MINUTES OF THE SPECIAL MEETING OF THE
ARTS AND CULTURE COMMISSION
5:30 P.M.
October 11, 2016
CALL TO ORDER
The meeting was called to order at: 5:37 p.m. by Vice Chair Bruce Morasca

Arts & Culture Commissioners Present: Vice Chair Bruce Morasca, Commissioner Barbara
Bottini, Commissioner Sally Armendariz, Commissioner Tamura Miguel and Commissioner
Grace Hernandez.
Arts & Culture Commissioners Absent: Chair Mattie Scariot — excused.
Also Present: Cathy Mirelez, Gabe A. Gonzalez, City Administrator, Melissa Durkin, City
Planner, Developer Jess Salmon and Artist Ben Troutman
APPROVAL OF MINUTES
Motion was made by Commissioner Barbara Bottini to approve the minutes of the
September 13, 2016, regular meeting as written. The motion was seconded by
Commissioner Sally Armendariz.
The motion carried unanimously with a 5-0-1 (Chair Mattie Scariot excused)
APPROVAL OF AGENDA
Motion was made by Commissioner Barbara Bottini to approve the agenda for Tuesday,
October 11, 2016, as written with the change of moving agenda items C, A and B to the
beginning of the Agenda. The motion was seconded by Commissioner Sally Armendariz.
The motion carried unanimously with a 5-0-1 (Chair Mattie Scariot excused)

OLD BUSINESS
Arts and Culture Commission Roundtable 2017
Vice Chair Bruce Morasca suggested that since Chair L. Mattie Scariot was absent that this item
be tabled until the November meeting.
Movie Nights update regarding Public Art Committee involvement
Vice Chair Bruce Morasca. reported that the Public Art Committee would like to focus more on
fundraising and public art and do not want to be involved with the "Movie Nights". The Public
Art Committee would like to see the "Movie Night" series taken over by the Parks and
Recreation Commission.
Recruiting High School Student Representatives
Cathy Mirelez explained the high school student representatives' duties for the benefit of the new
Commissioners.
The Arts and Culture Commission has reached out to the high schools and would like
representatives from each school, which would include Advanced Path, Mount Madonna, GECA
(Gavilan Early College Academy), Gilroy High School and Christopher High School. Per a
suggestion made by Vice Chair Bruce Morasca, Cathy Mirelez explained that the Commission
could use the applications from high school students who applied to be on the Youth
Commission and were not appointed.
Commissioners Sally Arnendariz and Tamura Miguel would like the Commission to reach out
to the Art Teachers before contacting any students.
Vice Chair Bruce Morasca would like the Commission to contact the applicants who were not
appointed to the Youth Commission.
After some discussion, it was decided that Cathy will reach out to each applicant and see which
ones are interested and she will report back to the Commissioners, before any contact with
individuals is made.
NEW BUSINESS
Proposed Public Art within the Hecker Pass Specific Plan/Meritage Homes
Melissa Durkin, City Planner and the developer, Jess Salmon as well as Ben Troutman, the
artist, presented this item to the Arts and Culture Commission.
Jess Salmon shared a map of the Meritage Homes Project with the Commissioners. This
Project is located on the site of the former Conrotto Winery. The two pieces of art were
presented to the Public Art Committee and they accepted the concept of the project with a couple
of suggested changes. The applicant and the artist have agreed to incorporate those changes into
the art design. The developer is asking that the Arts and Culture Commission recommend to
City Council approval of this project with the changes requested by the Public Art Committee.

Vice Chair Bruce Morasca stated that he is very happy with the final design.
Commissioner Sally Armendariz asked who was paying for the art in the development. The
developer stated that Meritage Homes is paying for the Art work.
One of the Commissioners asked who will be responsible for the long term upkeep and
maintenance of the Art piece. The developer stated that the development HOA will take on this
responsibility.
Commissioner Barbara Bottini asked if there will be a plaque stating the history of the
development location being the Conrotto Winery. The developer stated that there will be a
plaque.
Commissioner Barbara Bottini made a motion to accept the proposed art work as
presented by the Meritage Homes developer. The motion was seconded by Commissioner
Tamura Miguel.

ACC/PAC Presentation to City Council — Monday, November 21, 2016
Gabe Gonzalez reported that according to the City Charter the Public Art Committee serves as an
advisory board to the Arts and Culture Commission and therefore the Committee should be
included in the presentation made to City Council by the Arts and Culture Commission.
Discussion followed.
Interview of Public Art Committee Applicant
As the Commission was waiting for the applicant to arrive, Vice Chair Bruce Morasca
introduced the newly appointed Commissioners Grace Hernandez and Tamura Miguel. Cathy
Mirelez explained to Commissioners Grace Hernandez and Tamura Miguel that they will be
invited to an orientation meeting within the next week or so. Cathy Mirelez also suggested that
should the applicant not arrive, the Commission could review the applicant's application and
perhaps move forward and approve the applicant without the interview. At this point Public Art
Committee applicant Armando Franco arrived and apologized for being late, and stated that he
had been held up in traffic. Vice Chair Bruce Morasca asked Armando Franco, to tell the
Commission a little about himself. Armando Franco was born and raised in Gilroy, after
graduating from Gilroy High School in 2005, he received his BA in Visual Public Art from CSU
Monterey Bay, and now he is interested in becoming more involved in the Gilroy community.
Commissioner Barbara Bottini asked Armando what he feels his qualifications are to serve
on this Committee?
Armando Franco replied that he feels his passion and knowledge of Art qualify him to be on the
Public Art Committee.
Commissioner Sally Armendariz asked Armando Franco what previous experience does he
have sitting on other City Committees or Commissions and what previous volunteer
experience does he have?
Armando Franco reported to the Commission that he doesn't have any previous experience
sitting on other City Commissions or Committees, but is hoping that by sitting on this
Committee it will help him gain that experience. While at college he did sit on a board for his
fraternity.
Commissioner Tamura Miguel asked why is Armando interested in sitting on this
Committee?
Armando Franco stated that he wants to dedicate himself to preserving the history and culture of
Gilroy, malting sure that all community members are represented. He feels it is important to
record the time and atmosphere of our community through murals.
Commissioner Grace Hernandez asked how would you enhance the visual environment
within the City of Gilroy?
Armando Franco stated that since his specialty is murals he feels he can bring out the vibrancy of
the community through beautiful murals such as the mural he worked on at San Ysidro Park.
Vice Chair Bruce Morasca asked Armando Franco what might be your goals being a
member of the Public Art Committee?
Armando Franco stated that his goals are to work with the Committee on preserving the history
and culture of Gilroy, to gain experience and to grow as an individual.
Vice Chair Bruce Morasca, congratulated Armando Franco on being appointed to the Public Art
Committee and invited Armando to stay for the remainder of the meeting.
Commissioner Barbara Bottini made a motion to recommend to City Council that this
applicant, Armando Franco, be accepted for a position on the City of Gilroy's Public Art
Committee. The motion was seconded by Commissioner Tamura Miguel.
The motion carried unanimously with a 5-0-1 (Chair Mattie Scariot excused)
Arts Map
Vice Chair Bruce Morasca reported to the Commission that the deadline to submit additions to
the Bike Map has passed and it is too late to add anything to the map at this time.
Monthly Arts Award & Annual Art & Business Partnership Award — Possible Recipients
identified
After reviewing the criteria for the Award (the Commission has the option of awarding one
award or two which would go to a small business and a large business), Cathy Mirelez suggested
Christopher Ranch as a possible recipient. Christopher Ranch approached the Recreation
Department last May and offered to let Theater parent volunteers work in the Christopher Ranch
Mercantile Booth at the Garlic Festival with the monies earned going to the City's Children's
Theater program. The Recreation Department received a check from Christopher Ranch for
$2,300.00. Cathy Mirelez reported that the monies are being used to purchase equipment
specifically for City of Gilroy participants and additional equipment which will be housed at the
Gilroy High Theater, which can be used not only by the Recreation Department but also the
Gilroy High School theater students.
Commissioner Barbara Bottini would like to see one award go to the large business —
Christopher Ranch.
Commissioner Sally Armendariz commented that the Christopher Ranch has been a supporter
and has also donated to the Tamale Festival.
Commissioner Barbara Bottini made a motion to award the Annual Art & Business
Partnership Award to Christopher Ranch for the contribution to the Parks and Recreation
Children's Theater Program.
The motion was seconded by Commissioner Sally Armendariz.

Public Art Committee — Update — Bruce Morasca
Vice Chair Brice Morasca reported that the PAC would like to see a "donation button" on the
City's website to accept donations. Susan Voss is working on this item.
Vice Chair Brice Morasca also reported that the PAC is looking for a spot for either a plaque or
a statue of the Gilroy Garlic Festival Founding Fathers at Christmas Hill Park.
There will also be public art put into the new Hecker Pass Park.

Gilroy Arts Alliance — Update — Vice Chair Bruce Morasca
Vice Chair Brice Morasca reported that he did not attend the meeting but he took some items
from their website.
They will be holding the 5tt' Annual Dia de Los Muertos Celebration from October 15th to
November 6`1'
Staff Report
For the benefit of the new commissioners present, Cathy Mirelez explained her position with the
City and her role in regard to the Arts and Culture Commission and the Public Art Committee,
she also stated that the Gilroy Arts Alliance is a "stand alone" arts group and there is a report
given every month at this meeting regarding Arts Alliance news and updates.
Cathy Mirelez stated that flyers for the Young Artists Poster Contest were distributed to all the
public and private schools. The Judges Favorite winners in each of 5 age categories are
presented to City Council at a Council Meeting.
Cultural Arts Program/Events and Museum Project/Tours/Displays — Cathy Mirelez
Cathy Mirelez reported that the Museum is staffed by City volunteers, who operate under the
guidance of the Gilroy Historical Society. The Museum reports to this Commission and updates
are given each month regarding Museum activities and events. The Museum is looking to have a
scavenger hunt event in an effort to attract young people and more volunteers.
Christopher Hhzh School Student Representative — Jacob Yoder -Schrock
The drama class is working on a Halloween production, a guided tour of an asylum that will
open on October 27`h
The drama class will be going on a trip to Moscow in Russia that will include a stop in London.
The choir will have a Halloween themed concert on Octoberl8`" and October 19`h
Commission Comments (Arts - Related
Commissioner Barbara Bottini asked about working on the presentation to City Council.
Commissioner Sally Armendariz reported that the Tamale Festival was a great success.
Vice Chair Bruce Morasca commented that he is very pleased that the Public Art Committee is
now full.
Commissioner Sally Annendariz asked about the next meeting being scheduled for Election Day,
Tuesday, November 8, 2016 and stated that she would be working the polls. Cathy Mirelez said
that she would look into that, and see if it would be a conflict for most of the commissioners.

FUTURE MEETINGS
The next regular meeting of the Arts & Culture Commission will be held on Tuesday, January
10, 2017 at 5:30 p.m. in the City Council Chambers located in City Hall at 7351 Rosanna Street,
Gilroy, CA 95020.
