Project Manager City of Gilroy, Engineering Division 7351 Rosanna Street Gilroy, CA 95020 RE: Camino Arroyo Bridge Project Amendment No.4 Dear Mr. Dey: The purpose of this letter is to request an amendment to the existing contract between the City of Gilroy and Dokken Engineering related to expanded design services for the Sixth Street Streetscaping, Sixth Street Overcrossing and Street Lighting. This is the forth amendment for this contract and the third related to the Camino Arroyo project. ( The proposed scope of services is described in the attached Exhibit A - Scope of Services Amendments, Camino Arroyo Bridge Project, Contract Amendment #4, by task and subtasks. The hours associated with each subtask are broken down by firm and personnel on Exhibit B - Estimated Labor Hours and Cost for Camino Arroyo Bridge Project, Contract Amendment 4. This work will be billed on a time and materials basis with a not-to-exceed amount as shown on Exhibit B. The original contract amounts and proposed increase amounts for the Sixth Street Improvements and the Camino Arroyo Bridge are shown in the following table. EXHIBIT "A" SCOPE OF SERVICES AMENDMENTS 1.1 Project Management Dokken Engineering will perform additional project management activities to quickly incorporate streetscape design features from an additional sub-consultant. Also included are meetings with the City staff necessary to complete the project phases I and II. 3.3 Utility Potholing Cruz Brothers Locators will perform 6 additional utility potholes at $1000 each (for a total of 21) along Sixth Street to confirm the location of existing facilities that are in conflict with the revised storm drain systems. After potholing is complete, the roadway will be repaired using hot patch asphalt concrete. These additional 6 potholes were determined to be necessary during the potholing operations as existing unmarked and unreported utility conditions were encountered. Dokken Engineering felt these additional potholes were important to minimize construction surprises associated with the storm drain inlet, pipe and manhole adjustments being designed. Nathan Donnelly will spend 2 days on site with the potholing crew to denote changes to the Sixth Street storm drains necessitated by the potholing results. Nathan will also direct the need for supplemental potholes determined necessary during the progression of work and as related to unmapped or abandoned facilities. While on site Nathan will layout the configuration of a typical curb ramp for City review. This review resulted in the identification of the need to enhance the curb extensions with additional streetscape concepts. 3.6 Right of Way Acquisition Dokken Engineering provided additional Right-of-Way management services to coordinate extended negotiations with the commercial real estate owners of three parcels. This included twice weekly calls to attorneys, managing partners, the City and Universal Field Services to obtain completed agreements for the three parcels. While minor revisions to plat maps and legal descriptions are included in the original contract with Ross Stephenson, resolution with South County Ventures, Costco, and Inland Western Gilroy required numerous format and grammatical changes to the plat map and legal descriptions. Additionally, a Temporary Construction Easement was added to the South County Ventures Parcel. 4.4 Utility Coordination Dokken Engineering has attended two additional field meetings with PG&E and Verizon in efforts to coordinate the undergrounding, service points for the pillars, street lights and signals. This also includes coordination with Verizon to perform clean-up design adjacent to the Sixth Street Overcrossing in cooperation with City Trail on the bridge and approach work. 4.5 Gilman Avenue Overcrosslng Improvements Preparation of structural analysis for additional dead loading on the overcrossing for the City Trail features. Dokken Engineering will prepare the structural analysis, design, and details for submittal to Caltrans Encroachment Permits and Division of Structures for the approval of trail revisions on the overcrossing. Modification of the overcrossing to accommodate a 10 foot City Trail requires the addition of a concrete traffic barrier and widening of the eastbound sidewalk to 10 feet. Caltrans is concerned that this bridge already does not meet current code requirements for shear design, and that DOKKEN EXHIBIT A, Scope of Services Amendments this additional weight will worsen this condition. Dokken Engineering will prepare calculations and details to increase the shear capacity of the critical girders in the bridge. 4.6 Traffic Calming Construction Details Additional Sixth Street Improvements at Railroad Street, Rogers Lane and Maple Street will be designed by Dokken Engineering. Design of these additional improvements includes curb extension layouts, curb ramp detailing, curb and gutter, drainage modifications, striping revisions, streetscape coordination and quantity calculations. 4.7 Street lighting Design Prepare new decorative and standard cobra street lighting standards for the City of Gilroy. The standards address 5 different street types. This will include the preparation of at least two standard plan sheets Prepare revised street lighting design, plans, quantities and specifications on Sixth Street, Gilman and Camino Arroyo roadway segments. The revisions were to accommodate using decorative lighting at certain locations. 5.7 Landscaping It Streetscape Bellinger Foster Steinmetz will provide streetscape design to the curb extensions and planter strips along Sixth Street from Railroad to Rogers. This scope of services includes Exhibit B "Scope of Services" dated April 10, 2007 and "Additional Service Request" dated June 6, 2007, both prepared by Lee Steinmetz. ( Dokken Engineering will provide project background, existing topography files and sharing of design files to support development of the streetscape plans as quickly as possible.
