Subject:EXTERNAL - Subject : June 1 Agenda Item 7.9 – Support
Esteemed Members of the City Council,
I am writing to you today with profound concern and a resolute plea regarding critical issues facing our
beloved City of Gilroy and its vibrant community. I wish to express my unequivocal and ardent support
for the proposed resolution to decisively oppose the establishment of any Immigration and Customs
Enforcement (ICE) facility in the immediate vicinity of Gilroy.
The prospect of an ICE detention or processing center on our city’s doorstep represents a direct threat to
the values we hold dear and the stability of our neighborhoods. Such a facility would not only create an
environment of profound fear and anxiety among our residents but would also carry significant negative
economic and social repercussions for our entire community. This is not merely a matter of
infrastructure; it is a question of our collective humanity, dignity, and commitment to fostering a truly
inclusive and equitable Gilroy.
Furthermore, I implore you to take immediate and decisive action by prioritizing the inclusion of a "No
Staging Zone" policy on the agenda for your upcoming City Council meeting on June 15th. This vital policy
would establish concrete, legally binding safeguards for all our residents, explicitly prohibiting the
utilization of any municipal resources, property, or personnel for the purpose of civil immigration
enforcement activities. Our city's assets should exclusively serve the betterment and protection of all
Gilroyans, enhancing public services and community welfare, not be co-opted for operations that sow
division, terrorize families, and undermine the trust between local government and its constituents.
Simply put, city property must unequivocally be reserved for city purposes.
With the specter of potentially two new ICE facilities looming over the broader Bay Area, the imperative
for robust and unwavering local leadership has never been greater. Our neighboring communities, and
indeed our own, look to you for a principled stand against policies that target, destabilize, and tear apart
immigrant families, who are an integral part of our social and economic fabric. An anti-immigrant
agenda, regardless of its guise, directly contravenes the spirit of inclusivity, mutual support, and
progress that defines Gilroy.
Now is the moment to demonstrate profound moral courage and principled governance. By
unequivocally opposing the proposed facility and enacting the "No Staging Zone" policy, you will send an
unambiguous message: that Gilroy stands united with all its residents, including our immigrant
neighbors, and is committed to fostering a safe, welcoming, and equitable environment for everyone.
Your proactive leadership in these critical matters will be a testament to your dedication to all

constituents and will resonate far beyond our city limits, establishing Gilroy as a beacon of compassion
and justice.
Thank you for your invaluable time and profound consideration of these urgent matters.
Sincerely,
Sonia Terra
