HomeMy WebLinkAboutMinutes 1951/11/051290, Gilroy,California November 5,1951 This regular monthly meeting of the Common Council is called to order by His Honor Mayor George C.T.Zilias. Present:Councilmen George M.Mason,J.H.Wentworth,James B.Thomas, Carl V`i.Pate. Absent:Councilmen David V.Stout,Dale D.Daniels. Minutes of the regular monthly meeting of October 1st and the Ib regular adjourned meeting of October 22nd,1951 are read and approved. A report by R.C.Stockman,consulting engineer,on the result of his inspection of the sewage treatment plant October 13,1951 and his recommendations is presented and read. It.is unanimously agreed that the matter of recommendations madeby Mr.Stockman be taken up at a special meeting of the Council within 30 days. A communication is read from the Public Utilities Commission relative to a meeting between a commission official,Southern Pacific representatives,Councilman Wentworth and the Mayor held at the Ninth Street crossing October 18,1951,the letter recommending a traffic count at the crossing and that an olf wooden fence and trees should be removed as they obstruct the v46w. The Mayor gives an outline of the conference and the C1tyfclerk presents the result of a traffic count made at the crossing on C)9,1 October 25,1951 between the hours of 7 o'clock A.M. and 7 o'clock P.M. the count showing 233 trucks crossed the crossing within these hours and 274 automobiles crossed the crossing. Councilman Thomas offers to contact Mr.Triolo,owners of the trucking company which occupies the land at the southwest corner of the crossing and ask him if he will remove the old wooden fence and cut down the trees mentioned in the commmunication. It is unanimously agreed that Councilman Thomas make the contact and the Clerk is instructed to write a letter to the Public Utilities Commission giving them the traffic count figures and the information with respect the removal of the fence and trees. A communication is read frora the Gilroy Chamber of Commerce re- questing permission of the Council to contact the Southern Pacific Company with reference to improving the parcel of land lying between Sixth Street and Old Gilroy Street and Railroad Street and the So- uthern Pacific Company tracks. Llotion by Councilman Pate,seconded by Councilmarrm Mason and carried that tree Gilroy Chamber of Commerce be granted. permission to contact the Southern Pacific Company with reference to improving the parcel of land lying between Sixth and Old Gilroy Streets and Railroad Street and Southern Pacific tracks and suggest that the chamber contact Mr. VV. B. Stuart Towner of property located on the North side of IVlart in Street between Railroad alley and Ionterey Street,vd: th reference to obtaining this parcel of land for a public parking lot. I:otion by Councilman Pate ,seconded by Councilman Thomas and carried that two iron posts placed by the former occupant of the property located at the southwest corner of the intersection of Baldocchi alley and Railroad alley, be removed by city workmen. A communication is read from the Division of Highways relative to advertising signs. The Clerk is im tructed to advise the Division of Highways that application for placing of outdoor advertising signs is made to the Building Inspector and the application is then presennted to the Council which refers the application to a committee of the Council said committee reporting to the Council after investigation,the Council then approving or rejecting the application. A communication is read from the Santa Clara County Health Department relative to the condition:-,of the premises at 77 South I.Zonterey Street making certain recommendations recommending that the matter be brought to the attention of the proper parties concerned and if the necessary corrections cannot be made,that the license be revoked. 1292 T1otion by Councilman Thomas,seconded by Councilman Pate and carried that the occupants of El Charro Cafe and Acapulco Cafe be instructed to clean up their premises within thirty days and the Department of Industrial Relations,Division of Housing, be requested to send a representative to Gilroy to accompany local health officials,Fire Chief and Building Inspector to make an inspection of the premises and make recommendations to the Council. A communication is read from the Division of Highways showing the official population according to the 1950 census to be 49511 that the 'Division of Tighways for Gas Tax purposes estimates the pop - ulation,as the result of annexations after the official census, to be 5227. Motion by Councilman Wentworth,seconded by Councilman Thomas and carried that the Division of Highways be requested to change the official population figures on the city limit marker signs to 4951. An application for Police Officer from John Doherty is presented and read. This application is ordered placed on file. A report of water samples taken by the Santa Clara County Health Department October 15,17 and 22,1951 are presented. All samples showed satisfactory and are ordered filed. The report of the Poundmaster for the month of October,1951 is presented and read and ordered placed on file. The october,1951 report of the Building Inspector is presented and read and ordered placed on file. The October,1951 report of Arrests and Citations issued by the Police Department is presented and read and ordered placed on file. A report of sales of automobiles by the Culwell Chevrolet Company, North I;Ionterey Road, to persons residing within the city limits of Gilroy is presented. As no tax had been paid on these sales the matter is figferred to the Jity Attorney for investigation of what action the ciouncil should take. The Mayor now discusses the matter of the county taking over the assessing of property within the city limits and collecting the taxes. After considerable discussion is is unanimously agreed to invite County Assessor Hayden Pittman to the meeting of the Council December 3rd to discuss this matter. A communication is read from 'ci. J.Hanna, City :engineer, relative to requesting permission of the Division of Highways to start work on the storm sewer on Lewis Street which is considered a 1293 part of the proposed widening of I�ionterey Street. A communication from '-I.J.Hanna,City Engineer to Uol.Jno.H.Skeggs, Assistant State Highways Engineer, is presented and read. Inlot ion by Councilman Mason, seconded by Councilman Thomas and carried that the city engineer dispatch his letter of transmittal to Col.Jno. H.Skeggs,Assistant State Engineer,said letter being in reference to the propoposed Lewis Street storm drain project. Councilman I'�Iason reads ,a eomiunication from the City C1erk,Hollister, said communication stating that the Hollister Council had voted to pay $30.00 of the expenses of W.J.Hanna,City Engineer, to the League of California Cities;the communication stating that a division of expense between four cities would make this city's share X30.00. The Clerk is instructed to advise the Hollister City Clerk that the Council believes that g: request for expenses of this character should be made before the convention and the amount agreed upon by the Council. The City Attorney reads a proposed ordinance delaing with the erect- ion of televivion aerials. After some discussion it is agreed to invite local television dealers,_:_ to attend a meeting of the Council at 1 otclock P.M.,November 19th, to discuss the proposed ordinance. Councilman Pate now discusses the matter of height of fences in connection with a proposed ordinance limiting the height of fences. It is unanimously agreed that the City Attorney obta in,throug h the League of California Cities, ordinances gdve:tning: th&.�aredtion of fences in other cities. Councilman Pate now discusses the matter of a clothes allowance for Street and Sewer Superintendent Mike Martin. After discussion it is unanimously agreed that Councilman Pate discuss this matter with Superintendent Martin. Reports of City Officers are presented and read. Motion by Councilman Thomas,seeonded by Councilman Pate and carried that reports of city officers be accepted as read and placed on file. Motion by Councilman Thomas,seconded by Councilman I entworth and carried that bills as presented be allowed and waJ7rants ordered drawn on the Treasurer. The matter of trucks and automobiles speeding on I.1onterey Street is discussed. Idiot ion by Councilman I1ason, se c onde d by Councilman Thomas and carried that the Police Department be notified that the speed limit on Iwonterey Street be held down exactly to the law and no exceptions are to be made and that the Clerk be instructed to notify the Police Department 1294 of this action.
