May 10, 2016 CALL TO ORDER The meeting was called to order at 5:34 p.m. by Chair L. Mattie Scariot. SECRETARY'S REPORT Arts & Culture Commissioners Present: Barbara Bottini, Janette Contreras, Bruce Morasca, Mattie Scariot, and Sally Armendariz (5:40) Arts & Culture Commissioners Excused: Arts & Culture Commissioners Absent: Christopher High School Representative Jacob Yoder -Schrock, was also present. APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry to approve the minutes of the April 12, 2016, regular meeting. The motion was seconded by Commissioner Bruce Morasca. The motion carried unanimously with a 6-0-0 vote. APPROVAL OF AGENDA Motion was made by Vice Chair Morasca to approve the agenda for May 10, 2016. The motion was seconded by Commissioner Barbara Bottini. The motion carried unanimously with a 6-0-0 vote. INTRODUCTIONS — Maria De Leon Roland Velasco, City Councilman Rachel Munoz, CSO AWARDS & RECOGNITIONS Commissioner Janette Contreras reported when she first moved to Gilroy she discovered that the Library was the best source for discovering the Arts and activities for children of all ages in Gilroy. Commissioner Janette Contreras felt that the Library should be acknowledged and rewarded for all the hard work that the Library does to promote the Arts in Gilroy. Lani Yoshimura thanked the Arts & Culture Commission for the recognition. The Library does appreciate being recognized for their hard work and she stated that the award will be on display in the Library. Councilman Velasco told the Commission that he wanted to attend this meeting so that he could tell the Library how much he appreciates all the work that is done to promote the Arts in Gilroy by the Library. PUBLIC COMMENT None. OLD BUSINESS Update on Movie Night — Commissioner Bruce Morasca Commissioner Morasca reported that the Gilroy Arts Alliance has agreed to pay for half of an additional movie to bring the total to 3 movie nights. Commissioner Morasca reported that the Commission will have to pay for the other half of the movie. Chair Mattie Scariot reported that if the Commission does three Disney movies, there would be a discount on the cost of the movies. The Commission decided on the Disney animated movie, The Jungle Book and the third movie could be more of an "adult" movie rated PG. Commissioner Sally Armendariz suggested the movie called, McFarland USA, with Kevin Costner as the third movie. It was decided that the first two dates will be Finding Nemo on August 5, 2016 and Pete's Dragon on Friday, August 12, 2016. Motion was made by Vice Chair Morasca that the Arts & Culture Commission will provide funding as needed for the movie nights. The motion was seconded by Commissioner Barbara Bottini. The motion carried unanimously with a 6-0-0 vote. Monthly Review of the Strategic Plan — Maria De Leon There was discussion regarding the review of the Strategic Plan, the Commission decided they would like to see this item on the agenda every moth. Maria De Leon asked the Commission to please review the strategic plan and be prepared to discuss the plan at the ACC Retreat. Presentation of Proposed Mural Pilot Project of Crown Castle Cabinets — Rachel Munoz Chair Mattie Scariot introduced Rachel Munoz, CSO, who presented the proposed Mural Project. Rachel Munoz reported that the utility boxes were being repeatedly hit by graffiti and that was the motivation to do something to lower the number of incidents. After much discussion, it was decided to put small murals on the Crown Castle Cabinets that are going to be installed throughout the community. Rachel is asking the Arts & Culture Commission to give their support to this new mural project. Chair Mattie Scariot stated that in the future, she would like to see would like to see a call for artists to give more local artists an opportunity to get their art out into the community. Bruce asked how many boxes have been given to each artist. Vice Chair Bruce Morasca told Rachel that there are mural guidelines in place and that in the future, the mural guidelines should be followed. This includes conducting a call for artist. Sally would like to see a call for artists anytime there is an opportunity to do art projects, such as murals. Rachel confirmed that she understood this direction and was in agreement with it. Motion was made by Commissioner Barbara Bottini to support new murals on the utility cabinets. The motion was seconded by Commissioner Bruce Morasca. The motion carried unanimously with a 6-0-0 vote. Review of Retreat Obiectives/Goals/Discussion on Retreat Agenda Topics — Maria De Leon (Cathy Mirelez/absent) Maria De Leon asked the Commission to please review the Agenda for the Retreat. Barbara Bottini will bring a salad for the retreat and Sally Armendariz will bring rice. Maria De Leon told the Commission that the new City Administrator, Gabe Gonzalez will be attending the retreat. Chair Mattie Scariot asked Maria De Leon to please bring copies of the past ACC Roundtable Agendas. Chair Mattie Scariot told the Commission that Donna Pray will be attending the retreat to speak about the history of the Gilroy Arts Alliance. PUBLIC ART COMMITTEE UPDATE — Commissioner Bruce Morasca Vice Chair Bruce Morasca reported that the PAC discussed the movie nights. There was discussion regarding the Public Art Committee's Retreat. Commissioner Morasca reported proposed items for the Committee's Retreat Agenda to include the review of the public art policy, review existing City public art, potential public art for the next 5 years and review of the proposed general plan concerning public art. Vice Chair Bruce Morasea told the Commission that he is very proud of the Public Art Committee and that they are working hard and accomplishing a lot. Vice Chair Bruce Morasca reported that the Public Art Committee had a staff person from Planning come and talk to the Committee on proposed art for the new roundabouts that are going in around the city. There will be more discussion on this at the PAC Retreat. PASEO PROJECT UPDATE — Chair Mattie Scariot Chair Mattie Scariot reported designs were proofread last Wednesday, finalized and mailed off so that panels can be made. Chair Scariot told the Commission that there will be another push for sale of the bricks and there will be a flyer for that coming out soon. GILROY ARTS ALLIANCE - Commissioner Bruce Morasca Commissioner Morasca reported that there was discussion of the Movie Nights. Commissioner Bruce Morasca gave information to the Commission on these upcoming events: Steve Wise - Impressionist artist who's work will be on a display at the Arts Center from May 14 thru June 29, 2016; the Art and Wine Stroll on May 21, 2016; July 5 thru the 15, 2016 — free video classes for youth; and July 11 thru the 22, 2016 Free arts classes. GAA is also working on providing free music classes. STAFF REPORT ACC Retreat Agenda Overview — Maria De Leon Maria De Leon asked that the Commissioners please bring their copies of the Strategic Plan. The Commission will be reviewing the Commission's Mission Statement. Staff will provide copies of sections of the City Charter that apply to the Arts & Culture Commission. Staff will provide copies of the Brown Act. Chair Mattie Scariot would like to see an item regarding budget for fundraising and setting goals for the budget. Maria De Leon stated that the Commission can review the Strategic Plan and Goals. Other items will include the Arts Roundtable, the PAC, and the partnership with GAA. Another item on the agenda for the retreat will be a review of the historical reference guide, updating it and the same for the Arts database. Maria De Leon stated that the retreat is scheduled from 5:30 p.m. to 8:30 p.m. and she would like to ensure everyone stays on track. Motion was made by Commissioner Barbara Bottini to accept the Retreat Agenda as outlined by Maria De Leon. The motion was seconded by Commissioner Bruce Morasca. The motion carried unanimously with a 6-0-0 vote. Museum Projects/Tours/Displays - Susan Voss Auditions for Beauty and the Beast will be held on Saturday, May 21, 2016, Hilary Little will be directing, The Museum has put together a quilt that will be raffled off as a fundraiser later on this year. CHRISTOPHER HIGH SCHOOL STUDENT REPRESENTATIVE REPORT - Jacob Yoder -Schrock The Music Man Production was a great success and it did sell out several performances. The Big Comedy Smack Down, teachers vs. students is coming up next weekend. Saturday, May 21, 2016 choir will be having their pop concert at 7:00 pm and they will be doing 70's music. Janette really enjoyed the production of Music Man and reported that it was spectacular. Janette suggested they do a short skit for publicity perhaps even just for the City Council and maybe other times to raise money. 0 COMMISSION COMMENTS (Arts -Related) Mattie and her husband are having the premiere of their movie called "The Biggest Game in Town" on June 4, 2016 in Monterey at the Golden Gate theatre at 7:00 p.m. Sally has a group who wants to put on a play at the Gilroy Center for the Arts. Mattie told Sally to make contact with Kevin.
