Three things. One. Vote yes on this moratorium. That's the easy part. Nobody gets credit for the minimum. Two. Independent testing — people who don't work for Amazon — tests on the water, the wells, the air, the noise, the electricity this city uses. Get the "before" numbers before Phase 1 is fully operational. Test every year. Publish every result. Because I read the monitoring plan. Nobody tests the water. Nobody tests the air. Amazon grades its own homework. Built-in deniability. Put the burden where it belongs. Amazon proves it's safe. Not Gilroy families proving they got hurt. Then go back to the strategy you paid for, and the 2040 plan, and decide if this town ever needs another one. Three. One sentence. On the record, tonight. Direct staff to come back before these 45 days are over with independent testing requirements and a permanent ordinance. And on October 19, I expect to see that commitment on the agenda. That's it. One sentence. One motion. I'm asking who's willing to stand up and do the hard thing. Because that's what leadership is.
