The meeting will be held in person at Gilroy City Hall Council Chambers, located at 7351 Rosanna Street Gilroy, CA, on the following: Project Number: Z 21-05, TM 21-04, and AS 21-17 Project Title: Royal Way Townhomes Project Applicant: Terry Secor, Third Millennium Partners Property Owner: M. Cady, Third Millennium Partners Project Location: Royal Way; aka, 6630, 6640, 6650, 6660, 6675, 6687 Royal way and 651 Thomas Road Assessor Parcel No.: 799-44-093, 094, 095, 096, 097, 098, 101, 109 & 110 Project Description: Request for approval to develop a 3.37 acre site with 45 multi-family townhomes. The site is located within the multi-family R3 zone district and includes a rezoning to apply the Planned Unit Development (PUD) overlay zone district to the site, a tentative map and an architectural and site review permit. CEQA Determination: Pursuant to Section 15332 of the California Environmental Quality Act Guidelines the project is exempt from the provisions of CEQA and does not require preparation of environmental documents as the proposed residential development will occur on an urban infill site that is less than 5 acres in size, the site can be adequately served by all required utilities and public services, the project is consistent with the Gilroy 2040 General Plan multi-family residential land use designation, and the site has no unique or significant traffic, noise, air quality, water quality or biological resource habitat impacts. Planning Commission Recommendation: On October 6, 2022, the Planning Commission reviewed the project and recommended approval of Zoning Amendment Z 21-05 by a vote of 4-1-0, Tentative Map application TM 21-04 by a vote of 4-1-0 and Architectural and Site Review Permit application AS 21-17 by a vote of 5-0-0. A detailed description of the proposal is on file with the Community Development Department at City Hall. The staff report for the proposal may also be viewed on the City website (www.cityofgilroy.org) by 5:00 p.m. the Friday before the meeting. Interested parties are encouraged to attend this public hearing as this is the time and place when comments on the proposals shall be heard and given due consideration. Persons who are unable to attend this public hearing may submit written comments by email to the project planner noted below, or by delivering them to the Planning Division at City Hall, 7351 Rosanna St. Gilroy, CA. 95020 prior to, or at the public hearing to be incorporated into the record. If you challenge the decisions at this hearing, you may be limited to raising only those issues you or someone else raised at the hearing, described in this notice, or in written correspondence delivered to the City at or prior to the meeting.
