This regular adjourned meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George M.Mason,James B.Thomas,David V.Stout,
Carl ;.Pate. Absent:Councilmen J.H.Wentworth,Dale D.Daniels.
The Mayor announces that this purpose of this meeting is to further
consider petitions for rent decontrol which were filed with the
City Clerk on May 7,1951,the meeting on the hearing being continued
on that date to allow further time for proponents to secure addition-
information.
The Mayor now regueit's- ::that Miss.,Alyee_�Eddow--be .appointed to trans -
cribe the hearing proceedings. No objection being made Miss.Alyce
Eddow now proceeds to transcribe the proceedings.
The Mayor now asks is there is any person present who desires to
appear before the Council and speak in opposition to rent decontrol.
No person appears to speak against rent decontrol.
The ,'Mayor now aks if there::is any person present who desires to
speak in favor of rent decontrol.
Attorney Robert K.Byers now appears before the Council and states
that he is representing a number of clients who desire to appear
before the Council in =favor of rent decontrol.
Mr. Byers calls Mr.'oilbur Newton as first witness and Aue Xayor Aaw
administers the oathto Mr.Newton. Mr.Newton is examined by Mr.Byers,
the City Attorney :: Members of the Council also ask Mr.Newton
several questions.

oath. Mr.Hall is examined by Mr.Byers and the City Attorney. Mr.
Hall is asked questions by member of the Council.
Mr.Byers now calls Mr.Andrew Battagin and the Mayor administers
the oath. Mr.Battagin is examined by IAr.Byers and the City Attorney.
Mr.Byers now calls Mrs.Catherine Ryan and the Mayor administers the
oath. Mrs.Ryan is examined by Mr.Byers and the City Attorney.
Mr.Byers now calls Mr.Jack Howson and the Mayor administers the
oath. Mr.Howson is examined by Ir.Byers and the City Attorney and
members of the Council ask Mr.Howson some questions.
Mr.Byers now calls Mr.Byron Brown,Building Inspector for the City
of Gilroy and the Mayor administers the oath. Mr.Byers asks Mr.Brown
the give the number of building permits for residences issued since
January 1,1951. Mr.Brown reports 26 permits for residences since
January 1,1951 -five permits having been issued in May,1951 to the
present date.
Mr.Byers now calls Mr.Casimiro Barren and the Mayor administers
the oath. Mr.Barrena is examined by Mr.Byers and the City Attorney
and members of the Council ask Mr.Barrena several questions.
Mr.Byers now calls 14r.George Kane,managing editor of the Gilroy
Evening Dispatch, and the Mayor administers the oath.1 ;1r.Byers asks
Mr.Kane several questions about the average number of foe.rent
classified ads appearing in his newspaper.
The Mayor now suggests that a transcript of the hearing be given
to each member of the Council for study and that this nearing be=
continued until Tuesday,May 29,1951.
Motion by Councilman Thomas,seconded by Councilman Pate and
carried that this rent decontrol hearing be continued to Tuesday,
May 29,1951 at 8 o'clock P.M.,Council Chambers,City Hall,Gilroy,
California.
The matter of the city taking space in the centennial edition of
the San Jose Mercury Herald to be published June 17th,1951 is
discussed.

Mr-Robert K.Byers,president of the Chamber of Commerce, now appears
before the Council and stdttss that the financial situation of the
chamber does not lend itself to participation in this project and father
states that the Board of Directors has recommended that nothing be
d one.
.Zr.George Kane now appears before the Council and states that in
his estimation the purchase of advertising space would be useless.
It is unanimously agreed that nol�slbace be taken in the centennial
edition of the San Jose Mercury Herald.
Councilman Stout now requests permission to be excused as he has
an important business engagement.

Councilman arequests permission to leave the state for the period
June 1,1951 to June 30,1951.
