November 12, 2014 CALL TO ORDER The meeting was called to order at 5:33 p.m. by Chair Scariot. SECRETARY'S REPORT Arts & Culture Commissioners Present: Barbara Bottini, Bruce Morasca, Nicole Robinson (5:37 p.m.), Mattie Scariot and Peter Wang Arts & Culture Commissioners Excused: Lori Brooner Christopher High School Student Representative Silva and was also present. APPROVAL OF MINUTES Motion was made by Commissioner Bottini to approve the minutes of the September 9, 2014 regular meeting. Commissioner Bruce Morasca seconded the motion. The motion carried unanimously with a 5-0-1 vote (Lori Brooner was absent). APPROVAL OF AGENDA Motion made by Commissioner Wang to approve the agenda for November 12, 2014, with stated change of order. The motion was seconded by Commissioner Morasca. The motion carried unanimously with a 5-0-1 vote (Lori Brooner was absent). None. PUBLIC COMMENT None. OLD BUSINESS A. Review of Annual Arts & Culture Commission Presentation to Gilroy City Council — November 17, 2014 Cathy Mirelez reminded the Commissioners that the City Council meeting was Monday, November 17th at 6:00 p.m. She stated that the Large Non -Profit Business Award being given to the Gilroy Rotary Club and the Small Business Award being given to Articulate Solutions would be presented before the annual report. Mayor Gage and Chair Scariot will be doing the presentations. The report of the Commission's "activities" for the past year will include a PowerPoint report of 8 slides and Chair Scariot will give the corresponding narrative. NEW BUSINESS A. Interviewing of Public Art Committee Applicants No applicants; therefore no interviews. B. Presentation by Christopher High School Drama Club Due to the meeting being held in the Recreation Department Backroom, it was decided that this presentation will be done at the January 13, 2015 meeting when it is in Council Chambers with access to a projector and screen. C. Presentation of Drawings for Paseo Mural Chair Scariot addressed the Commission on behalf of the Paseo Committee and showed the proposed mural for the walls behind the historical panels in the Paseo. Motion was made by Commissioner Bottini to approve the conceptual drawings of the Paseo mural with the caveat that the Pasco Committee and City staff will work together to obtain the necessary approvals from the private building owners prior to the Mural project commencing. The motion was seconded by Commissioner Wang. The motion carried unanimously with a 5-0-1 vote (Commissioner Brooner was absent). D. Movie Night Collaboration with the Public Art Committee and Gilroy Arts Alliance Cathy Mirelez explained that the City would again purchase the movie if the Commission, the Public Art Committee and the Gilroy Arts Alliance decided to put this event on once again. After some discussion, it was decided that a sub -committee would work together and meet with the other groups. Motion was made by Commissioner Morasca selecting Commissioner Bottini (representing the ACC), Chair Scariot (representing the Gilroy Arts Alliance) and Commissioner Morasca (representing the Public Art Committee) to make up the Sub -Committee to look into Movie Night. The motion carried unanimously with a 5-0-1 vote (Commissioner Brooner was absent). E. Approval of 2015 Arts & Culture Commission Meeting Dates Motion made by Commissioner Bottini to approve the 2015 Arts & Culture Commission Meeting Dates presented. The motion was seconded by Commissioner Wang. The motion carried unanimously with a 5-0-1 vote (Commissioner Brooner was absent). 2 F. Annual Arts & Culture Commission Holiday Party Chair Scariot asked if the Commission wished to have their annual Holiday Party this year. Sondra Banks stated that she reserved the Willey House for Tuesday, December 9th if the decision was to have the party. Motion was made by Commissioner Morasca that the Arts & Culture Commission have their Annual Holiday Party on Tuesday, December 9th beginning at 5:30 p.m. Commissioners may bring a guest and the Public Art Committee will also be invited. The motion was seconded by Commissioner Bottini. The motion carried unanimously with a 5-0-1 vote (Commissioner Brooner was absent). Sondra Banks will poll the Commissioners and Public Art Committee members to see what dish they will be bringing. Commissioner Wang will be out of town the day of the part3'- PUBLIC ART COMMITTEE UPDATE No meeting in October. PASEO PROJECT UPDATE No meeting in October. GENERAL PLAN ACTION COMMITTEE UPDATE See attached report. The next meeting will be on Wednesday, November 12, 2014 in the Gilroy Library Community Room (2nd Floor). Commissioner Bottini stated that she will not be able to attend the January 14th GPAC meeting. It was determined that Commissioner Morasca or Chair Scariot will attend in her place. GILROY ARTS ALLIANCE UPDATE Commissioner Morasca reported the following: ➢ October was a busy month — the Dias de los Meurtos was very well attended. It is the most well attended event the Center puts on ➢ November 8 — 12/17 the Art of Marianne Eichenbaum will be on display at the Gilroy Center for the Arts and an Artist Reception will be held on Saturday, November 15 ➢ Limelight Theater's Love Lost and What I Wore is now being performed at the Center ➢ December 13th there will a Holiday High Tea, there will be 2 seatings STAFF REPORT Cathy Mirelez reported: A. Cultural Arts Programs/Events ➢ Children's Theater production The Wizard of Oz, opens this weekend at the GHS Theater, and runs through Sunday, November 23rd ➢ All poster submittals for the Young Artists Poster Contest will be collected on Friday, November 21st — the theme this year is Character Counts — be a Good Citizen! ➢ At the October meeting of the Parks & Recreation Commission, we proposed that our annual Kids Discover Arts event be permanently scheduled to take place in late August/early September, as we had such a positive response from artists, parents & participants regarding the outdoor location of this year's event (grassy Pasco just north of City Hall). This will also allow for future collaborations with the Gilroy Library and the Gilroy Farmer's Market. B. Museum Projects/Tours/Displays ➢ Volunteers are working on new displays and planning trainings for the upcoming year STUDENT REPRESENTATIVE COMMENTS See attached report from Christopher High School Representative Silva. STAFF COMMENTS None. ADJOURNMENT Chair Scariot adjourned the meeting at 6:30 p.m. The next regular meeting of the Arts & Culture Commission will be held on Tuesday, January 13, 2015 at 5:30 p.m. in City Council Chambers located at 7351 Rosanna Street, Gilroy, CA 95020.
