Tuesday, October 10, 2017 5:30 p.m. iM City Council Chambers 7351 Rosanna Street Gilroy, CA 95020 gGILROY ARTS CALL TO ORDER The regular meeting of the Arts and Culture Commission was called to order by Chair Mattie Scariot at 5:35 p.m. FLAG SALUTE SECRETARY'S REPORT Packet was posted on the City's website on Thursday, October 5, 2017 at 12:46 p.m. and the Agenda was posted in the Notice cabinet on Thursday, October 5, 2017 at 12:55 p.m. ROLL CALL Commissioners Present: Commissioner Sally Armendariz, Vice Chair Barbara Bottini, Commissioner Tamura Miguel, Chair Mattie Scariot and Commissioner Suzanne Wood Commissioners Absent: Commissioner Bruce Morasca (excused) and Commissioner Grace Hernandez (excused) Also Present: Recreation Manager Adam Henig, City Administrator Gabe Gonzalez, Management Analyst Bryce Atkins, Recreation Supervisor Cathy Mirelez and Christopher High School Student Representative Paetra Rottman. APPROVAL OF MINUTES Motion was made by Commissioner Bottini, seconded by Commissioner Armendariz and carried with a vote to approve the minutes of September 12, 2017 with a vote of 5-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Bottini, seconded by Commissioner Armendariz and carried with a vote to approve the Agenda with a vote of 5-0-0. INTRODUCTIONS Henig introduced our new student representative, Paetra Rottman a junior from Christopher High School. AWARDSIRECOGNITIONS None Commission Assessment Management Analyst Atkins presented the commission assessment report. Commissioners had questions about the reporting process and expressed concerns about the staff recommendations, which were fielded by Atkins and Gonzalez. Discussion followed. Gonzalez thanked the commissioners for their input and stated that their input would be incorporated into the final report, which will eventually be submitted to Council. Gonzalez stated that commissioners will be notified when the report will go before Council. OLD BUSINESS Monthly Arts Award Nomination Process Update Henig showed the commission the revised Monthly Arts Award Nomination form, which is done through Survey Monkey. All nominations will be automatically sent to Henig, who will then include the form at the following meeting. The commissioners were very pleased with the changes and commended Henig for all his hard work. Chair Scariot nominated Cultural Arts Supervisor Cathy Mirelez for the November monthly art award. Mirelez supported the Commission's efforts for the past nineteen years. Motion was made by Chair Scariot, seconded by Commissioner Bottini and carried with a vote to approve the nomination of Cathy Mirelez as the next recipient of the Monthly Arts Award with a vote of 5-0-0. Arts and Culture Commission Roundtable Forum 2017 — Chair Scariot Scariot reports that this year's forum will focus on theater and art facilities in Gilroy and to advise City Council on what the facilities are doing for this community. It will be held at the Gilroy Center for the Arts on January 24 from 1 Oam to 2pm. GPAC UPDATE — Vice Chair Bottini At the September 28 GPAC meeting the members listened to a presentation of Land Use Alternatives that will be considered for 5 different areas of the City of Gilroy. These 5 areas are: the Northern Neighborhood District, the Southern Neighborhood District, the First Street Corridor, Downtown Gilroy and Northeast Gilroy. Each Alternative is designed to accommodate similar population, housing, commercial, and industrial growth but in different locations and intensities. These re -considerations are necessary as,a result of the passage of Proposition H which reduced the amount of land to be considered for new development. The presentation of the alternatives was quite lengthy and as a result the members were unable to select combinations of the 5 focus area concepts. There will be another meeting set for October 26, at 6:30 p.m. in the Police Headquarters meeting room. Submitted by Barbara Bottini PUBLIC ART COMMITTEE UPDATE — Bruce Morasca None GILROY ARTS ALLIANCE UPDATE — I{evin Heath, GAA Executive Director See meeting packet report STAFF REPORT — Adam Henig See meeting packet report. Henig also reported that the Gilroy Arts Alliance in conjunction with the City of Gilroy sent out a RFP to find out how much it would cost to expand the occupancy capacity at the Center for the Arts. The current capacity is 49 people. The top three applicants will be interviewed on October 20 and a selection will be made on October 31. Henig will inform commissioners who was selected at the next ACC Meeting. STUDENT REPRESENTATIVE COMMENT Paetra Rottman introduced herself to the commissioners. She is a junior at Christopher High School and also serves as executive producer of the Drama Club. Rottman discussed upcoming events related to the school and arts. COMMISSION COMMENTS (Arts -Related) Armendariz commented on the Din de los Muertos Celebration that will be held at San Ysidro Park on Friday, November 3. STAFF COMMENTS None.
