of anxiety to help us accomplish what we
want in life is the focus of the talk by Dr. David H. Rosmarin on
Wednesday, May 7. His book Thriving with Anxiety offers a series of
constructive, compassionate, and evidence-based suggestions for
turning everyone’s natural anxiety into a new power. Please register.
Liann Zhang will talk about her debut novel, Julie Chan is Dead, which
tells the story of a twin who assumes the identity of her slain influencer
sister. This talk is on Wednesday, May 14. Please register.
Bestselling author Rachelle Bergstein closes out this month’s offerings
on Wednesday May 21 with a discussion around her new work, The
Genius of Judy, a close look at the life and work of young adult novelist Judy Bloom. Please register.
Honoring Those Who Gave Everything
Monday, May 26 is Memorial Day, a federal holiday
established to honor the many brave men and women
who have died in the service of their country, from the
time of the Revolutionary War up to today. May is also
Military Appreciation Month, which celebrates those
who have served in the past and currently. There are
several commemorations during the month, including
Victory in Europe Day and Armed Forces Day.
Active duty military service members, veterans, and their families can find help with VA benefits or
transitioning from military to civilian careers with VetNow. The County also has a Department of
Veterans Services, which offers drop-in in-person assistance once a week and by appointment.
Don’t forget about Mother’s Day on Sunday,
May 11! We have many things she is sure to
enjoy, from New Fiction and Nonfiction, to
films streaming on Kanopy and Hoopla. Feel

Summer Reading Fun is Here
Players of all ages are invited to Level Up
at Your Library from June 1 to July 31 as
part of Summer Reading 2025. Log your
books online in Beanstack, complete the
activities and collect your prize at your
local library in August, while supplies last...
Summer Reading is also when our
libraries roll out some of their most fun
events and activities. There will be a lot of music, ranging from a dance party to Scottish fiddlers, a
hula dancing lesson to a music jam session. Expect multiple arts and crafts events, as well as
opportunities to play games. Kids will enjoy special storytimes, puppet shows, performances, and up-
close events featuring animals of all kinds. Teens can take part in many craft events, Dungeons &
Dragons, plus a teen lock in. All ages will enjoy educational programming like a science experiment lab,
language courses, an engineering lesson, book clubs, and author events. Plus, there will be a bike
repair mobile, movies, and museum exhibits. That all adds up to a busy summer at the library!
June is the Time to Celebrate Pride
LGBTQ+ Pride Month takes place in June, which
recalls the anniversary of the Stonewall Rebellion.
Pride season stretches on for several months, with
each area picking their own day(s) to celebrate.
This year, SF Pride falls on June 28 and 29, with a
theme of “Queer Joy is Resistance.” Silicon Valley Pride will be August 30 and 31. Their theme is
“Unstoppable: 50 Years of Love, Legacy & Liberation”, which marks their half-century anniversary.
Queer Taiko is performing Sat., June 7 at the Gilroy Library. Some of our regular programming
includes LGBTQ+ safe spaces at our South County libraries. Keep an eye out for a blog on our website
with more info.
The County Office of LGBTQ Affairs is participating in a virtual Town Hall for LGBTQ Rights on Tue.,
June 3 at 5 PM on Zoom. Organized by the Center for Lesbian Rights, the event will speak to many of
the community’s concerns around the current climate. Their staff attorney Ming Wong will give advice to
participants.

Freedom Still Rings This Juneteeth
Coming two weeks before July 4, Juneteenth
marks the end of slavery in the U.S. Nearly three
years after the Emancipation Proclamation, Union
Army troops ordered Texas officials to free a
quarter million slaves. Santa Clara County was
the first county in the state to recognize
Juneteenth as an official holiday in 2020. A year
later, it was recognized as a federal holiday.
The County is taking part in a Juneteenth celebration on Saturday, June 14 in downtown San José.
Keep an eye out on our website for a blog post about Juneteenth. If you are interested in reading more
about the holiday and the long struggle for equality in the U.S., find selections for all ages in booklists
compiled by our librarians, the Harvard University Press, Southern Poverty Law Center, and the

Railway Rollick Grand Opening
Storybook SCCLD’s fourth early learning play
space opens at the Milpitas Library. Children 0-10
years old and their families are welcome to be the
first to experience the Railway Rollick on Sat.,
June 14 at 10 AM.
WhistleBot greets children and welcomes them
into a world inspired by Milpitas’ historic Western Pacific Railroad, which was known as the Crossroads
of the Valley. Each of our Storybook SCCLD play spaces incorporate the five principles of Every Child
Ready to Read: talking, singing, reading, writing, and playing!
Children ages 0 – 10 will explore different types of play in Railway Rollick that will help them develop
skills they need to be successful learners. Imaginative play with the train is crucial in helping to develop
social and emotional skills and enhance cognitive abilities. Active play in the climbing and balancing
activities help young children to develop focus and spatial awareness which is critical for letter
recognition and tracking text. Interactive play with the WhistleBot interactive activity helps little hands

Father’s Day, Men’s Health Resources
As we prepare to celebrate Father’s Day on Sunday, June
15, it’s time to focus on the dads and father figures in your
life. Have you planned anything yet? If you are looking for
some great BBQ recipes check out New York Times
Cooking or one of our many cookbooks. Maybe the kids
want to make a card for pop? Our Crafts page has
resources to help with that. Or maybe he wants to enjoy a
deep dive into documentaries or watch a funny flick. We
have many great choices for that.
June is also the time to focus on men’s health. Some resources that might be useful include the
California Department of Public Health and The Men’s Health Network (nonprofit), which offers
advice on how men can improve their physical, mental and sexual health through better healthcare,
stress management, improved diet, and sleep habits. The Health & Wellness section of our 24/7 Online
Library has many reference resources with helpful information about health topics, including heart
disease, cancer, and diabetes.
