This regular adjourned meeting of the Common Council is called
to order by His Honor Sig Sanchez.
The Council meeting is opened with a prayer by Reverend Jack
Wiley from the Methodist Church.
Present: Councilmen Carl W. Pate, Courtland M. Rush, Kenneth
L. Petersen, Everett C. Wentworth, Charles Gallo, Wilford E. Jordan.
The Mayor states that the petition protesting a zoning change
in Park Meadows Units 1 and 2 will be brought up later in the
meeting.
The-Clerk reads an application for an on-sale beer and wine
license for Bernade L. Soza. All Councilmen have no objections
to this application.
A letter is read from Byers Motor Company requesting a yellow
zone in front of Byers Garage for their tow truck. At this time
there is some discussion on the matter. Motion by Councilman Went-
worth second by Councilman Petersen and carried that the Police
Department conduct a survey to determine if there is a parking
problem in that area and to make a recommendation on whether or
not special consideration should be given their request. Mayor
Sanchez instructs Chief Administrative Officer Carr to notify
Marshal Sturla to conduct the survey.
A letter is read from the Planning Commission recommending
zoning the 4th Western Addition in "A" and "C-l" District, rezon-
ing of Park Meadows Units 1 and 2, "En to "B" District, and the
abandonment of an easement in Sherwood Park.
Resolution No. 484 is presented and read by the City Attorney.
Motion by Councilman Rush second by Councilman Pate that Resolu-
tion No. 484 be adopted.

The Clerk reads the letter of protest on the rezoning of
Park Meadows and states that there are twenty-eight signatures
protesting.
Resolution No. 485 is presented and read by the City Attorney.
Motion by Councilman Rush second by Councilman Jordan that

Director of Public Works Kludt explains the abandonment of
an easement in Sherwood Park.
The City Attorney presents and reads Ordinance No. 587.

ance No. 587 be adopted.

AN ORDINANCE DECLARING THE INTENTION OF THE COMMON COUNCIL OF
THE CITY OF GILROY TO VACATE A TEN FOOT ALLEY OR aIOgT OF WAY,
THE CENTER LINE OF WHICH IS THE LINE DIVIDING LOTS 53 AND 54,
OF TRACT NO. 1784 SHERWOOD PARK UNIT NUMBER ONE.

A letter from the Charter Committee is read asking an ap-
propriation for committee expenses and recommending the hiring
of a charter consultant. Bruce Jacobs, Chairman of the Com-
mittee explains the purpose of the $200.00 request. Motion by
Councilman Wentworth second by Councilman Petersen and carried that
the Charter Committee be appropriated $200.00 for necessary ~
expenditures to be accounted for in detail by their Treasurer.
The City Clerk was directed to mail them a check in the amount ..
of $200.00.
Bruce Jacobs explains the reason for the request for the
hiring of a charter consultant. This matter is referred to Chief
Administrative Officer Carr and the Charter Committee for obtain-
ing quotations and reporting back to'the Council on their findings.
Resolution No. 486 is presented and read by the City Attor-
ney. Motion by Councilman Pate second by Councilman Gallo that
Resolution No. 486 be adopted.

Water samples taken by the Santa Clara County Health Depart-
ment on October 30th are read. The reports are satisfactory.
The City Clerk requests a transfer of $5006.00 from the Gas
Tax Fund to the Special In Lieu Fund. Motion by Councilman Pate
second by Councilman Wentworth and carried that $5006.00 from the
Gas Tax Fund be transfered to the Special In Lieu Fund.
Councilman Pate reports that the Finance Committee recom-
mends that Chief Administrative Officer Carr advertise for bids
on the specifications for the Employee Retirement Plan.
Chief Administrative Officer Carr introduces Mr. William
Campbell, from Campbell Jameison Consultants, who will explain ~
questions on the proposed retirement plan. At the time there
is a discussion on the specifications of the proposed Employee ..
Retirement Plan, questions being answered by Chief Administra-
tive Officer Carr and Mr. William Campbell. Motion by Councilman
Pate second by Councilman Rush and carried that Chief Administrative
Officer Carr advertise for bids for the proposed Employee Retire-
ment Plan.
Councilman Rush reports that the Police Committee recommends
that a "City Limit" sign be posted on the east city limit line
on Ninth Street. Director of Public Works Kludt is instructed to
have the proper sign placed.
Councilman Rush instructs Chief Administrative Officer Carr
and Assistant Administrative Officer Reinsch to investigate the

possibility of having parking citations enclosed in an enve-
lope for the violators use in mailing in the amount of the
citation instead of appearing in person.
Councilman Wentworth reports that the people located in the
northern Monterey Street city limits wish to thank the City
for posting the two hour parking limit sign.
Councilman Pate recommends that two months salary be sent to
Mabel Otto, wife of the deceased Irvine Otto, Water Superinten-
dent. Motion by Councilman Jordan second by Councilman Wentworth
and carried that Chief Administrative Officer Carr be instructed
to send two months salary of $830.00 and a letter of recogni-
tion for Irvine Otto's years of service with the City of Gilroy.
The City Attorney is instructed to prepare a resolution for
Irvine Otto's faithful service with the City of Gilroy. Council-
man Pate recommends that a letter of recognition be written to
Gabriel Filice and Richard Piedmont notifying them that the
Council is aware of their vacation contributions to Irvine
Otto's sick leave. The City Clerk is instructed to compose
these letters.
Councilman Gallo recommends that the possibility of parking
vehicles diagonally on one side of Eigleberry Street and parallel
on the other side of Eigleberry Street be referred to the Street
Committee and the Director of Public Works for study. This
matter is referred as recommended.
bouncilman Gallo recommends that a street light be installed
in the municipal parking lot. Vernon Gwinn reports that at
the present time the bank has been keeping their lights on
twenty-four hours for lighting the parking lot. Motion by
Councilman Gallo second by Councilman Jordan that the City Clerk
is instructed to see that a street light be installed in the
municipal parking lot.
Councilman Jordan reports that the Off-Street Parking Commit-
tee recommends the development of an off-street parking lot
located behind the American Trust Company lot as far as Carr's
Feed Store, owned by W. B. Stuart and Mr. Ross. Councilman Jor-
dan submits a map of the proposed parking lot and explains that
this area would furnish parking facilities for thirty-six cars
and states that the ~ity Engineer estimates paving and service
for $2862.00, fence $792.00, concrete $900.00, total $4554.00
plus purchase of the area described.
The Mayor instructs Councilman Jordan to investigate the
cost of the property located at Fourth and Eigleberry Streets.
Councilman Jordan states that he believes this property is too
expensive. '
Councilman Jordan recommends that a letter be written to the
Division of Highways stating that the City of Gilroy encourages
the development of a freeway regardless of which route is de-
cided upon.
Bruce Jacobs comments that when he was promoting freeways
in the bay areas, it was found that the general opinion was that
they regretted debating on where a certain freeway should be
developed. He states that if you encouraged the promotion of a
freeway and let the Division of Highways put it where they
wanted to, you would have a much more favorable chance of
getting a freeway.
Motion by Councilman Jordan second by Councilman Pate and
carried that Chief Administrative Officer Carr write a letter
to the Division of Highways informing them that' the: City of Gil-
roy' is earnestly waiting for approval of a freeway in this area.
Mayor Sanchez reports that he will attempt to arrange a
meeting with Morgan Hill to discuss the matter of encouraging
a freeway regardless of which route the Division of Highway
chooses.
Councilman Petersen reports that he read an article in News-
letter which reported that many cities with a traffic problem
are rerouting the through traffic off of the main street.
Motion by Councilman Pate second by Councilman Jordan and
carried that this meeting be adjourned to Monday, December 1,
1958, at 8 0' clock p.m., in the Council~:'Chambers, Wheeler Aud-
