This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George K.M ason.
Present:Councilmen Carl W.Pate,Charles Gallo,J.Hughes Kennedy,
Courtland M.Rush,Kenneth L.Petersen,Segundo Sancl1ez.
The Mayor now calls upon Rev.Theodore Alam to deliver the in-
vocation.
The Mayor now asks if all Councilmen have received copies of
the minutes of the regular monthly meeting of December 6th and
the special meeting of December 13,1954.
All Councilmen answer in the affirmative.
The Mayor now aks if there are any errors or corrections to be
made in the minutes.
No errors being noted and no corrections to be made the Mayor
now declares the minutes of the regular monthly meeting of Decem-
ber 6th and the special meeting of December 13,1954 approved.
Councilman Pate reports that the cutting of the curb at the
park on I~O.O.F.Avenue will be considered further when a reply is
received from the Southern Pacific Company with reference to the
possibility of an alley in the rear of property of Carl Bolfing
and property occupied by the Bob Hollar Company.
The Building Inspector reports that the alley in Walnut Orchard
Park has been gnaded and 6Tavelled and will be oiled when the
weather permits.
The City Attorney now presents and reads ORDINANCE NO.525.
Motion by Councilman Kennedy,seconded by Councilman Pate that
ORDINANCE NO.525 be adopted.

COUi;cilman Rush states that he has no further report on the fire
alarm system;that he is seeking information from all available sources
with reference to the telephone alarm system. It is unanimously agreed
to continue this matter.

Coup.cilman Pate reports that he discussed the matter of an additional
opening in the median strip, between First Street and the street recently
opened by Howson Bros.,with the Resident Engineer and he.gid not feel
that another opening was justified.
The Building Inspector reports that he has investigated to sidewalk
mn front of the Chamber of COil@erce and it will be necessary to tear

out the entire sidewalk to correct the drainage. It is ubanimously
agreed to leave the sidewalk as is.
A communication is read from the City Planning Commission of the
City of Gilroy with reference to the appearance before the commission
of a representative of the Union Oil Company asking for a permit to
erect a service station at the northwest corner of First and Carmel
Streets;the letter stating that the Commission approves the erection
of the service station at this location if and when application is made.

of the City of Gilroy recommending the rezoning of certain property
lying west of north Monterey street, from Zones ltB1t,ltC" and"E" to
ltD" Zone, is p resented and read.
The Mayor now discusses the matter of placing the area recommended
by the Planning Commission for rezoning into a liD-III Zone (Light
Industrial). It is unmlimously agreed that the provisions of the
present Zoning Ordinance with reference to control over the type &f
and kind of industry in a "D';I Zone are sufficient.
A communication from the chairman of the County S-D Day commending
the city on its activities to carry out the purpose of the day,is
presented and read.

At the request of Councilman Gallo is unanimously agreed that Mr.
Ami Lesso,chairman of Gilroy's S-D ~, be sent a letter of thanks for
the excellent program he presented.
A communication is read from G.N.Brodersen & Son asking that the
Council give consideration to selling the property owned by the City,
&Ocated on East Sixth Street and known asthe city corporation yard.
This matter is referred to the Buildings and Grounds Committee for
investigation and report.
A con~unication is read from the Department of Public Works,

Division of Highways, stating t hat by their formula the city gained
27 inhabitants through mlDexatimn of the First Northern Addition,
bringing the population to 5254.
A permit to operate a water system from the Department of PUblic,
State of California is now presented and two communications contained
in the permit are read. The permit an communications are ordered
file d.
Mr.Vl.R.Howson now a ppears before the Council to request that the ~
Council's hearing on the rezoning of their property and others
be done at the earliest date so tha; Howson Eros.can complete the
construction of the $treet.
Councilman Rush now discusses the matter of the salary voted for
Anthony fuartin at the recent change in employee's salaBies.
Motion by Councilman Rush,seconded by Councilman Kennedy and
carried that the salary of Anthony Martin,assistant superintendent
of streets and sewers, be incresed from $315.00 per month to $325.00
per month effective January 1,1955.
Councilman Sanchez recommends that Purchasing Agent G.B. Carr be
allowed necessary expenses to attend the City and County Purchasing
Agents Con~ention in Sacramento,January 26th to 29th,
I\1otion by Councilman Pate ,seconded by Councilman Petersen and

carried that Purchasing Agent G.B. Carr be given time off to attend
the City and County Purchasing Agents cOlwention in Sacramento,
January 26th to January 29th,1955 and that his expenees be paid
by the city.
This being the time specified in bids mailed to local automobile
dealers asking for bids for a ~ ton pickup truck for use of' the
street department six bids are presented andread:
Culwell Chevrolet Co.$1196.20 cash and one 1944 used pickup;
Byers Bros.-Ford-6 cyl.-$1135.81 and one used 1944 model pickup-
with an additional charge of $35.00 for painting
the truck a Brewster Greeno
Jack W.Ronald-Stddebaker V-e-$1462.02;~fi~ one used 1944 model
pickup;
Bob Hollar co.-~~~e-$1154.64 cash and one used 1944 model pick- ]: :
G.N.Brodersen & Son-GMC-$1300.00 cash and one used 1944 model
pickup.
Ventre Tractor & Equipment Co.-International-$1300.00 cash and
one used 1944 model pickup.
The matter of determinipgwhether the low bid included the 8tate
Sales Tax,or not,was turned over the the Purchasing Agent to mntact
the person making the bid.
Councilman Petersen inquires about the status of the I'STOP"
sign erected at First and Eigelberry streets. Councilman Pate

states that the sign is::t temporary and will be removed when work on
Monterey Street is completed.
The City Attorney now presented and reads RESOLUTION NO.342.

Councilman Gallo discusses provisions for taxicab stands.Council-

manA states that he has advised the local taxicab operator that
the first parking space north of Bettancourt's Market has been
painted yellow and that he haa advised the taxicab owner that he
could letter,over the yellow marking, the \Vorl: "Taxicab".

The kayor discusses the request of the Secretary of the Chamber

of COlnmerce to have the parklngl\ next to the alley in the rear of
t.cLe city hall reserved for his car and that t he proper lettering
be placed on the fence. It is unanimously agreed that the park-
ing space be reserved,as requested, and the proper lettering placed
thereon.
Councilman Kennedy discusses the need for repair "Work in the up-

stairs part of the Ci t;{ Hall Building damaged by t:he recent earthquake.
It is unanimously agreed that the Building 'and Grounds Committee secure
figures on work necessary to make the repairs.
Motion by Councilman Pate,seconded by Councilman Sanchez and carried
that the sum of $214.60 be transferred from the Special In Lieu Fund
to the Special Gas Tax Fund.
The Purchasing Agent now reports that the low bidder for furnishing

a 2 ton pickup truck for the street department included the State Sales
Tax in his bid figure.
Motion by Councilman Kennedy,seconded by Councilman Petersen and
carried that the Bob Hollar Company bid of $1154.64 cash and one u~ed
1944 model. Chevrolet pick-up truck as full payment for one new 1955
Dodge-Model CI-B lo8 } ton pickup truck together with equipment des-
cribed in specifications, be accepted as the lowest and best bid and
that Bob Hollar CompanJ' furnish the city with the pick-up truck, as bid.
An application for an On Sale Beer License from Aurelio Amezcua,d.a.a.
El Michoacan Cafe,173 N.Monterey street, is presented and read. No
objection is made.

that the bills as presented be allowed and warrants ordered drawn on

'~ Councilman pate,on behalf of the Councilmen and City Administrator,
now presents a gift to the Mayor who was recently married.
The Mayor responds, thanking the Council and AdmiDistrator for the
gift.
The matter of the action of the Council on November 1,1954,granting
the request of the Southern P acificCompany to change thenours of the
towerman operating the crossing"signals during certain months of the

Llotion by Co~cilman Kennedy,seconded by Councilman Petersen and
carried that the Clerk be instructed to write a lett~r to the Public
Utilities Commission of the State of California requesting that the
Southern Pacific Company be instructed to instal 2 PUC No.8 Flashing
light signals at the Ninth Street crossing, the request being based
on the savings to the dompany as the result of the Council's action
in granting their request to lessen the hours j af-,th~ towerffian
during pertain months of the year; that the signals be installed
with no monetary obligation on the part of the city.
Councilman Rush discusses the matter of Mr. Irvin Hollister being
charged by:t!1e Gr8.11ite.C6nstruction Company for placing a driveway
in front of the property on South Monterey Street known as the

"Ice House". Councilman Pate agrees to discuss this matter with
the ~esident Engineer,Division of Hchghways.
The Mayor announces that the Valuation Report of Marshall and
Stevens,appraisers, has been received.
Motion by Councilman Kenn~dy,.seconded by Councilman Rush and
carried that the date of hearing for the rezoning of certain prop-
erty located west of the west line of Monterey Street between the
north city liali ts and the south bank of Miller Slough, be set for
Monday,January 17,1955 at 8 o'clock P.M.,Council Chambers,City
Hall,Gilroy,California.
