Subject:EXTERNAL - How Would California AB 1383 Impact Gilroy's Budget?
Dear Mayor Bozzo and City Council members:
California's Assembly and Senate, along with organized labor, are advancing AB 1383, a measure that
would erase many of the public employee retirement cost saving measures from 2013. The argument
being made is that the State of California, California counties and local municipalities cannot compete
with other states for employees, particularly public safety, without passage.
I am aware that the City has been putting some budget surplus money into two trust funds, one for
CalPERS and one for OPEB. The investment yields have been very good and the trust funds will cover a
portion of the impending, structural budget deficits.
How and to what degree would passage of AB 1383, in its current form, impact Gilroy's budget, overall
financial condition and staffing levels?
I ask that the Gilroy City Council request the City of Gilroy's Finance Department to include this analysis
in the next budget update to the City Council and the public
