This regular monthly meeting of the Common Council is called
to order by His Honor George C. Milias.
Present: Councilmen Sig Sanchez, Carl W. Pate, Courtland
M. Rush, Kenneth L. Petersen, Everett C. Wentworth, and Charles
Gallo.
A letter from the San Ysidro School District is read request-
ing use of the Wheeler Auditorium on April 17, 1958. Motion by
Councilman Petersen second by Councilman Wentworth and carried
that San Ysidro School District be granted its request for use
of vfueeler Auditorium on April 17, 1958.
A letter from Larkin Sheet Metal is read requesting a pro-
gress payment of ~2500.00 for the air conditioning and heating
contract at the new City offices. The City Administrator reports
that all the equipment is installed. Motion by Councilman Sanchez
second by Councilman Pate and carried that request of a progress
Rayment in the amount of ,~2500.00 be granted Larkin Sheet Metal
for the air conditioning and heating contract at the new City
offices.
A letter explaining the refund of a portion of the premium
~or Workmen's Compensation Insurance is read. Motion by Council-
man Gallo second by Councilman Gallo second by Councilman Went-
worth and carried that the letter from Workmen's Compensation
Insurance be placed on file.
The Mayor asks if all Councilmen have received copies of
the minutes of the regular monthly meeting of March 4th and the
regular adjourned meeting of March 17th.
All Councilmen answer in the affirmative.
The Mayor now asks if there are any errors or omissions in
the minutes as presented.
No errors or omissions are noted.
The Mayor now declares the minutes of the regular monthly
meeting of March 4th and the regular adjourned meetinr, of March
17, 1958 approved.
All Councilmen agree that the appointment of a committee on
swimming pool maintenance shall be nostnoned until such time as
the Recreation Commission and the Recreation Committee from the
Council have a meeting.
Motion by Councilman Rush second by Councilman Petersen and
carried that Cecil Reinsch be appointed Assistant Administrative
Officer. Tne Mayor congratulates Mr. Reinsch on his appointment.
Motion by Councilman Gallo second by Councilman Wentworth
and carried that Max Kludt be appointed Director of Public Works.
Motion by Councilman Sanchez second by Councilman Pate and
carried that upon recommendation of the Water Superintendent,
Richard Piedmont be placed on salary in the Water Department.
The City Attorney presents and reads Ordinance No. 569. At
this time Councilmen Sanchez discusses the type of glass requested

to be installed in the Filice medical-dental building in the #1
Fire Zone. The Pity Attorney is instructed to add an amendment
to Orclinance No.~569 stating that if a building is five feet from
the property line and the building next to it is five feet from the
property line, clear glass can be installed in the windows if the
buildings are no closer than ten feet apart.
Motion by Councilman Rush second by Councilman Gallo that
Ordinance No. 569 be adopted with the amendment allowing clear glass
in the windows in Fire Zone #1 under the above conditions.

COAST BUILDING OFFICIALS CONFERENCE AND REPEALING SECTION ONE OF
ORDINANCE NO. 514 OF THE CITY OF GILROY

The City Attorney presents and reads Ordinance No. 570. Motion
by Councilman Sanchez second by Councilman Wentworth that Ordinance
No. 570 be adopted.

AN ORDINANCE ~ffiNDING SUBDIVISION NO. 5 OF SECTION NO. 240 OF THE
MUNICIPAL CODE OF THE CITY OF GILROY, RELATIVE TO THE FIRE LI~rrTS,
AND ESTABLISHING THREE FIRE ZONES.

A request for a transfer of an on-sale liquor license from Mr.
Silbio to R. C. andrVirginia M. Keeling is read. There are no ob-
jections and it is ordered to be placed on file.
Marshal, Harold Sturla, recommends that George Odum be appointed
patrolman to fill the position which was vacated by Gary C. Narvaez.
Motion by Councilman Sanchez second by Councilman Pate and
carried that George Odum be appointed as patrolman as recommended by
the City Marshal.
Thank you cards are read from the Eschenburg and Brown families.
The Mayor suggests that the City Administrator and City Officers
send a scroll to Mrs. Barney Brown in memory of Barney Brown who
faithfull~ served the City of Gilroy for many years. The Attorney
is instructed to prepare the said scroll and present it to Mrs.
Brown.
Reports on water samples taken by the Santa Clara County Health
Department on March 13th, 17th, 20th, and 27th are read. The reports

on March 20th show contamination but the other samples are
satisfactory and the reports are ordered filed.
Charles Mulch Jr. now appears before the Council re-
questing the Council to do something about the flood problem
around his property.
W. J. Hanna Jr. discusses the proposed County plan to
take care of the flood situation in tve north City limits.
He reports that there are not sufficient funds for all County
projects. He states that there is a good probability that
the project for taking care of the flood water north of Gilroy
may be undertaken within the next two years.
The Mayor asks why the State will not put a larger catch
basin in front of Chris' Fine Foods. W. J. Hanna Jr. replys
that a larger outlet must be provided before this type of
structure will correct the flood problem.
Mrs. Charles Mulch appears before the Council request-
ing the City to clean out the ditches in front of her property
to help the flood situation.
Mrs. Christophersen appears before the Council requesting
that a catch basin be installed by Chris' Fine Foods.
The Mayor reports that he sent a telegram to the Governor
during the flood and the Governor has declared Gilroy a dis-
aster area.
These matters are placed in the hands of Councilman Wpnt-
worth, Chairman of the Sewer Committee to see if the ditches
can be cleaned and something done to help the Christopnersen,
Humbarger and Mulch situations.
The City Administrator is instructed to check the build-
ing permit issued to the Prune and Apricot Growers Association.
Reports of the City officers are presented and read.
Motion by Councilman Petersen second by Councilman Gallo and
carried that the reports of the City officers be accepted as
read and placed on file.
Motion by Councilman Pate second by Councilman Rush and
carried that bills as presented be allowed and warrants ordered
drawn on the Treasurer.
Councilman Petersen submits a sketch for a proposed new
sign for the Gilroy Golf and Country Club estimated at $172.0Q
for the sign and $175.00 for the brick pillars. Motion by
Councilman Wentworth second by CoUncilman Gallo and carried
that the request of Councilman Petersen for a sign at the
Gilroy Golf and Country Club be granted. Councilman Petersen
reports that West~rn Tile is going to provide the cement.~
Councilman G 110 asks when the new electroliers will be
installed south of the City.
Councilman Petersen reports -that the trustees of the
high school want to know when the City is going to accept the
new high school road.
Councilman Wentworth brings up the drainage problem from
Hazel Shy's property on the new high school road. The Mayor
states that the Council should not accept the high school
road until the drainage situation on the Hazel Shy property
is corrected.
William Goold appears before the Council requesting in-
formation on why he was not appointed to fill the position of
patrolman vacated by Gary Narvaez. The Mayor states that when
Mr. Goold previously left the City the attitude that was taken
at that time disqualified him for'the job.
Motion by Councilman Wentworth second by Councilman TIush
and carried that this meeting be adjourn to Monday, April 21,
1958 at 8 o'clock p.m., Council Chambers, City Hall, Gilroy,
California
