This regular adjourned meeting of the Common Council is
called to order by His Honor George C. Milias.
Present: Councilmen Everett C. Wentworth, Courtland M.
Rush, Kenneth 1. Petersen, Charles Gallo, Si~ Sanchez, and Carl
W. Pate.
A petition from the Gilroy Civic Center is read requestin~
preservation of the City Hall building. This petition is order-
ed to be placed on file.
A resolution from the Gilroy Grange No. 398 is read reque~t-
ing preservation of the City Hall building as an historical monu-
ment in the City of ;~ilroy. This resolution is ordered to be
placed on file. Councilman Petersen instructs the City Clerk to
reply to the Gilroy Grange stating that no action is taken at
this time because the City Hall building will be occupied by the
Gilroy Police Department after the City Clerk's offices are moved
to Wheeler Auditorium.
A proposal from the Western Traction Company is read explain-
ing possible ways of financing the proposed purchase of a Wayne
Street Sweeper. Councilman Pate reports that he, Councilman
Wentworth, Anthony Martin, and Mike Martin observed the operation
of this street sweeper in Morgan Hill and found many advanta~es
in thi~ pal,ticular sweeper. Councilman Wentworth suggests that
this matter be taken into consideration in the 1958-1959 budget.
Mr. Carleton from the Western Traction Company comes before the
Council and explains the advantages of the sweeper and the pos-
sible ways of financing such a purchase. This matter is refer-
red to the Finance and Street Committees for study and recommenda-
tion.
A letter from R. S. 0rown, Coordinator of the California T)i~-
aster Office in Salinas is read re~ardin~ a meetin~ in San Jose
on April 20, 1958, concerning recent flood dama~e ~uffered in
this area. The Chief Administrator reports that he will attend
this meeting on April 30th. This letter is ordereJ to be placed
on file.
A communication from L. F. Richards is read regarding the
filing of a notice of completion on the swimmin~ pool, and also

a list of certain corrections to be made in the work before a
final payment is made. Mr. Carr states that the notice of
completion has been filed.
A letter from the Registrar of Voters is read regarding
filing of camp~ign statements if anyone candidate's receipts
should exceed ~200.00.
A letter is read from the Nat~onal Guard requestin~ use
of r'!heeler Auditorium on fray 31, 1958. l'Iotion by Councilman
Petersen second by Councilman Gallo and carried that the National
Guard be granted the request to use Wheeler Auditorium on May
31, 1958. The City Clerk is instructed to notify the National
Guard that the request is granted.
A letter from Geo. F. Pritchard is read regarding flood
damage. The City Clerk is instructed to follow up this matter
and notify Mr. Pritchard of any action to be taken.
T4r. John M. Xlarich reports on the recommendations from
the Recreation Commission regarding a recreation program for
the City. ~r.Klarich states that two plans have been recom-
mended. Plan lIAII requires a full time Recreational Director
and a tax levy based on the expenditure of ,p2.00 per capita with
a population of 6,000. The proposed salary of the Recreational
Director would be ~5000.00 per year which does not include main-
ten&nce and operation of the swimming pool. The total cost of
operating the swimming pool is estimated to be between ~7500.00
and ~gOOO.OO per year, the gross income is estimated at ~~OOO.OO.
r~r. Klarich also states that the Recreation Commission feels
that we are not ready for this type of plan at the present time.
Plan "Bll requires the three months summer program to remain the
same as it has been in the past with Mr. Hagen being the~Direc-
tor until the end of 1959, total salaries being between ~5000.00
and $5500.00 which also does not include maintenance of the
swimming pool. At this time this matter is opened for discussion.
Councilman Sanchez expresses his feelin~s that the City will pay
reasonable deficits this year. Councilman P~te suggests that
the Col11ncil go on record as favoring plan Tl811 which is ao;reea'ole
with the entire Council. Councilman Sanchez requests a meetin~
with the City's Recreation Committee and a committee from the
Gilroy Undlon Hir;h School to decide I,rIrhether the pool can be open
on week-ends until officially opened on June 23rd.
At this time the ballots for the Fourth Western Addition
annexation are canvassed. The Mayor appoints Councilman Rush
and Councilman Petersen as Clerks, and Councilman Wentworth as
judge. The City Clerk reads the result of the vote as canvassed,
Ten votes for and one a~ainst the annexation.
Resolution No. 464"is presented and read. Motion by Council-
man Pate second by Councilman Rush and carried that Resolution
No. 464'be .adopted.

zoned when it became a part of the City. The City Attorne::!

A request is read from the ;~atiollal Guard for the Mayor to
sign the lease for the Auditorium which had been re-typed on their
own lease form. This was originally drawn on the Ci ty form. ~To-
tion by Councilman 3l.L"C'~ ez second by Councilman Pate and carried
that the Auditorium lease be accepted as presented on the National
lruard form.
The City Clerk requests advice regarding a janitor for the
new city offices. This matter is referred to the Buildings and
Grounds Committee for further study.
The Chief Administrator recommends that Dorothy Goodwin be
appointed Water Collector and that Susanne Thomas be appointed
Deputy License Collector. ~otion by Councilman Fate second bj

License Collector as recommended by the Chief Administrator.
The City Clerk asks the Council for advice regarding official
bonds of the City emplo~ee3. This matter is referred to the Finance
Committee for a report to the Council after checking with an in-
surance carrier.
Motion by Councilman Pate second by Councilman Rush and
carried that the proceeds from the sale of U. S. Treasury Certi-
ficates be credited as follows :$22, 91ft,. 31 to the viater i'und and

The City Clerk reads a letter of recommendation from the
City Marshal for the reappointment of Raymond Fortado as
Special Police Officer. 110tion by Councilman Wentworth second
by Councilman Petersen and carried that Raymond Fortado be
reappointed as Special Officer of the Police Department as
recommended by the City r1arshal. rDe Clerk is instructed to
notify Raymond Fortado of his reappointment as Special Police
Officer.
Councilman Sanchez reports that the next Police Commission
Ineetin::; will be at 7:00 P.I.I. on hay 6th and the matter of
Special Police Officer working a longer schedule than the reg-
ular officers will be studied.
Motion by Councilman Pate second by Councilman Sanchez and
carried that the election officers for the Fourth Western
Addition annexation election be paid $10.00 per officer. The
City Clerk is ordered to drnw the proper warrants.
I,lotion by Councilman Rush second by Councilman Pate and
carried that Cecil A. Reinsch be appointed Director of Civil
Defense as recommended by the Chief Administrator.
Reports on water samples taken by the Santa Clara County
Health Department on April 10th are read. The reports are
satisfactory and are ordered filed.
Councilman Petersen asks the City Attorney if the agree-
ment with Al Bettancourt for leasing of his property for a
City parking lot is prepared. The City Attorney states that it
is not ready at the present as he does not have the proper
descriDtion.
Cou~cilman Petersen also states that Andrew Battagin has
a lot that he will lease the City for ~1.00 per year for a
possible parking lot.
Councilman Petersen reports that the Landscape Architect
has been consulted concerning the Miller and Lux property.
The City Clerk reports that a notice to property owners owning
vacant lots has been subliched stating that this is a?:ood
time to disc the weeds to prevent future fire hazards. The
Clerk is instructed to see that all the City lots as well as
the I"Iiller and Lux property are properly taken care of and
disced.
Councilman Pate reports, that Mrs. Francis
like to place a bench for the older people on
city's streets. All Councilmen are agreeable
this offer.
The Mayor states that he is pleased to see Mr. Kludt and
Mr. Reinsch at the meeting this evening.
