15 Pacific Gas and Electric Company (PG&E) filed
16 Application No. 94-03-008 on March 1, 1994, with the California
17 Public utilities commission (CPUC) requesting authority to
18 change to a performance-based base revenue mechanism and to
19 create a large electric manufacturing customer class. If
20 approved by the CPUC, after hearings, any change would become
21 effective January 1, 1995.
22 This initiative builds on cost control and customer
23 pricing measures PG&E began in 1993. It would:
24
a)
Provide customers with greater rate stability by
25 linking changes in PG&E's non-fuel costs to agreed-upon indexes
26 and targets.

b) Let customers and shareholders share the benefits of
cost savings and productivity gains by giving PG&E strong,
long-term incentives to control costs and customer bills.
c) Minimize the number of costly regulatory proceedings
by substituting indexes and performance benchmarks for detailed
cost estimates and after-the-fact reviews.
d) Allow PG&E to offer large electric manufacturing
customers a wider range of tariff options, thus encouraging
them to stay in California and attracting new businesses and
jobs to the state.
The requested rate adjustment would result in no
change to electric revenues from the majority of PG&E'S
electric customers and would decrease electric revenues from
the large electric manufacturing class by $26.7 million
(-6.3%); an overall decrease from all electric customers of
less than 1.0%. The request would increase gas revenues from
all gas customers by $34.5 million (1.8%): $29 million (1.7%)
from bundled core customers, and $5.5 million (2.5%) from
noncore transport customers. The combined electric and gas
revenue re9Uest would be $7.87 million over rates presently in
effect.

any other parties interested in the above-mentioned filing can
