Dear Mayor and Councilmembers,
Unfortunately, I’m unable to attend tonight’s meeting in person, but I wanted to share my strong support for
establishing a Parks Infrastructure Reserve.
I completely understand the thought to wait until the Parks and Trails Master Plan is complete, but I see this policy
not as pre-emptive but as forward-thinking. It’s the perfect way to prepare financially for when the master plan is
finalized and ready to guide spending. Perhaps the policy could include language requiring an updated plan be in
place before funds are used, providing flexibility while making clear that parks remain a priority in our city.
Having dedicated funding set aside and ready to invest in park improvements is an easy way to SHOW the Gilroy
community that their tax dollars are being reinvested directly into our community.
While waiting for the master plan makes sense in principle, establishing the reserve now ensures that when the plan
is complete, Gilroy will already be financially prepared to act on it. Acting now combines long-term vision with
fiscal readiness and tangibly shows our community that city resources are being put to work for the benefit of Gilroy
residents.
Thank you all for everything you do for us!
Sincerely,
Emily Constance Miller
