A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY ADOPTING THE 2025 URBAN WATER
MANAGEMENT PLAN (UWMP)
WHEREAS, in 1983, the State of California Legislature (Legislature) enacted the Urban
Water Management Planning Act; and
WHEREAS, the UWMP Act requires an urban water supplier (Supplier) providing water
for municipal purposes to more than 3,000 customers and serving more than 3,000 acre-feet
annually to adopt an Urban Water Management Plan (UWMP) every five years, demonstrating
water supply reliability in normal, single dry, and multiple dry water years; and,
WHEREAS, the City of Gilroy (“Gilroy”) is an “urban water supplier: as defined by the
Water Code section 10617, providing water to approximately 15,935 water connections and
62,000 residents; and
WHEREAS, on October 18, 2021, the City Council adopted Gilroy’s 2020 Urban Water
Management Plan which also included the Water Shortage Contingency Plan, which were
submitted to the California Department of Water Resources; and
WHEREAS, during a public hearing, Gilroy must review and adopt its 2025 Urban Water
Management Plan (which includes 2025 Water Shortage Contingency Plan) and thereafter submit
the adopted plan to Department of Water Resources (DWR) on or before July 1st, 2026; and
WHEREAS, on June 15th, 2026, the City of Gilroy held a public hearing to receive and
consider public comments on the proposed 2025 Urban Water Management Plan; and
WHEREAS, on June 15, 2026, the City of Gilroy closed the hearing and adopted the
2025 Urban Water Management Plan; and
WHEREAS, the 2025 UWMP was published on the City website on May 1st, 2026 and
notice of public hearing was published in Gilroy Dispatch on May 28, June 5, and June 12, 2026;
and,
WHEREAS, based on the evidence presented in the UWMP and the staff report, the City
Council determined that the 2025 UWMP will further the public health, safety, and welfare by
supporting Gilroy’s long-term resource planning to ensure that adequate supplies of water are
available to meet the existing and future water needs.
NOW, THEREFORE, BE IT RESOLVED by the City Council as follows:
1 The City Council hereby adopts the 2025 Urban Water Management Plan with final
modifications, if any, made by the Utilities Department Director, or designee, after the public
hearing to address public input received at the public hearing.

2. The Utilities Director, or designee, is hereby authorized to file the 2025 Urban Water
Management Plan to the DWR, and pursuant to Water Code section 10645, make the plan
available for public review during normal business hours no later than 30 days after filing the
plan with DWR.
3. The Utilities Director or designee is hereby authorized and directed to administer and
implement the 2025 Urban Water Management Plan
