1. August 20, 2020 Special Meeting Minutes
Motion was made by Chair Fischer, seconded by Commissioner Lerner to consent the
minutes from the Special Planning Commission Meeting on August 20, 2020.

V. PUBLIC HEARINGS
A. Motion to adopt a Resolution (Roll Call Vote):
Recommending the City Council Certify that the Environmental Impact Report for a
comprehensive replacement of the city's General Plan is adequate and in compliance
with the California Environmental Quality Act (CEQA);
Recommending the City Council Adopt the new Gilroy 2040 General Plan, as
amended to include additional Mobility Element policies, to replace, in its entirety,
the city's current Gilroy 2020 General Plan; and
Recommending the City Council Adopt the CEQA findings of fact, the statement of
overriding considerations with respect to certain significant adverse environmental
impacts identified in the EIR, and the Mit igation Monitoring Program.

Chair Fischer opened public hearing.
Public comments were received from Zachary Hilton, Tim Beaubien, Carolyn Tognetti,
and Dashiell Leeds via email.
Chair Fischer closed public hearing.
Planning Commission Disclosure of Ex-Parte Communication:
None.
Motion was made by Commissioner Fleming, seconded by Commissioner Morales
Medina to recommend that the City Council certify that the Environmental Impact Report
for a comprehensive replacement of the city's General Plan I adequate and in
compliance with the California Environmental Quality Act (CEQA).

Motion was made by Commissioner Fleming, seconded by Vice Chair Estorga to
recommend that the City Council adopt the new Gilroy 2040 General Plan, as amended
