This regular adjourned. meeting of the Common Council is called
to order by His Honor Mayor George M.x\/Iason.
Present:Councilmen Carl W..?ate,Charles Gallo,J.Hu[;hes Kennedy,

The I.layor nCJ\V! calls upon 111r. John Stelling a member~ of the Board
of Directors of the South Santa Clara Valley Water Conservation
District, to discuss the bond election to be held on Eberuary 1,
1955, for the construction of a daTI on the Uvas Creek. Mr.Stelling
reviews the history of the proposed project and presents a resolution

The Clerk now preesnts and reads the resolution presented by Mr.
Stelling.
Motion b~ Councilman Kennedy, seconded by Councilman Pate that the
Resolution presented by Mr.Stelling be adopned. ~\
WHEREAS,SOUTH SANTA CLARA VALLEY 1,VATER COlT::;~HVATION DISTRICT includes
territory located in the Southern part of Santa Clara County and in
which the City of Gilroy is situated; and
WHEREAS, the said South Santa Clara Valley Water Conservation Distridt
has called an election to be held on the first day of February,1955, at
which the electors of the District shall vote upon the proposition auth-
-prizing or refusing to authorize the issuance and sale of bonds of the
District to the extent of $2,111,000. for the purpose of providing money
\Jith Vi hich to construct a dam and reservoir and auxiliary works on the
Uvas Creek a'1d a canal connecting the same with the Llagas Creek in
accordance with the report of Messrs,Blackie & Wood,Engineers for the
District; and
WHEI~AS, the electors of the said Water Conservation District did,
in the year 1953, authorize the issuance of bonds to cover 40% of the
cost of a dam and reservoir on the said tJvas Creek to impound and
cobserve the "vater thereof of 'which this District would obtain approx-
imately 10,000 acre feet annually,with a canal connecting the said
reservoir with the said Llagas Creek,by an ove~vhelming vote upon the
condition that the remaining 60% of the said cost of the said project
be financed by the Santa Clara Valley Water Conservation District,the
territory of which is located in the northern part of Santa Clara County,
and the saiQ~anta Clara Valley Water Conservation District has not
taken any action toviard the f'inancine of its share of the cost of said
project or indicated that it is willing to join with the South Santa
Clara Valley liater Conservation District in a joint undertaking;and,
WHEREAS, the South Santa Clara Valley Viater Conservation District has
now adopted a progra~ to construct a dam and reservoir which will impound
at one time 10,000 acre feet of water and permit the conservation of
ar-proximately 20,000 acre feet of water annually at a cost of leGs than
the 40% of the cost of the project approved by the voters in 1953,and it
is this mew program that the electors will vote upon on Bebruary 1,1955;
and,
~nEREAS, the Common Council of the City of Gilroy deems the conser-
vation of water in this area of the utmost importance not only to the
surrounding and industrial area but to the inhabitants of the City of
Gilroy itself,and that the conservation of the water of the said Uvas
Creek for use in this area is vital to the future growth and prosperity
of the southern part of Santa Clara County;ahd,
WHZREAS, the said proposition to be voted upon in the said bond
'election on February 1,1955, is the best project for the conserving of
, the said water that has yet been proposed;and,
\~~EREAS, if the said election results in the defeat of the said prop-
osition the District will likely lose the vvater rights for the approp-
riation of water on the Uvas Creek to which it nO\iI has priority and such
loss would be a complete disaster to this area;and,
~nlEREAS, the dllin necessary to be constructed to conserve the said
\iater on the Uvas Creek will provide in a large measure protection
~against floods in t he City of Gilroy,in addition to which there is to be,
set aside for the City of Gilroy I,OOO acre feet of water to be conserved
by the said conservation 'Norks, and it will be po ssible to save consider-
able costs in the supplying of water to the people of the City of Gilroy,
and the City of Gilroy is thus directly interested mn the conserving of
'said '/la ter.
NOW, THEREFORE, BE IT I-ffiSOL VED:
That the Corr~on Council of the City of Gilroy does endorse the said
proposed bond issue and does urge the qualified electors of the District
to go to the polls on Tuesday,the first day of Februaryl,1955,and vote
favorable upon the issuance of the said bonds.
BE IT FURTHER m~SODVED:
That a copy of this resolution be delivered to the Board of Directors
of the said South Santa Clara Valley Water Conservation District,to the
press,and to the Secretary of the Gilroy Chamber of Comnerce.
PASSED and ADOPTED this 17th day of January. ,1955, by the following

At this is the time specified in a legal notice calling a gearing
on the propesed rezoning of certain property located west of north
rlTonterey Street, bounded on the \'Jest by the v:est bank of Miller
Slough,on the north~ by the north city limits and on the south by
the south bank of I'JIiller Slough, from Zones tlB", "c,t and "E" to Zone
"D'l, the 1iayor nOVl asks if there is anyone present VJho desires to

object to the proposed rezoning.
Mr.Kenneth Higgins,64l N.Church Street,Gilroy,California,now
appears before the Council to discuss the proposed rezoning.
.Mr.rlobert How son, one of the petitioners for the proposed rezoning,
is also present and answers questions asked by the Councilmen.
The City Attorney presents and reads Section b. REGULATIONS FOR

Councilmen None.
Councilman Kennedy,chairman of the Recreation Committee of the
Council, now discusses the finances of the Parks and Recreation
Commission. The Councilman join in the discussion of this subject.
Councilmen Kennedy states that his committee vdll meet with the
Parks and Recreation Commission on January 24,1955 and will report
at t he next regular me eting of the Council.
A communication is read from Offsite Construction Co.,Inc.,1344 :I
San Pablo Avenue ,El Cerrito, California, developers of "Park Meadovls
Unit No.lrl, requesting information on type and kind of electroliers
that will be required in~their subdivision.
Mr. Roy O.~ead,manager of the Gilroy office of Pacific Gas & Electric
Company, is called upon to discuss the subject of electroliers and
suggests that an investigation be made as to the proposed spacing
of electroliers in the subdivision.
