CITY OF GILROY
AND
GILROY UNIFIED SCHOOL DISTRICT
REGARDING THE SOUTH COUNTY YOUTH TASK FORCE (SCYTF)
POLICY TEAM
The purpose of this Memorandum of Understanding (MOU) is to document and
Formalize the intent of Gilroy Unified School District (hereafter referred to as
"POLICY TEAM MEMBER ") to participate and collaborate with the City of Gilroy
(hereafter referred to as "CITY ") in a "Policy Team" of the South County Youth Task
Force (SCYTF).
RECITALS
WHEREAS, CITY and the CITY OF MORGAN HILL, the COUNTY OF SANTA CLARA,
the GILROY UNIFIED SCHOOL DISTRICT, the MORGAN HILL UNIFIED SCHOOL
DISTRICT, and the GILROY GANG TASK FORCE will contribute seed funding to
provide staffing and coordination for the SCYTF; and
WHEREAS, CITY will assume the lead responsibilities for staffing and coordination of
the SCYTF in conformance with the CaIGRIP grant award and in agreement with the
POLICY TEAM MEMBERSHIP to support and sustain this collaborative partnership;
and
WHEREAS, THE POLICY TEAM MEMBERSHIP may in the course of advancing the
goals of the SCYTF and in the spirit of collaboration, contribute funding, in -kind
resources, and /or seek grants and /or donations that would support the goals of the
SCYTF; and
WHEREAS, the Policy Team of the SCYTF will establish a meeting schedule that will
convene at a minimum, quarterly; and
WHEREAS, CITY and POLICY TEAM MEMBER share a commitment to the
success of this collaborative effort of service providers, law enforcement agencies,
school districts and other government agencies working together to use a collaborative

problem solving approach to prevent gang involvement, redirect at -risk youth towards
productive behaviors and break the cycle of youth violence in the South County.
The Strategic Goals of the SCYTF are to:
1. Implement a two tiered governance structure that establishes a Policy Team and
Technical Team.
2. Foster a culture of communication and collaboration to maximize coordination
across boundaries of organizations.
3. Conduct a community -wide youth /gang assessment process to understand the
scope of the South County's issues and recommend strategies to address them.
4. Develop and adopt a strategic work plan that would direct and coordinate programs
and services.
5. Design and execute an education and awareness campaign that employs culturally
competent strategies to inform and engage task force members, youth and their
families, and community partners to reduce youth violence and anti - social behaviors
in the South County.
NOW, THEREFORE the parties agree that POLICY TEAM MEMBER will provide
leadership and assistance to the SCYTF Policy Team in the following areas:
1. Participates in an engaging culture of active communication, coordination and
inter - agency collaboration
2. Contributes and shares resources that support and advance the goals of the
SCYTF in accordance with a budget and work plan approved by the Policy
Team. (SEE EXHIBIT A)
3. The Policy Team will provide direction and guidance to the Technical Team.
4. Actively participates in the Policy Team role that:
a. Evaluates emerging trends and sets policy direction
b. Monitors the progress of the Technical Team
c. Facilitates interagency collaboration and troubleshooting
d. Reviews efforts, measures success and makes changes as needed
5. Seeks out and brings forward for consideration, "best practices" that can be
tailored to the South County's unique needs.

6. Policy Team Member understands and accepts the Strategic Goals and
further understands and accepts responsibilities as a participating member of
the SCYTF.
7. Policy Team Member and the City of Gilroy enter into this Memorandum of
Understanding with the intent to participate as long as they mutually agree
that participation is useful. Either party may terminate this agreement for any
reason by giving 30 days prior written notice of termination.
