Absent:Councilman Charles Gallo. The Mayor now calls upon Rev.Theodore J.Alam of the presbyterian Church to deliver the invocation. The Mayor now asks if all Councilmen have received copies of the minutes of the regular monthly meeting of October 3rd, the special meeting of October 10th and the regular adj ourned meeting of October 24th,1955. All Councilmen answer.in the affirmative. The Mayor now asks if there are any errors or corrections to be made in the minutes. I I No errors being noted and no corrections to be made the Mayor now declares the minutes of the regular monthly meeting of October 3rd, the special meeting o~ October 10th and t he regular adj ourned meeting of October 24,1955, approved. This being t he time specified in notices calling for bids mailed to the local automobile dealers the M~or now asks that the bids be opened. Four bids are presented and read: Byers Eros.Motor Company-2-l956-6 cyl.Ford Mainline sedans for a cash amount of $1322.56 and two Studebaker automQ~lle~ used by the Police Department. Madonna Motors-2-1956-6 cyl.Plymouth 4 door sedans for a caSh amomnt of $20l2.ao and two Studebakers automobiles used by the Police Department. Jack W.Ronald-2-1956-6 cyl.Studebakers 4 door sedans for a cash amount of $2297.87 and two Studebakers automobiles used by the Police Department. Bob Hollar Company-2-l956.6 cyl.Dodge-Taxi-Police Special for cash amount of $3734.00 and two Studebaker automobiles used by the Police Department. Motion by Councilman Pate, seconded by Councilman Petersen and carried that the bid of Byers Motor Company ~or 2-1956-6 cyl.Ford Mainline sedans for $1322.56 in cash and two Studebaker>> automobiles used by 1664 by the Police Department be accepted as the lowest and best bid and that the two automobile s be assigned' for use of the Police Department.. This being the time specified in notices mailed to several well drillers for opening of bids for drilling a water well on the Forest street playgrounds two bids are presented and read. C. & N.Well and Pump Company-for a 350 foot well-$466l.l8. George Azevedo-for a 350 foot well-$4270.,O. Motion by Councilman. Sanchez, seconded by Councilman Rush and carried that the bid of George Azevedo for drilling a 350 foot water well for the sum of $4270.50 be accepted as the lowest and best bid. Mr.Jack McKaig,chairman of the Christmas Decorations Committee of the Chamber of Commerce, now appe ars before the Council to discuss the placing of the Christmas decorations this year. He reports that t he brackets t.o be used to instal the decorations are ready and asks that the city furnish the manpower and equipment to instal the decorations. Mr.McKaig is instructed to contact Chief Ad~inistrative Officer Cox when he is ready to install the brackets and decorations. City Attorney Hohnson reports that the agreement between the County of Santa Clara and the City with reference to communications is ready to be signed. Councilman Kennedy reports that ~reement has been reached with the Parks and Recreation Commission in which it was decided that there will be no attendant at the Forest Street playgrounds and the grounds will remain open during the day.in the future. Councilman Kenned.Y reports that the Future Farmers organization of t he high school will erect t he canvas at the Gymkhana grounds for the bull sale;the cattlemen's association having agreed to pay for the rent of the canvas. City Attorney Johnson reports that he has not haa an opportunity to investigate the matter of accepting the Renz Addition. The Building Inspector reports that he has no report on converting the Auditorium into city offices butfuat he will contact the City Engineer immediately to obtain figures on cost of conversion. Councilman Sanchez reports that he had no further conversation with property owners on North Forest" Street relative to water service. The Finance Committee reports that they held a meeting and ] ., .J ~ ...., 1665 .......,.- pave a greed to recommend to the Council that the Sales and Use Tax be increased from ~ of one percent to one per cent and submitted the following for use of additional Sales and Use Tax funds: Payoff the amount due on Monterey Street electroliers thus saving the city $20,000. in interest payments;convert Wheeler Amditorium for city office use; bridges across Miller Slough at Welburn Aven~e, Church Street and Chestnut Street; speed up-capital improvements for the recreation program; the continuing of Fifth Street east of Monterey Street and developing off street parking facilities. The matter of continuing Fifth Street east of Monterey Street is discussed and the street Committee is instrUcted to investigate this matter further. Councilman Sanchez discusses the possibility of using a portion of Sales Tax money to construct the pipe line from the dam to the reservoir. The City Attorney reads the Resolution allocating 25% of Sales Tax money for recreation capital improvements for one year. Motion by Councilman K ennedy,seconded by Councilman Pate that Ordinance No.534 be adopted: ORDINANCE NO.l)i4 AN ORDINANCE OF THE CITY OF GILROY AMENDING ORDINANCE NO. 494 OF THE CITY OF GILROY BY INCREASING THE ~TE OF SALES TAX AND USE TAX FROM ONE-HALF OF onE PER CENT TO ONE PER CENT . A communication is read from the County Health Department thanking the the city for use of the room in the city hall building for the past .......~...' " several years. A communication is read from the BUreau of the Census acknowledging receipt of money and maps in connection with a spe'cial census. A communication is read from Logan and Frazer,certified pUblic accountants, city auditors, that they had completed the audit of books and records to September 30,1955 and had foundeverything in good order. 166B A communication is readfrom the County National Guard Committee. This communication is referred to the Public Health and Safety Comm- ittee. A communication is read from the Division of Highways stating that $2000..00 had been alloted to the city for engineering and administrative expense on streets. A communication is read from the Senate Interim Coamittee on IIIIIl Highways and Transport.tition stating t hat a meeting was to be held in Oakland on November 28th and requested that this city be repr6sented. This communication is referred to the Street Committee. A communication is read from the Chamber of Commerce complaining that the the Police Department had no one in the office from; P.M. to 8 P.M. and urged that the city provide a night radio operator to man the :radio broadcast froIn 5 P.M. t.o I .P~M. City Marshal Sturla reports that the present manner of handling police calls is not too satisfactory. A communication is read from t.he County Communications Officer to the City Marshal relative to communications is presented and read. Motion by Councilman Pate,seconded by Councilman Sanchez and carried that a trunk line to the county communications center on Tully Road,San Jose,California,be tried for a IBriod of sixty days. Councilman Kennedy requests that his ftNo" vote on this motion be ~ .... recorded. Mr.Cal LeNeave now appears before the Council to discuss the placing of loud speakers on electroliers on Monterey street to.be used for broadcasting Christmas music. Motion by Councilman Kennedy,seconded by Councilman Petersen and carried that Cal LeNeave be permitted to place loud speakers on the electroliers on Monterey Street to provide Chr1s~as music during the holiday season ,providing, he obtains permission from the Pacific Gas and Electric Company, owners of the electroliers, and the Division ..., ..... of Highways. City Building Inspector BJTon Brown reports that the wooden bridge across tha Llagas Creek at the Sewer Farm has been destroyed by fire. The City Attorney presents and reads ORDIN~iCE NO.535. Motion by Councilman Petersen,seconded by Councilman RuSh that ORDINANCE NO. 535 be adopted: CEDINANCE ~TO.Ij3.2 .. City Water Collector Carr now appears before the Council to discuss the reactivitation of a water service outside the city limits. This matter is referred to the Water Committee for decision. "~,v_ aouncilman Sanchez discusses the need for replacement of the pipe line from the dam to the reservoir and suggests that money for this project could be raised by revenue bonds and suggests that the Council- men give some thought to this matter. The City Attorney presents and discusses an agreement between the County and the city relative to communications. The City Attorney presents and reads Resolution NO.364. Motion by Councilman Petersen, seconded by Councilman Sanchez that RESOLUTION NO.364 be adopted.: , a.-,,.;jjI ~~QLU'1'ION; ~NO.3~ RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT lVITH THE COUNTY OF SANTA CLARA FOR OPERATION OF COUNTY COMMUNICATIONS SERVICE. BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF GILROY that the agreement between said City and the County of Santa Clara relating to the use of the County of Santa Clara Radio Communication Service for Police Protection in the Ci~y of Gilroy,submitted by the said County of Santa Clara,to supersede the agreement heretofore in effect,dated February 14,1949, be entered into and that the said agreement be executed on behalf of said City of Gilroy by the Mayor of said City. Motion by Councilman Sanchez,seconded by Councilman Kennedy and carried that the recommendation of the City Engineer be accepted and that the Grani te Construction Company be paid.X the sum of $1'9,597.31 for work completed on the outfall sewer line. A communication is read from the City Enginee~~ecommending a p~ent to Leo Piazza for work completed on Alexander Street. 1668 Motion by Councilman Pate , seconded by Councilman RuSh and carried that the recommendation of the City Engineer be accepted and that Leo Piazza be paid the sum of $15,283.36 for work completed on South Alexander Street. Reports of the County Controller,Building Inspector,Police Department Poundmaster are presented and read. Application for a transfer of an On Sale General License to Joe D. and Clara M.Ciucci,741 N.Monterey Street, is presented. No.objection is made. Reports of city officers are presented and read. Motion by Councilman Sanchez,seconded by Councilman Pate and carried that t he reports of city officers be accepted as read and placed on file. Motion by Councilman Rush,seconded by Councilman Sanchez and carried that bills as presented be all.owed and warrants ordered drawn on the Treasurer.
