HomeMy WebLinkAboutResolution 1984-62 . . .. ~- RESOLUTION NO. 84 - 62 RESOLUTION OF THE CITY COUNCIL Of THE CITY OF GILROY IN SUPPORT OF RELICENSING OF HYDROELECTRIC PROJECTS TO PACIFIC GAS AND ELECTRIC COHPANY (FERC PROJECT NOS. 137.1962,1061, & 1988) WHEREAS, Hydroelectric projects owned and operated by Pacific Gas and Electric Company (PG and E) have utilized and developed our nation's natural resources, extending the benefits of this low-cost electricity to millions of Californians. These customers now face the possibility that the hydroelectric projects which they helped develop and pay for may be taken away by a few municipal agencies. From the standpoint of the broad public interest, it is preferable for as many people as possible to continue to share the benefits of inexpensive hydroelectric power; and t~EREAS, P G and E has over the pastcentury developed a safe, reliable, and economic system of hydroelectric generating facilities dedicated to the use and benefit of more than 3.5 million customers representing an area population of over 10 million people; and WHEREAS, certain of these hydorelectric facilities, consisting of projects licensed by the Federal Power Co~rnission,now known as the Federal Energy Regulatory Commission (FERC), are subject to considera- tion for relicensing by FERC; and WHEREAS, certain municipal entities are endeavoring to secure for themselves nine P G and E hydroelectric powerplants, which efforts, if successful, would result in the transfer of ownership and operation of these hydroelectric facilities from P G and E and would divert low- cost power away from millions of northern and central California custo- ffiers for the benefit of a few thousand served by the municipal entitites; and RESOLUTION NO. 84 - 62 -1- . . . . WHEREAS, it would be directly contrary to the best interest of the millions of residential, commercial, agricultural, and indus- trial customers served by P G and E whose rates have supported the ownership and operation of these hydroelectric facilities, were FERC to remove the hydroelectric generating systems of P G and E the fol- lowing facilities: 1. P G and E's Mokelumne River Project (Project No. 137); 2. P G and E's Rock Creek-Cresta Project (Project No. 1962); 3. P G and E1s Phoenix Project (Project No. 1061); and 4. P G and E's Haas-Kings Project (Project No. 1988) vffiER~\S, if any of these projects were to be transferred to the municipal entities seeking them, the custoDlers served by P G and E would be forced to pay, every year, increased power costs for elec- tricity from oil or gas fired generating facilities; and WHEREAS, the continued ownership, operating, and improvement of their hydroelectric generating facilities by P G and E is essen- tial to the public interest and to the social and economic well-being of northern and central California consumers; and WHEREAS, retention of these projects by its current owners is the only course consistent with the fullest improvement and utiliza- tion of these resources in the public interest. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Gilroy hereby urges and requests that the Federal Energy Regulatory Co~~ission re1icense these hydroelectric facilities to P G and E and reject the applications of the municipal agencies seeking to take the benefits of projects away from the millions of customers served by P G and E; and BE IT FURTHER RESOLVED, that the City Council of the City of Gilroy hereby requests that all hearings concerning hydroelectric RESOLUTION NO. 84 - 62 -2- . . . . ,~ relicensing applications by P G and E be conducted in the service territory where the projects are located and where the public they were built to serve lives and works; and BE IT FURTHER RESOLVED, that the City Council of the City of Gilroy supports legislation to amend the Federal Power Act so as to not allow municipal preference treatment during the relicensing of hydroelectric facilities; and BE IT FURTHER RESOLVED, that the City Council of the City of Gilroy hereby supports HR 4402, "the Electric Consumers Protection Act of 1983" or siFlilar legislation that protects utility customers by amending the Federal Power Act to provide that any existing licen- see shall receive a new license for its hydroelectric projects unless the existing licensee's past and future operation of the project would not be in the public interest as determined by the Federal Energy Regulatory Commission under the standards presently in the Act; and BE IT FURTHER RESOLVED, that copies of this resolution be provided to: President Ronald Reagan The White House Washington, DC 20500 House Energy and Co~~erce Committee Attn: The Honorable Richard C.
