Tuesday, November 14, 2017 5:30 p.m. City Council Chambers 7351 Rosanna Street Gilroy, CA 95020 gGILIR"'O'Y ARTS CALL TO ORDER The regular meeting of the Arts and Culture Commission was called to order by Chair Mattie Scariot at 5:42 p.m. FLAG SALUTE SECRETARY'S REPORT Packet was posted on the City's website on Thursday, November 9, 2017 and the Agenda was posted in the Notice cabinet on Thursday, November 9, 2017. ROLL CALL Commissioners Present: Commissioner Sally Armendariz, Vice Chair Barbara Bottini, Commissioner Grace Hernandez and Chair Mattie Scariot Commissioners Absent: Commissioner Bruce Morasca (excused), Commissioner Tamura Miguel (excused) and Commissioner Suzanne Wood (excused) Also Present: Recreation Manager Adam Henig, Recreation Supervisor Cathy Mirelez and Christopher High School Student Representative Paetra Rottman. APPROVAL OF MINUTES Motion was made by Vice Chair Bottini, seconded by Commissioner Armendariz and carried with a vote to approve the minutes of October 10, 2017 with a vote of 4-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Armendariz, seconded by Vice Chair Bottini and carried with a vote to approve the Agenda with a vote of 4-0-0. None AWARDS/RECOGNITIONS Chair Scariot presented Supervisor Cathy Mirelez with the Monthly Arts Award and shared her appreciation for all that Mirelez has done for the Arts and Culture Commission. Cathy thanked everyone for the award and recognition. NEW BUSINESS 2018 Monthly Meeting Schedule Manager Henig went over the 2018 Arts and Culture Commission meeting dates. Motion was made by Chair Scariot and seconded by Vice Chair Bottini to accept the 2018 meeting dates and carried with a vote of 4-0-0. OLD BUSINESS Monthly Arts Award Nomination Process Update Henig stated that no nominations were submitted. The commissioners discussed a few possible recipients. Scariot nominated local artist Armando Franco for the January monthly art award. Motion was made by Scariot, seconded by Armendariz and carried with a vote to approve the nomination of Armando Franco as the next recipient of the Monthly Arts Award for January 2018 with a vote of 4-0-0. Arts and Culture Commission Roundtable Forum 2017 — Chair Scariot Scariot stated she will write an invitation letter to send to all on the facility list, but will first send the letter to Adam for approval. The forum will be held at the Gilroy Center for the Arts on January 24, 2018 from loam to 2pm. GPAC UPDATE — Vice Chair Bottini At the October 26, 2017 meeting, after a presentation was given and an overview of five proposed Citywide Land Use Alternatives provided, the committee engaged in discussion, questions and answers before choosing three possible scenarios. These alternatives will be studied and will let the committee know what might be the future consequences if the City puts certain land use designations in certain areas. The analysis will be ready at the next scheduled meeting in February 2018. PUBLIC ART COMMITTEE UPDATE — Bruce Morasca On November 8, at a special meeting, PAC received the commission assessment report presented by Bryce Atkins. The PAC made comments, corrections and recommendations. Also, noted, was that the public art sculptures Honoring Garlic Festival founders has raised $5007 and PAC is in the process of making a portfolio of future Public Art projects that developers can look at and fund. GILROY ARTS ALLIANCE UPDATE — Kevin Heath, GAA Executive Director See meeting packet report. STAFF REPORT — Adam Henig See meeting packet report. STUDENT REPRESENTATIVE COMMENT — Paetra Rottman Rottman provided a list of upcoming events occurring at Christopher High school that included an international collaboration with Christopher High School's sister school in Russia, Fahrenheit 451, in March. COMMISSION COMMENTS (Arts -Related) Bottini mentioned that since this would be the chair's last ACC commission meeting, she thanked her for the many years of service. Scariot was appreciative and said that she is leaving the commission in good hands. STAFF COMMENTS Henig reported that Management Analyst Bryce Atkins had met with the Bicycle and Pedestrian Commission, Parks and Recreation Commission and the Public Art Committee regarding the commission assessment report. The focus is now on training commissioners and staff on what the expectations are and to make sure that the commissions are working on projects that are directed by City Council.
