MINUTES OF THE SPECIAL MEETING OF THE
ARTS AND CULTURE COMMISSION
5:30 P.M.
September 13, 2016
CALL TO ORDER
The meeting was called to order at: 5:40 p.m. by Chair L. Mattie Scariot.
Arts & Culture Commissioners Present: Chair L. Mattie Scariot (5:40 p.m.), Commissioner
Barbara Bottini, Vice Chair Bruce Morasca, and Commissioner Sally Armendariz.
Arts & Culture Commissioners Excused: none
Arts & Culture Commissioners Absent: none
Also Present: Cathy Mirelez
APPROVAL OF MINUTES
Motion was made by Vice Chair Bruce Morasca to approve the minutes of the July 12,
2016, regular meeting as written. The motion was seconded by Commissioner Barbara
Bottini.
The motion carried unanimously with a 4-0-0 vote.
APPROVAL OF AGENDA
Motion was made by Commissioner Barbara Bottini to approve the agenda for Tuesday,
September 13, 2016. The motion was seconded by Vice Chair Bruce Morasca.
The motion carried unanimously with a 4-0-0 vote.

AWARDS & RECOGNITIONS
None
PUBLIC COMMENT
Commissioner Barbara Bottini stated that she was very sad that Commissioner Janette Contreras
had to resign.
OLD BUSINESS
Arts and Culture Commission Roundtable 2017
Chair Mattie Scariot stated that the commission needs to follow-up after the retreat to decide
how the commission wants to communicate with the community.
Commissioner Bruce Morasca shared an "art" map that he brought back with him from vacation
in Wisconsin. Commissioner Bruce Morasca feels that creating a similar map would be a good
project for the Commission.
Commissioner Bruce Morasca suggested perhaps adding art locations to the Bicycle Pedestrian
Commission Map. Commissioner Bruce Morasca will try to find out when the BPC is planning
on updating the Bicycle map. Commissioner Bruce Morasca would like to propose this as a
project for the Roundtable. The Commission would like the map project to be on the agenda for
October meeting.
Chair Mattie Scariot talked about helping out at the high school in the theatre arts program. She
feels that the Arts and Culture Commission in addition to providing new arts opportunities
should also be helping the arts that already exist in the community.
Chair Mattie Scariot would like this item kept on the agenda for next month.
Update on Movie Night — Vice Chair Bruce Morasca
Movie night series was a huge success. Vice Chair Bruce Morasca reported possibly over 500
people attended over the 3 nights.
Commissioner Barbara Bottini felt the movie on the 2"d night was projected better and felt that
the people in attendance were great about picking up after themselves. Commissioner Barbara
Bottini would like the dates to be spread out more over the summer rather than 3 consecutive
nights in one month.
Chair Mattie Scariot suggested cross promoting the movie nights with the moveable feast in the
downtown. Cathy Mirelez suggested adding the movie nights to the agenda beginning in
January rather than waiting until the summer.
Vice Chair Brice Morasca shared the survey question answer totals with the other
commissioners. Vice Chair Bruce Morasca suggested taking some of the suggestions that are
listed on the survey and discussing them at the Roundtable.
Commissioner Sally Armendariz reminded the commission about the Tamale Festival on
October 2, 2016 and the Dia de Los Muertos Celebration early in November.
Cathy Mirelez reminded the commission that should additional movies be shown, funding for the
movies would be necessary.
Chair Mattie Scariot wants to keep "Movie Nights" on the agenda every month.
Monthly Review of the Strategic Plan — Chair Mattie Scariot - Update
Chair Mattie Scariot stated that most of the items on this list have a timeline on theirs and many
of the items have been completed.
Cathy Mirelez reported that she and Susan Voss can work on updating the Historical Reference
Guide.
Chair Mattie Scariot asked that there be more discussion on an Art Passport Event to determine
exactly what type of event should be planned.
After much discussion it was decided that the banners that have already been purchased for the
downtown are sufficient and there is no need to purchase any new banners at this time.
Recruiting High School Student Representatives
Vice Chair Bruce Morasca asked about involving the students that recently applied for the Youth
Commission but perhaps were not chosen to serve.
Chair Mattie Scariot will draft something for the commission to share with the schools to help
recruit students.
Paul Kloecker reported that at the last City Council Meeting there were at least 21 students that
applied to be on the Youth Commission.
Cathy Mirelez will make contact with the City Clerk to get a list of students that are available
and who might want to serve on or become involved with the Arts & Culture Commission.
Parks & Recreation Commission, Arts & Culture Commission, & Public Art Committee
Assessments
Cathy Mirelez told the Commission that appointments for interviews will be made with each
commissioner to discuss the relevance of the Arts & Culture Commission as part of the
assessment process. The appointments should only take about 15 minutes each.
NEW BUSINESS
ACC/PAC Presentation to City Council — Monday, November 7, 2016
The ACC/PAC presentation to City Council will consist of 5 slides for both groups representing
each group's accomplishments. Cathy Mirelez told the Commission that the draft of the
presentation needs to be prepared and presented to the City Manager by mid -October. Chair
Mattie Scariot questioned the need to combine the presentation, and stated that she is not happy
about combining the presentation and feels that the Arts and Culture Commission deserves to do
a presentation that will focus only on the Arts and Culture Commission and its accomplishments.
PUBLIC ART COMMITTEE UPDATE — Vice Chair Bruce Morasca.
Vice Chair Bruce Morasca stated that there is nothing new to report.
PASEO PROJECT — Chair L. Mattie Scariot
Panels have been built but have not been put up yet. Chair Mattie Scariot is really pleased at the
progress being made with getting the panels built. There will be an "Opening Ceremony and
Celebration" at some time in the future.
GIROY ARTS ALLIANCE UPDATE — Commissioner Bruce Morasca
Vice Chair Bruce Morasca and Chair Mattie Scariot have termed off the board but they can re-
apply in 6 months.
Chair Mattie Scariot was asked to be on the board of CMAP and she has decided to accept the
invitation.
Vice Chair Bruce Morasca reported that there will be a Japanese festival this week end.
STAFF REPORT
Cultural Arts Proeram/Events and Museum Proiect/Tours/Displays — Cathy Mirelez
Kids Discover Arts held on August 27 ', was a great success. 325 children attended.
Elf Auditions are scheduled for this Sunday.
The Christopher booth at the Garlic Festival donated $2300.00 this year to children's theater.
Cathy Mirelez shared a museum leaflet announcing Santa Clara Valley's Archives Ball with the
commissioners. Cathy Mirelez told the Commissioners that this is a great opportunity for the
public to have access to musela n archives that are not normally open to the public.
Cathy Mirelez reported that volunteers are working on the next City Hall display which will be
on the history of the City of Gil oy's Fire Department and a display on the origins of telephone
service here in Gilroy.
CHRISTOPHER HIGH SCHOOL STUDENT REPRESENTATIVE REPORT
None.
COMMISSION COMMENTS (Arts -Related)
Chair Mattie Scariot reminded the Commission of Janette Contreras's idea to award Monthly Art
award certificates, and she suggested Karen La Corte, Donna Pray and Joan Buchanan as future
award recipients.
Chair Mattie Scariot stated that she would like to see this on the agenda every month.
Commissioner Barbara Bottini shared the Porch Fest flyer for the event taking place on Saturday,
September 17, 2016. Commissioner Barbara Bottini also told the commission that the Porch
Fest will take place next year on the 3`d Saturday of September, the 16`h.
Chair Mattie Scariot adjourned the meeting at 6:57 p.m.
FUTURE MEETINGS
The next regular meeting of the Arts & Culture Commission will be held on Tuesday, October
11, 2016 at 5:30 p.m. in the City Council Chambers located in City Hall at 7351 Rosanna Street,
Gilroy, CA 95020.
