This regular monthly meeting of the Common Council is called to
order by His Honor ~Iayor George M.Mason.
Present:Councilmen Carl V;..Pate,Charles Gallo,J.Hughes Kennedy,
Courtland M.Rush,Kenneth L.?etersen,~egundo Sanchez.
The iv~ayor now calls upon Rev.Leon Lortorano of t he ~:ethodi st

The Mayor now asks if all Councilmen have received copies of
the minutes of the regular monthly meeting of Ifarch 7th and the
regular adJourned meeting of March 21,1955.
All Councilmen answer in the affirmative.
The l'.ayor now asks if there are any errors or corrections to
be made in the minutes.
The Mayor states that he had noticed a discrepancy in his copy
of the minutes of L:larch 21,1955 with reference to a bid for paint-
ing the interior of the fire house. The Clerk states he will check
the official minutes to ascertain if the figures are correct or
in error.
No errors being notep anc corrections to be made the Mayor novv
oeclares the minutes of the regular monthly Ileeting of March 7th
and the regular adjourned meeting of March 21,1955, approved.
'rhe Mayor now calls upon Councilman Hush for a report on the
investigation he has made on the emergency telephone fire alarm
system. Councilman Imsh states that from all available information
very few cities have installed the emereenc:I telephone fdlre alarm
system and his recommendation would be to conti~ue

the present telegraph fire alarm system for the time being.

Counc1.lmanll states that he has noth1.Ylg t 0 report on costs for improving
the property at East and Old Gilroy streets for use as a corporation
yard as his committee is awaiting the results of the proposed sale of
the corporation yard property on East Sixth street.
Councilman Kennedy reports that the painting and plastering of the
interior of the City Hall building has been completed.
Councilman Pate states that he has nothing further to report on the
mat ter of placing permenent STOP signs on Eigelberry Street from First
~treet to Ninth Street.
Councilman Pate state s that he had notbing further t 0 report 0 n the
Constitution and By-Laws for the Gilroy Auxilliary Police.
The City Attorney reports on~he proceedure necessary to appear
before the Public Utili ti es COIfJraission to requesta reduction in the
monthly rate for mercury vapor lights. The City Attorney also reports
that the Pacific Gas and Electric Company has protested to him the
payment of the 2% franchise tax and offer to pay the 1954 franchise
tax providing the city will guarantee that the franchise tax in the
future will not exceed the amount paid for the year 1954. This matter
is referred to the City Attorney for further investigation.
The Mayor now calls for discussion of the matter of awarding the
contract for painting the interior of the fire station. The Building
Inspector reports that Mr.S.L.6havez,one of the bidders, does not
have a State Contractors License.
i\.otion by Councilman Kennedy, seconded by Councilman Petersen and
carried that the bid of Henry r:fe,yffiouth in the amount of $694.00 for
painting the interior of the fire station, be accepted,on the grounds
that the low bidder (S.L.Chavez) does not have a State Contractors
painting license.
Councilman~anchez discusses the matter of drainage in the Castlewood
~ark area and sugLests that a meeting be held with the Planning Comm-
ission to discuss the matter further when figures relating to cost
are available.
The r.~ayor now calls upon Undersheriff John Perusina,representing
Sheriff Hawley, to discuss the matt-er of location for a Sheriffs'
substation in t.he event the present substation property is sold.
The Undersheriff states that the Sheriff has no plans for the future
location of the substation and asks permission to have Er.rlobert

to discuss a plan he has for coordinating all communications in this
area. Mr.Mason presents a diagram showing the proposed cOffirrlunications
set-up and stresses the need for a centralized reporting center.
After a brief discussion of the subject the ~ayor announces that
the matter of communications will be taken up at a later date.
The Mayor states that the arcllitect has not made his report on
the possibility af using Wheeler .iUlditorium for City Hall purposes.
The r-:ayor announces that the Directors of the South Santa Clara
~
Valley '::ater Conservation District have asked for a meeting with
the Council on B'riday,April 8,1955 to discuss the matter of the
Uvas Dam.
A communication is read from the Gilroy Junior Chamber of Commerce
containing four requests in connection with the Teen-Age Road-e-o.

carrie d t hat the Junior Chamber 0 f Comrnerce be granted penni ssion
to close Second Street from r"onterey Street to Eigelberry Street
on April 12,13 and 14,1955,to provide space for an air force exhfubit.

carried that the Junior Chamber of Conmerce be granted free use of
to give examinations for their Teen Age Road-e-o.participants.

~1heeler Auditorium on April 16,1>55, from 1:00 P.M. to- 3:00 P.M.
~otion by Councilman Pate, seconded by Councilman Petersen and
carried t hat the Junior ffi1amber of Comrnerce be granted permission
to use Carmel street between First and Third streets and Second
Street from Carmel street to Princevalle Street on April 24,1955
to give skill driving tests for teen-agers.
The matter of landing a helicopter on the grounds of the Jordan
Schoolincco.ntl:ectmon with the Teen-Agers Road-e-o program was
left in the hands of the elementary school board of trustees.
A communication from Crow's Nursery and Flower S;hop requesting
and additional street light between Ninth and Tenth streets is
presented and read.
It is unanimously agreed that ~ r.Crow be ~dvised that there are
~
future plans for lighting in the area but no provisions have been
made for the installation at the present time.
Members of the Retail 1lerchants ..association of the Chamber of
Commerce now appear before the Council to discuss the use of
the electrolier standards on Monterey street for Christmas dec-
orations. The program requests that the electrolier poles be made

available for the decorations;that the city place the decorations
and remove them and the city suggest a storage place for the decorations.
A drawing is presented showing the type of bracket they request be
attached to the electrolier pole s as a permanent installation.
I/;otion by Councilman Petersen,seconded by Councilman Pate and carried
that permission be granted to the Chamber of Commerce to place brackets
on each electrolier on Monterey Street for use in installing decorations,
I providing the Division of Highwqys gives its official approval.

11r. ~.~illiam Demerell and a gnoup of residents in the Renz Addition
area now appear before the Council to discuss intersection lighting in
the area. Mr.Demerell presents a petition to the Council signed by
LI residents of the area requesting u'I'hat the Common Council of the
City of Gilroy institute proceedings for the formation of an improvement
district under t he Improvement Act of 1911, for the purpose of providing
lighting for said areasll,etc. Mr.Demerell also presents a map sh1\lWing
the location in the area of the several signers of the petition. Mr.
Demerell states that the opinion of all signers of the petition is that
each one I should sh:are equally l.1:J. the co st of the entire project.
The matter of the location of certain lights in the Oak Court area
i s <S.i.:>cus~;f'~(1 and it is unanimously agreed that Councilman Gallo, chairman
of the Lighting Committee, tl1.ke the map to the local office of the 2acifi'
Gas and Electric Company and. present to them the change proposed.
Mr. Junior ~'Jill son, repre senting the Conrotto Trucking Company, now
appears before the Council to discuss the extension south of Alexander
Street fr')l!l Ninth Street.
Councilman rate presents a plan and profile of the extension of
Alexander street.
After discussion of this. ml1.tter it is unanimously agreed to refer
the extension of Alexander Street to the Street Cownittee for further
study.
The fo llowing reports are presented and read:Heal th Depart;nent-water
samples for the ml'Jnth of March,1955;Building Inspectors report for the
month of I~arch,1955 illld the report of the Police Department for the
month of L:arch,1955. An application for an On Sale Beer and 'Vine
License from Felix and Frances Ortiz,d.b.a.Happy Days Cafe,227 North
Monterey Street is presented and read. No objection is made.
Councilman Gallo discusses the matter of licensing of dogs particul-
arly with reference to the present rabies situation in neighhoring San
Benito County. It is unan~nously agreed that an ad be placed in the

Gilroy Dispatch urging all dog owners to have their dogs licensed
at once.
Heports of city officers are presented and read.
I,lotion by Councilman Pate,seconded by Councilman Kennedy and
carried that the reports be accepted as read and placed on file.
lvlotion by Councilman R!,tsh,seconded by Councilman Pate and carried
that bills as presented be allowed and warrants ordered drawn on the
Treas.urer.
The City Marshal now appears before the Council to extend an
invitation given by Mr .Eason, Count;;T Communicl'lti ons Officer, to the
Council to visit the county cow~unications center in San Jose.
It is unanimously agreed that the date for this visit be set for
April 14th.
Councilman Kennedy discusses the condition of the parks at the
City pumping plant at First and P rincevalle Streets and Oak Court.
It is unanimously agreed that the Buildings and Grounds committee
secure cost figures for placing the necessary lawn and shrubs
in the parks at First and ?rincevalle streets and Oak Court.
Councilman Sanchez discusses the possibility of closing Hartin
Street between honterey Street :-:md the Railroad tracks and using
this area as a rarking lot;also to ascertain from the merchants in
tne vicinity of Liionterey and Fifth Streets if they vvould be interes-
tedin purchasing the present Bank of America property for the
extension of Fifth Street through to Railrmad Street.
Councilman Petersen discusses the lTlatter of installing !"larking
meters on ~onterey street. No action is taken.
Liotion by Councilman J?ate, seconded by Councilman Petersen and
carried that this meeting adjourn to ILonday,Apri1 11,1955 at 8
