Gilroy, CA 95020. Comments received by the City Clerk’s Office by 1 p.m. on the day of a Council meeting will
be distributed to the City Council prior to or at the meeting and available for public inspection with the agenda
packet located in the lobby of Administration at City Hall, 7351 Rosanna Street prior to the meeting. Any
correspondence received will be incorporated into the meeting record. Items received after the 1 p.m. deadline
will be provided to the City Council as soon as practicable. Written comments are also available on the City’s

A Closed Session may be called during this meeting pursuant to Government Code Section 54956.9 (d)(2) if a
point has been reached where, in the opinion of the legislative body of the City on the advice of its legal
counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the City.

This portion of the meeting is reserved for persons desiring to address the
Council on matters within the Gilroy City Council’s jurisdiction but not on the
agenda. Persons wishing to address the Council are requested to complete a
Speaker’s Card located at the entrances and handed to the City Clerk. Speakers
are limited to 1 to 3 minutes each, varying at the Mayor’s discretion depending
on the number of speakers and length of the agenda. The law does not permit
Council action or extended discussion of any item not on the agenda except
under special circumstances. If Council action is requested, the Council may
place the matter on a future agenda.

5. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered by the City Council to be
routine and will be enacted by one motion. There will be no separate discussion of these
items unless a request is made by a member of the City Council or a member of the public.
Any person desiring to speak on any item on the consent calendar should ask to have that
item removed from the consent calendar prior to the time the City Council votes to approve. If
removed, the item will be discussed in the order in which it appears.
5.1.Adopt a Resolution Approving a Time Extension for a Tentative Map for the
Gilroy Square Project Located at 6970 Camino Arroyo, APN 841-70-049 (File
Number TM 21-02)
5.2.Adopt a Resolution of the City Council of the City of Gilroy Setting the Tax Rate
for Fiscal Year 2025-26 (FY26) for the Gilroy Community Library Project Bonds
5.3.Receive Budget Update for the Third Quarter of Fiscal Year 2024-25 (FY25) and
Adopt a Budget Amendment Resolution
5.4.Adopt a Resolution Approving an Agreement with Caltrans for the Maintenance
of Emergency Vehicle Detection Systems (EVDS) on State Highways in the City
of Gilroy and Authorizing the City Administrator to Execute the Agreement
5.5.Adopt an Ordinance of the City Council of the City of Gilroy to Establish the

6.2.Purchase Seven 2025 Chevrolet Silverado 2500 4WD Crew Cab Trucks for the
Amount of $393,744 for the Public Works and Utilities Departments Using the
State of California Statewide Contract 1-22-23-20-D

Appropriation Limit for FY26;
2. Adopt a Resolution of the City Council of the City of Gilroy adopting
the Operating and Capital Improvement Program (CIP) budget for
FY26 and FY27 and appropriating expenditures for the purposes
outlined in the budget;
3. Adopt a Resolution of the City Council of the City of Gilroy
establishing the Position Control List for FY26 and FY27;
4. Approve the Council Priorities, Legislative Agenda, and Departmental
Workplans for FY26 and FY27; and
5. Approve the Boards and Commissions Workplans for FY26 and
FY27.
7.2.Conduct a Public Hearing to Approve Community Development Block Grant
(CDBG) 2025-2030 Consolidated Plan and Program Year (PY) 2025-2026 Annual
Action Plan including Funding Allocations

5.Possible Action:
1. Approve the Community Development Block Grant 2025-2030
Consolidated Plan and Program Year 2025-2026 Annual Action Plan
including the funding allocations.
2. Direct the Community Development Director, or designee, to submit
the Consolidated Plan and Annual Action Plan to the U.S.
Department of Housing and Urban Development (HUD), and further
authorize the Community Development Director, or designee, to
make any changes to the Consolidated Plan and Annual Action Plan
as needed to comply with CDBG submission guidelines.
3. Adopt a resolution amending the Fiscal Year 2025-2026 Budget
within the Community Development Block Grant Fund (245).
7.3.Introduce an Ordinance to Adopt by Reference the Mapping of Fire Hazard
Severity Zones as Issued by the California Department of Forestry and Fire
Protection

Trucks in Designated Areas While Updating the City’s Mobile Vending
Ordinance

1. Consider adopting the attached resolution establishing a temporary
pilot program allowing food trucks to operate in designated areas of
the City of Gilroy, as identified in this report; and
2. Direct staff to implement the pilot program immediately and return to
Council with an update prior to expiration of the pilot period; and
3. Provide feedback on the proposed pilot zones and operational
standards, including any adjustments to hours, locations, or permit
requirements.
