Subject: Memorandum of Understanding (MOU) between Gilroy Unified School District
( "GUSD ") and the City of Gilroy ( "City") to provide fiscal support for two School
Resource Officer's ( "SRO ") assigned to GUSD.
Purpose: GUSD and the City desire to place a second SRO in service to support the GUSD. The
City and GUSD have agreed that each entity will provide 50% of the funding necessary
to pay the full cost of the SRO positions. The purpose of this MOU is to confirm that
GUSD will cost share at the 50% level with the City in order for the City's Police
Department to provide a second SRO position for the 2016 -2017 school year and to set
forth the agreed upon terms.
Terms of MOU:
1. The GUSD will cost share the two SRO positions for one year, covering the 2016 -2017
school year. GUSD will provide 50% of the cost of the SRO positions as calculated by
the City, including salary, SRO related overtime and related benefits. The City will
provide funding for the remainder 50% cost of the SRO position. The cost will be based
upon the actual salary and benefits of the SRO assigned to GUSD. The full annual salary
of the SRO positions for FY16 /17 are; $189,870.35 and $186,400.47, excluding SRO
overtime. The current SRO salaries and benefits are fully detailed in "Attachment A ".
GUSD's portion is estimated to be $188,135.41 for both positions, not including SRO
related overtime.
2. The City will provide the balance of the SRO's salary.
3. This MOU is for the 2016 -2017 school year only. However, the MOU may be renewed
for the 2017 -2018 school year if GUSD and the City can provide their respective 50%
funding levels. The City and GUSD agree to determine by April 30, 2017 whether the
position will be renewed for an additional school year. Upon agreement, City will
provide updated Attachment A in 2017, reflecting actual costs for the upcoming fiscal
year.
4. The City and its Police Department will supply all necessary equipment for the SRO.
5. The SRO will be assigned to SRO duties with GUSD for the school year (9 months) and
in off months will be assigned to regular patrol duties as determined by the Police
Department. The SRO position will at all times during the term of this MOU remain
under the direct command of the Gilroy Police Department.
