Vice Chairman Blankley called the meeting to order at 8:02 A.M.
She announced that all Board Members are participating remotely pursuant to the Governor’s Executive
Order and provided information on public participation.
I. Certification of Posting of the Agenda
Gina Bonnell reported the agenda was posted on October 28, 2020 @ 11:43 A.M.
II. Roll Call
Director Tovar was absent, Chairman Carr joined late.
III. Consent Calendar
A. Approval of Minutes of the October 7, 2020 meeting
Motion to approve Consent Calendar moved by Director Spring, seconded by Director Bracco.

Nays 0, Abstain: 0
Vote: Motion Carried

VII. New Business
A. Approve Environmental Clearance Documents for the Facility Expansion Project and Authorize
Advertisement for Bids, Project No. 20-SCRWA-258
Motion to adopt the Mitigated Negative Declaration, which includes the Mitigation Monitoring and
Reporting Program; find that the facility expansion project is substantially complex and requires a
construction contract retention of 10 percent; and authorize staff to proceed with advertisement to solicit
construction bids for further consideration by the Board moved by Director Bracco, seconded by Director
Spring.

B. Appointment of the SCRWA Manager
Motion to appoint Jimmy Forbis as SCRWA Manager moved by Director Bracco, seconded by Director

C. Appointment of the Interim SCRWA Treasurer
Motion to appoint Cindy Murphy as Interim SCRWA Treasurer moved by Director Bracco, seconded by
Chairman Carr.

Chris Vasquez discussed a note to the regulator regarding the BOD samples. He announced a
new lab certification allowing a large annual cost savings.
Saeid answered a question regarding electrical costs from Chairman Carr.
B. Valley Water – Directors Santos and Varela were in attendance.
Director Varela reported that Measure “S” passed . Restoration of Upper Llagas Creek Flood
Protection Project is continuing.
C. Stantec
Billy Wong reviewed the Engineering Projects Report – November 2020.
D. SCRWA Manager
Jimmy Forbis reported that the auditors will be delayed in getting results due to complications of
Covid 19. A formal letter has been requested.
