AMENDMENT TO THE AGREEMENT FOR SERVICES BETWEEN
CITY OF GILROY AND SANDIS FOR ON -CALL CIVIL ENGINEERING SERVICES
DATED OCTOBER 1, 2012
AMENDMENT NO.2
This Amendment shall become effective when it has been signed by the City Administrator, Project Manager,
and Consultant. All copies forwarded to Consultant for signature shall be returned to the City of Gilroy
properly filled out. Upon acceptance by the City, the Consultant's copy will be returned to him as his authority
to proceed with the work.
The scope of work authorized includes implementation of the City of Gilroy's Storm Water Management Plan
and preparation for the new regulations that are going into effect in 2013. See attached scope of work and fee.
All requirements of the original Agreement Documents shall apply to the above work except as specifically
modified by this Amendment. The contract time shall not extend unless expressly provided for in this
Amendment.
Sandis hereby agrees to perform the above work subject to the terms of this Amendment for on -call civil
engineering services.

STORM WATER PHASE II PERMIT - COMPLIANCEITRAINING /DESIGN GUIDELINES

Dear Teresa,
As a continuation and expansion of our previous work related to the new Phase II permit from the
Central Coast Regional Board, we propose to provide the following scope of services:
STAFF TRAINING
$16,000
♦ Develop presentations for staff training using Microsoft PowerPoint to introduce and cover
staff specific permit content. Conduct review meeting prior to staff training to solicit
comments.
♦ Conduct staff training presentations (60 minutes each) for Planning /Development staff,
Operations and Inspections staff, and Fire and Public Information staff.
♦ Conduct a follow -up training presentation with Planning /Development staff once the LID
standards and design criteria are finalized.
♦ Provide hardcopy and electronic copies of all materials for use by City of Gilroy.
LID STANDARDS
$15,000
♦ Assist in the development of LID standards for City of Gilroy based on the new Phase II
permit. Standards to include design criteria, example design details, developer /engineer
instructions, city review and approval criteria, and permit review costs.
♦ Assist in the preparation of a preliminary document in hardcopy format for review and
comment. Conduct a review meeting to present and discuss standards.
Assist in revisions to incorporate review comments into a final document. Provide in hardcopy
and electronic formats for City of Gilroy use.
LEGAL AUTHORITY /MUNICIPAL CODEIORDINANCE CHANGES
$1,800
Assist with development and provide a technical review of draft version of municipal
code /ordinance needed to allow proper guidance and enforcement of permit provisions.
♦ Assist with development and provide a technical review of a draft version of municipal code to
provide the legal authority required under the permit.

PERMIT YEAR 1 MISCELLANEOUS $12,000
♦ Prepare application requirements and assist in uploading data to SMARTS. Preparation of
the following documents: Notice of Intent, Permit Boundary Map, and Guidance Documents.
♦ Develop a system to inventory construction sites for tracking purposes.
♦ Prepare a Storm Water Management Plan (SWMP) to provide specific permittee intent to
comply with permit requirements. This item is related to the "Guidance Documents' required
for the permit application.
♦ Prepare the annual report and assist in uploading to SMARTS. Provide an electronic copy of
all work products for use by City of Gilroy for future year reports.
TERMS AND CONDITIONS
The scope of work included in the proposal is limited to the specific scope included and
specified only. Any exclusions listed are for clarity only and do not represent a complete list of
exclusions to the scope. Any additional scope proposed or done other than that listed in the
proposal as included shall be done as an additional service.
Agency review and permit fees will not be paid by SANDIS and are not included in this
proposal.
This proposal is firm for thirty (30) days from the date of this letter.
Our services will be provided for the amounts listed above and will be performed under the terms and
conditions of our current contract.
Pursuant to state law, no work can proceed on this project without written acceptance. Please return
one signed copy of this proposal to our Oakland office as our authorization to proceed.
