Violence October, 2002, which was accepted by Elizabeth Delgadillo and Lisa Ramos from

Charter Com. The Mayor noted an update by Dan McGough on the Charter Communications
upgrade.
Vol. Award The Mayor presented the Volunteer of the Month of September, 2002 award
to Judy Ornelas.
Emp. Award The Mayor presented the Employee Award for the Month of September, 2002
to Rosa Quinones, Police Corporal, Police Department.
The Mayor asked if there was anyone in the audience wishing to speak on any

Chris Cote, 1515 W elburn Avenue, distributed information regarding the
effects of radiation emitted from microwave towers. He noted that the Planning
Commission denied a request for a tower near his home. He requested the City
adopt an ordinance banning all microwave towers in the future, since he
understands that the Planning Commission denial will be appealed.

Bid-Audio Video The City Administrator presented a recommendation to award the bid for an
Projection Audio Video Projection System to CompView, Inc. in the amount of$54,387.50.

Bid-Monterey The City Administrator presented a recommendation to reject and re-bid the
Operational bid for Monterey Operational Improvement Project (and Fifth Street
Impr.Project undergrounding), Project No. CDD-01-531.
Motion was made by Councilman Velasco, seconded by Councilman Dillon
and carried to reject and re-bid the bid for Monterey Operational Improvement

The Mayor stated it was the time and place scheduled for a Public Hearing on
a request to consider a report by the Gilroy Police Department recommending
projects/programs for funding under the State Law Enforcement Grant monies for
the 2002-03 Fiscal Year, and the Federal Local Law Enforcement Block Grant
(LLEBG) monies for the 2002-04 Fiscal Years.
The staff report was noted and further explained by the City Administrator and
Police Chief Giusiana.
The Mayor opened the Public Hearing. There being no comment, the Mayor
closed the Public Hearing.
Motion was made by Councilman Pinheiro, seconded by Councilman Gartman
and carried to accept the funding for projects/programs as recommended.

The Mayor noted a request for adoption of Building Codes for the City of
Gilroy and to amend Section 6.1 of Chapter 6 ofthe Gilroy City Code.

Public Art Mural The Mayor noted a request to approve the revised concept for the proposed
public art mural to be placed on the City-owned wall at 7th and Monterey Streets;
to approve execution of an Agreement for Artist's Services with artist Nancy
Grieves; and for release of matching funds.
The staff report was noted and further explained by the City Administrator,
Recreation Supervisor I Mirelez, and Chairperson Pray of the Arts and Culture
Commission.

The City Administrator requested Councilmembers get information to him
regarding changes they want to the Comprehensive Fee Schedule. He described a
new program at the Fire Department called The Vial of Life.
The Mayor noted a request for endorsement of Measure I.
Motion was made by Councilman Pinheiro, seconded by Councilman Morales
and carried to endorse Measure I.
The Mayor requested a representative from the Council to attend the South
Valley Symphony on Saturday night. No Councilmember was able to make that
commitment at that time.
The Mayor noted a request by Councilman Morales on USA 98-03 (Sports
Park) for suggested considerations to developing an Agricultural Mitigation
Program.
The City Administrator noted that this has been given to the Planning Division
to consider incorporating in the Ag Mitigation Plan for the General Plan.
Lee Wieder noted the policies that are being considered and asked the Council
to perhaps add language that the City will develop a draft Implementing
Agricultural Mitigation Plan within the next six months to demonstrate to LAFCO
that the City is serious about implementing these policies.
Councilman Arellano noted the Wild Rose Restaurant visual display by
students, of the history of the long-standing citizens of Gilroy. He thanked the
Calpine Foundation for the support for this display. He noted that the Council just
got back from Long Beach and the League of California Cities Conference, and he
really enjoyed the sessions that he attended.
Councilman Pinheiro questioned what the Sports Park would cost to develop it
in the County vs. in the City, and was told that there would be no cost difference.
He commented on the petition that the Council received tonight regarding the
antenna. He stated that he would like some explanation as to what types of
transmissions are dangerous. The City Attorney stated that her office will look at
the petition to advise the City what they can and cannot do. He noted a
preservation farmland session at the League of California Cities Conference that he
attended.
The City Administrator requested the Councilmembers schedule the two
November meetings for study sessions at 6:00 p.m., one for the Fire Department to
update on the paramedic program, and one for the League of California Cities
Conference review.
Councilman Gartman noted that he went out to Christmas Hill Park while the
firefighters were there. He commented that they conveyed how grateful they were
for the support of the community and businesses. He noted at the League
conference he attended youth-oriented programs, and commented that the City of
Gilroy is on the cutting edge with our Youth Commission.
Councilman Velasco invited the Councilmembers and Gilroy Unified School
District Boardmembers to the Youth Center at 4:00 p.m. on Wednesday, October
9, 2002 to celebrate the purchase ofthe Youth Center.
