Annual Presentation by the Gilroy Chamber of Commerce The CEO of the Gilroy Chamber of Commerce Cristina Cortes and Planning Commissioner Chair Manny Bhandal provided a report from the Gilroy Chamber of Commerce. 2. VTA Local Investment Plan Presentation Santa Clara Valley Transportation Authority's Chief Government Affairs Officer Beverly Greene provided a report. 3. Arcelia O'Connor - Spoke opposing the ICE detention center that is planned to be built near Gilroy. Bill O'Connor - Spoke opposing the ICE detention center that is planned to be built near Gilroy. George M. Rosas - Spoke on cars constantly speeding in his neighborhood. Frank Logan - Spoke opposing the ICE detention center that is planned to be built near Gilroy. She also mentioned that she participated in a panel discussion hosted by Casey Estorga at Gavilan College. Lastly, she reported that she attended the Gilroy Sister Cities meeting. Council Member Hilton - Reported on his involvement with ABAG and mentioned how he has recently worked with the Gilroy Museum to bring historical pieces to City Hall for display purposes. Council Member Ramirez - Shared that she went to the Gilroy Gardens Cherry Jubilee Event and shared how she participated in a panel discussion hosted by Casey Estorga at Gavilan College. In addition, she reported that she was accepted into the 2026 focus agriculture program and also participated in St Mary's 8th grade student learning plan presentations. She received a tour of the Intuitive Surgical facility located here in Gilroy. She also shared that she attended the Santa Clara County Peace Officer Memorial Celebration at the Sheriff's Department, mentioned how she recently attended a Cities Association meeting and that she presented at the Gilroy Little League Jamboree. Lastly, she proposed that Council sends a letter of opposition against the proposed ICE Detention Center planned to be built near Gilroy. Council Member Cline - Reported on his participation at St Mary's 8th grade student learning plan presentations and that he received a tour of the Intuitive Surgical facility located here in Gilroy. Terry Hernandez - Spoke supporting the approval of community event funding for fiscal year 2027. With no further speakers, Mayor Bozzo closed public comment. Motion Approve the consent calendar. Adopt an Ordinance amending Chapter 15, Section 15.11 of the Gilroy City Code, allowing the City Council to Reduce Prima Facie Speed Limits in School Zones from 25 mph to 15 mph or 20 mph per Assembly Bill 382 4. Adopt a Resolution Requesting the Allocation of Fiscal Year 2027 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funding from the Metropolitan Transportation Commission 5. PUBLIC HEARINGS 1. Public Meeting Regarding the Renewal of the Gilroy Tourism Business Improvement District (GTBID) Economic Development Director Raissa de la Rosa provided a report and presentation. Mayor Bozzo opened public comment at 7:03 P.M. With no speakers, Mayor Bozzo closed public comment. Report received. 2. Public Hearing Pursuant to Government Code Section 3502.3 (AB 2561) to Receive a Report on City of Gilroy Vacancies, and Recruitment and Retention Efforts Interim Human Resources Director/Risk Manager LeeAnn McPhillips provided a report and presentation. Mayor Bozzo opened public comment at 7:09 P.M. With no speakers, Mayor Bozzo closed public comment. Report received. 10. UNFINISHED BUSINESS 1. Consideration of Downtown Plywood and Vacancy Regulations Deputy Director of Community Development Bryce Atkins provided a report and presentation. Mayor Bozzo opened public comment at 7:18 P.M. Ron Kirkish - Shared his desire to have Downtown Gilroy become more inviting. With no speakers, Mayor Bozzo closed public comment. Direction was provided to staff to reactivate Chapter 5D, incorporating the Downtown Committee recommendations, except: 1) the definitions existing in Chapter 5D for vacant buildings would remain; and 2) that the vacancy registration fee would be progressive at $750 the first year and $1,500 each year thereafter. Council also directed staff not to pursue a vacancy tax at this time. 11. INTRODUCTION OF NEW BUSINESS 1. Consideration of Options for Displaying Commemorative Flags at City Hall or May 18, 2026 | 6:00 PM Page 7 of 8 City Council Minutes the Civic Center Complex Public Works Director John Doughty provided a report and presentation. Mayor Bozzo opened public comment at 7:35 P.M. Paul Rousseve - Paul does not agree with separating the commemorative flag from the existing flag poles. Terry Hernandez - Terry believes the commemorative flag as well as the Pride flag should be flown with the U.S. and California flags during Pride Month. Alejandra Pearlman - Alejandra does not believe in separating the commemorative flag from the existing flag poles. Greg Felios - encouraged council to find a way to accommodate the requests from those who apply to have a commemorative flag flown. Carlos Pineda - Carlos asked for a more efficient, welcoming process for commemorative flags. Sally Armendariz - Sally asked for more inclusivity when it comes to the LGBTQ+ community within Gilroy. With no further speakers, Mayor Bozzo closed public comment. Motion Direct staff to bring back the Flag Flying Policy to remove the required fees and signatures and change the language on the policy to include a third flag pole. CITY ADMINISTRATOR'S REPORTS City Administrator Matt Morley shared that the City of Gilroy is looking for responses to the Blue Sky Initiative Survey and announced the Developer Roundtable that is scheduled for Wednesday, May 27, 2026 held in the Gilroy Council Chambers from 10:30am to Noon. Lastly, it was noted that there will be a first-time home buyers program on Wednesday, May 27, 2026 held at the Gilroy Library starting at 6:30pm.
