Good evening Mayor and Council Members, My name is Nellie Elizondo, and I have worked for the City of Gilroy in the Finance Department for the past three and a half years. When I joined the City in 2023, I was excited to become part of an organizaƟon that values public service and offered benefits that would help support my family. At that Ɵme, my monthly family health insurance cost was $70.97. Today, in 2026, that cost has increased to $734.29 per month. While the City provided a 1% cost-of-living increase in 2025 that is not enough to keep pace with the rising cost of healthcare and living in Gilroy. AFSCME members work hard every day to provide essenƟal services that keep this city running. As the City conƟnues to grow, so do our workloads. Yet our compensaƟon has not kept pace with rising healthcare costs or the increasing cost of living in Gilroy. We appreciate being recognized for our work, but recogniƟon alone does not help our families pay for healthcare, housing, groceries, and other necessiƟes. I respecƞully ask that you support improvements to health insurance benefits and provide a cost-of-living increase that reflects the economic realiƟes facing City employees today. A 2% increase on already modest wages does li Ʃle to ease the financial strain many working families are experiencing. Thank you for your Ɵme, consideraƟon, and service to our community.
