HomeMy WebLinkAboutSouth Santa Clara County Fire District - Operational Agreement r~J c .~ OPERATIONAL AGREEMENT BETWEEN THE CITY OF GILROY AND THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT JANUARY 1992 (REVISED: June 2007) OPERATIONAL AGREEMENT BETWEEN THE CITY OF GILROY AND THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT PARTIES: This agreement is between the City of Gilroy, herein referred to as the "City" and the South Santa Clara County Fire District, herein referred to as the "District". PURPOSE: The purpose ofthis agreement is to provide the citizens of both the City and the District wIth additional emergency services at little or no additional costs to the primary provider of services. SCOPE: It is the intent of the parties of this agreement to provide reciprocal services covering the wide range of emergency response including but not limited to fires, medical aids, rescues, and hazardous materials incidents. OPERATIONAL PHILOSOPHY: The basic philosophy of this agreement is to commit the closest available resource, mitigate the emergency, and as quickly as possible return Automatic Aid apparatus to their respective jurisdictions once the emergency has stabilized. LOCAL MUTUAL AID: In order to expedite resource responses in the South County area but outside of the Auto Aid boundaries, it is mutually agreed that Local Mutual Aid resource requests for Gilroy and the South County Fire Protection District will be made directly to the respective jurisdiction's Communications Center. AUTOMATIC AID AND RESPONSE BOUNDARIES: Refer to Automatic Aid Response Map INCIDENT RESPONSE GUIDELINES: Refer to Attachment No.1. FREEWAY RESPONSES: For the purpose of this agreement, freeway responses will include all of the Highway 101 freeway areas northbound and southbound from Masten A venue south to the Santa Clara County Line, and Highway 25 to the County Line, including but not limited to on-ramps and off-ramps. The City and the District shall dispatch one (1) engine each to all emergency incidents reported to be on the freeway. For further detaIl, refer to Automatic Aid Response Maps No's. 1 and 2. 2 OPERATIONAL AGREEMENT BETWEEN THE CITY OF GILROY AND THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT STATION COVERAGE/MOVE-UPS: City When a city engine is committed to an incident in the District, the City may request a District engine to fill the vacated City station. District When a District engine is committed to an incident in the City, the District may request a city engine to fill the vacated District station. Incident Standby In the event that an Automatic Aid engine is dispatched to an incident, and upon arrival the incident is determined to be stable and it appears that the incident requires a period of standby in excess of thirty (30) minutes, the Automatic Aid engine on scene shall request an engine from the responsible jurisdiction to replace the Automatic Aid engine on the incident. AL TERNA TE ENGINE(S): In the event that the primary responding engine is not available for response into an Automatic Aid Area, the agency in whose Jurisdiction the incident occurs shall dispatch its closest available engine. In those instances when both agencies are experiencing multiple emergency calls, the Duty Chiefs and the CommunicatIOn Centers of both agencies shall coordinate available resources in order to provide adequate emergency response. NON-EMERGENCY RESPONSES: Only "Code-3" emergency responses are covered by this agreement. All other responses shall be handled by the agency in whose jurisdictIOn the Incident occurs. COMMUNICATIONS: The Communications Center, in which the incident occurs, shall be responsible for maintaining communications control over all responding apparatus. SITUATIONS NOT COVERED IN THIS AGREEMENT: In situations not covered by this agreement, responding Company Officers shall take the most appropriate action based upon available information. Additionally, the Company Officer shall report the incident and actions to his/her supervisor for guidance in future similar incidents. 3 OPERATIONAL AGREEMENT BETWEEN THE CITY OF GILROY AND THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT INCIDENT COMMAND SYSTEM: When two (2) or more engines respond to an incident, the first arriving engine shall implement the Incident Command System (ICS). The first arriving Chief Officer, regardless of jurisdiction, may assume command. The responsibility of the emergency incident, however, rests with the agency in whose jurisdiction the incident occurs and therefore the Chief Officer of the agency In which the incident occurs shall assume command upon hislher arrival. The Incident Commander shall have the authority to request additional resources including the activation ofthe Santa Clara County Fire Mutual Aid Plan. FIRE INVESTIGATION: Fire scene investigation beyond engine company level shall be the responsibility of the agency in whose jurisdiction the incident occurs. The Incident Commander shall notify the CommunicatIOn Center of any need for a fire scene investigator. INCIDENT REPORTS: Sin2le En2ine Responses - Non-Fire Incident Engine company Officers shall complete their agency specific incident report(s) and forward a copy of the report to the agency in whose Jurisdiction the incident occurred within seven (7) working days of the incIdent. Sin2le En2ine Response - Fire Incident Engine Company Officers shall complete a "draft" incident report form and forward it to the agency In whose jurisdiction the incident occurred, maintaining a copy for local agency use. Multiple A2encv Response The agency in whose jurisdiction the incident occurs shall be responsible for completing all appropriate reports. RESPONSE MAPS: Each agency shall provide the other agency with all appropriate response maps or other similar response materials. TRAINING: Multi-Company Drills shall be scheduled and conducted to meet the needs of the participating agencies. It is the intent that a minimum of two (2) or more multi-company drills be conducted annually. 4 OPERATIONAL AGREEMENT BETWEEN THE CITY OF GILROY AND THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT PROBLEM SOLVING: Whenever a problem or misunderstanding arises at the company level, Company Officers are encouraged to meet and discuss the situation with the intent of resolving the problem. In the event that resolution can not be reached, the Company Officers shall meet with his/her respective Chief Officer. AGREEMENT REVIEW: Parties to this agreement shall meet at least once annually to review, update, and modify this agreement, as may be required. DURATION OF AGREEMENT: This agreement shall be in effect until terminated by one or both of the participating agencies. A written notice of termination shall be submitted to the other party to this agreement stating the reason( s) for terminating the agreement. The agreement shall be terminated ninety (90) days after written notice is given.
