June 22, 2016 CALL TO ORDER The meeting was called to order at 5:05 p.m. by Vice Chair Bruce Morasca. SECRETARY'S REPORT Arts & Culture Commissioners Present: Barbara Bottini, Janette Contreras, Bruce Morasca, and Sally Armendariz. Arts & Culture Commissioners Excused: Arts & Culture Commissioners Absent: L. Mattie Scariot Also Present: Susan Voss, Maria De Leon, APPROVAL OF MINUTES Motion was made by Commissioner Janette Contreras to approve the minutes of the May 10, 2016, regular meeting. The motion was seconded by Commissioner Barbara Bottini. The motion carried unanimously with a 4-0-0 vote. APPROVAL OF AGENDA Motion was made by Vice Chair Bruce Morasca to approve the agenda for June 22, 2016, Special Meeting with moving Item A under Old Business to the end of the meeting. The motion was seconded by Commissioner Barbara Bottini. The motion carried unanimously with a 4-0-0 vote. Commissioner Bruce Morasca introduced Paul Kloecker of the Planning Commission that was attending the meeting. AWARDS & RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS Update on Movie Night — Vice Chair Bruce Morasca Vice Chair Brice Morasca shared a flyer for the Movie Nights. Vice Chair Bruce Morasca asked Maria De Leon if she would be able to put the "all arts" logo on the flyer. Maria De Leon stated that she would be happy to get the logo onto the flyer. Vice Chair Bruce Morasca reported that there are three 3 movie nights. Arts Alliance will take Finding Nemo. Maria De Leon suggested that the ACC host the movie, McFarland USA, on August 5, 2016 and possibly the Public Arts Commission could host the Disney movie Cars on August 19a. Vice Chair Bruce Morasea suggested a sign-up sheet so that each group could sign up for the movie night that they want to work. Vice Chair Bruce Morasca suggested that each group who works for a particular Movie Nights should be able to keep the money from the concessions for that night. Commissioner Barbara Bottini suggested buying snacks at Costco and selling them at the movie nights for a small profit. Commissioner Janette Contreras volunteered to ask about borrowing the popcorn machine from Christopher High School Student Government. Commissioner Sally Armendariz stated that she knows someone who has a popcorn machine and she will ask about borrowing it. Monthly Review of the Strategic Plan — Susan Voss Susan shared copies of a list of short term goals that were talked about at the Arts and Culture Retreat to include: The Art Passport event. Greater use of news and social media. Criteria for Art Business Award that was developed by the Commission. Civic Art Tour— there is information and brochures at the museum. Project sites for public art and timeline that was established in conjunction with the PAC. Advocate for return of Arts Alive program in the schools. Requires volunteers and more discussion. Support and attend local art events, works shops of all genres and making the Arts & Culture Commission presence and support known. Community Calendar — the Commission would use the calendar to decide which members of the Commission would attend local art events. Arts projects at Gilroy High School. Art showcase gala. A tool to raise funds. A businesses plan to involve local businesses. After some discussion, it was decided to work on the following items. Vice Chair Bruce Morasca reported that the Gilroy Arts and Alliance is working with professionals to review and revise their business plan. Vice Chair Bruce Morasca would like to keep the item of a Community Survey on the agenda. Commissioner Janette Contreras suggested doing a quick survey at each of the Movie Nights using some type of evaluation form. Commissioner Barbara Bottini asked if there were any copies of past surveys. Susan says she will look. Staff will bring a copy of the Recreation Department Reservation Survey. Maria De Leon suggested having this item on the agenda for July for further discussion. Vice Chair Bruce Morasca asked if any of the Commissioners would like to work on the Arts Alive Program for the schools. Commissioner Janette Contreras said that she will be glad to look into this program and see if it is something that can be presented to the schools. Commissioner Janette Contreras will report back to the Commission at the next meeting. Vice Chair Bruce Morasca suggested contacting Deb Sanchez regarding an Arts Gala. Vice Chair Bruce Morasca would like to see this added to the Agenda for next month. Commissioner Bottini would like to see some discussion on the Arts Gala at the next meeting. Commissioner Barbara Bottini stated that not all of the items should be on every future agenda. Commissioner Bruce Morasca would like to see the Commission make better use of social media. Vice Chair Bruce Morasca likes the idea of an Arts passport event at some time in the future. Commissioner Janette Contreras suggested that when a commissioner attends any local art event, they should send a card to the event coordinator to acknowledge the event and to thank them for having the event. Commissioner Janette Contreras stated that this is good communication and helps build community. Commissioner Janette Contreras suggested doing this at each meeting during the "Commission Comments" portion of each meeting. Commissioner Janette Contreras thanked Susan Voss for putting the list together. Recruiting High School Student Representatives - Susan Voss Commissioner Janette Contreras will look into this at the high schools. Commissioner Sally Armendariz will contact Mt. Madonna School and Advanced Path at Gilroy high school. NEW BUSINESS Thank You Notes to Karen LaCorte and Donna Pray Mattie volunteered to compose the thank you notes. Commissioner Janette Contreras stated that if she did in fact volunteer to write the "Thank you" notes then she will draft a couple of thank you notes for the next meeting. Draft of Letter Regarding Mural Guidelines Commissioner Janette Contreras had volunteered to compose a letter to Rachel Munoz regarding the following of mural guidelines at the Arts and Culture Retreat. Commissioner Sally Armendariz volunteered to write the letter. Vice Chair Bruce Morasca asked that the Commission wait for Chair L. Mattie Scariot before doing this. Arts Database — Update GAA has this and they maintain it. Susan Voss stated that it is the responsibility of the GAA to update and to maintain the Arts Database. Budget and Fundraising to include Fireworks Booth Discussion Susan Voss reported that all volunteer spots have been filled. Susan Voss gave Commissioner Janette Contreras the Sunday, July 3'd 1:30 to 5:00 p.m. shift. Arts and Culture Commission Roundtable 2017 Maria stated that it is up to the Commission to decide on the topic for the roundtable. Commissioner Janette Contreras stated that perhaps feedback from the surveys at the movie nights will give some ideas for topics for the annual roundtable. This will be included on the Agenda for the September Meeting. Historical Reference Guide Susan Voss reported that she and Cathy Mirelez have this item on they're to do list. PUBLIC ART COMMITTEE UPDATE — Vice Chair Bruce Morasca Last meeting of the PAC was the retreat. The PAC discussed fundraising, designs for the roundabouts, an annual gala, a discussion regarding a statue of the Garlic Festival founders. PASEO PROJECT UPDATE — Chair Mattie Scariot Chair L. Mattie Scariot was absent. GILROY ARTS ALLIANCE — Vice Chair Bruce Morasca Chair Mattie Scariot and Vice Chair Bruce Morasca are no longer on the board for the Gilroy Arts Alliance, but they are still on the Advisory Board. GAA is offering free summer classes for youth in the community. Chair Mattie Scariot is teaching the free film class. STAFF REPORT Cultural Arts Programs/Events Programs are up and running for the summer, such as, key boarding, dance, art and the play "Beauty and the Beast". Museum Projects/Tours/Displays - Susan Voss Antique post cards are on display inside City Hall. CHRISTOPHER HIGH SCHOOL STUDENT REPRESENTATIVE REPORT Jacob Yoder -Schrock - absent COMMISSION COMMENTS (Arts -Related) Commissioner Barb Bottini reminded the Commission that the production of "Lend me a Tenor" is opening this Friday and Commissioner Barbara Bottini is a member of the cast. Vic Chair Bruce Morasca asked the other Commissioners to encourage people to apply to be on the Arts and Culture Commission as there are still two vacancies on the Commission. Commissioner Janette Contreras is looking forward to seeing the feedback from the Community using the survey. ADJOURNMENT Vice Chair Bruce Morasca adjourned the meeting at 6:05 p.m. FUTURE MEETINGS The next regular meeting of the Arts & Culture Commission will be held on Tuesday, July 12, 2016 at 5:30 p.m. in the City Council Chambers located in City Hall at 7351 Rosanna Street, Gilroy, CA 95020. e,-IA� ".
