Tuesday, February 13, 2018 5:30 p.m. Administrative Conference Room 7351 Rosanna Street gGILIROY ARTS Gilroy, CA 95020 CALL TO ORDER TIME: The regular meeting of the Arts and Culture Commission was called to order by Vice Chair Barbara Bottini at 5:50 p.m. FLAG SALUTE SECRETARY'S REPORT The packet was posted on the City's website on Thursday, February 08, 2018 at 11:05 a.m. and the agenda was posted in the Notice Cabinet on Thursday, February 08, 2018 at 11:20 a.m. ROLL CALL Commissioners Present: Vice Chair Barbara Bottini, Commissioner Bruce Morasca, Commissioner Amanda Rudeen, Commissioner Sally Armendariz (arrived at 5:50 p.m.) Commissioners Absent: Chair Mattie Scariot, Commissioner Grace Hernandez, Commissioner Suzanne Wood. Also Present: Recreation Manager Adam Henig, Recreation Supervisor Cathy Mirelez, Deputy City Clerk Suzanne Guzzetta, PAC Vice Chair Judy Bozzo, former Mayor Roberta Hughan, Sharon Dahnert, and Tom Howard. APPROVAL OF MINUTES Motion was made by Commissioner Bruce Morasca, seconded by Commissioner Amanda Rudeen and carried with a vote to approve the minutes of January 9, 2018 with a vote of 4-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Bruce Morasca, seconded by Commissioner Sally Armendariz and carried with a vote to approve the Agenda with a vote of 4-0-0. Vice Chair Barbara Bottini introduced the new Commissioner Amanda Rudeen. PUBLIC COMMENT Sharon Dahnert of Artspiration, which is affiliated with the SCC's Department of Education and their Visual Performing Arts Department, informed the commission that March is Youth Arts Month. The Mayor has agreed to give them a proclamation along with many other cities throughout the Country. The celebration will also mean there will be many upcoming activities to promote the importance of the arts and youth. Their goal is to partner with public schools, art organizations and the community to foster equitable and transformative education through the arts. Dahnert invited the Commission to the City Council meeting on March 5, 2018 at 6:00 p.m., where Artspiration will receive a proclamation. Henig will forward ACC members the flyer for upcoming events to the commissioner's on their city emails., AWARDS/RECOGNITIONS Nominee was not present to accept the award. NEW BUSINESS Public Art Committee Applicants Per the Public Art Policy, ACC must interview all PAC applicants for recommendation to Council before they makes their appointment decisions, which will be at the February 26 meeting. Resident Camille McCormack's interview was conducted over the phone and the commissioners asked her questions related to her experience and knowledge of the arts in Gilroy. The other two interviews (both reappointments) were conducted in -person: Judy Bozzo and Armando Franco, who were also asked similar questions. Motion was made by Commissioner Morasca, seconded by Commissioner Rudeen to recommend appointment to the City Council of the three Public Art Committee applicants, and was carried with a vote of 4-0-0. Museum Deaccession Recreation Supervisor Cathy Mirelez reported that the Gilroy Museum Board is proposing to deaccession several items (listed in her report) from the museum's collection. These proposed items fit the criteria for removal from the collection, utilizing the guidelines from the Museum's Collection Policy. The proposed items has been reviewed and recommended for deaccession by the Museum's Collection Management Committee, the Museum Management Team and City of Gilroy staff. Mirelez requesting Commission votes to recommend to Council the deaccession of the proposed items listed in the report. Motion was made by Commissioner Morasca, seconded by Commissioner Armendariz to accept and recommend the proposal of the items listed in the report for deaccession, and was carried with a vote of 4-0-0. OLD BUSINESS Selection of Chair to 2018 Arts and Culture Commission No one was nominated or nominated themselves to serve as commission chair. Motion was made by Commissioner Morasca, seconded by Commissioner Armendariz to postpone the selection of the Commission Chair until more members are present, and was carried with a vote of 4-0-0. Joint Retreat Topics — Tuesday, March 13, 2018 After extensive discussion about what topics should be covered during the joint retreat with the Public Arts Committee on March 13, 2018, commissioners present decided to focus on the 2010 approved Arts and Culture Commission's Strategic Plan. There was also discussion about including Public Art Committee items that may not be covered during the strategic plan. Motion was made by Vice Chair Bottini, seconded by Commissioner Rudeen to add the Strategic Plan and Public Art Committee items to the agenda for the Joint Retreat, and was carried with a vote of 4-0-0. Monthly Arts Award Nominations Vice Chair Bottini made a motion, seconded by Commissioner Morasca not to take anymore nominations until there is more structure to the nomination policy, and was carried with a vote of 4-0-0. GPAC UPDATE Vice Chair Barbara Bottini reported that there will not be a GPAC meeting until March 22, 2018 therefore the next GPAC update will be delivered at the April meeting. PUBLIC ART COMMITTEE UPDATE Commissioner Morasca reported that PAC is vacancies are full. Morasca also reported that PAC is in the process of creating the Garlic Festival Founders sign and the PAC has raised $7,200 to cover the expenses. GILROY ARTS ALLIANCE UPDATE There were no updates to report. STAFF REPORT Henig reported Recreation Department Cultural Arts and Museum updates by Cathy Mirelez on page 17 of the meeting packet. STUDENT REPRESENTATIVE COMMENTS There were no updates to report. COMMISSION COMMENTS (Arts -Related) There were no additional comments. STAFF COMMENTS City staff has been working with Weston Miles Architects, who are designing and providing cost estimates to increase the current capacity of the Center for the Gilroy Arts. They've already submitted their first design and are now working on the costs estimates. Once their project is completed, they will present it to City Council. In addition, there was mention of the Spring 2018 Underwater Photographic Exhibit's Grand Opening Event on March 9, 2018 from 7:00-9:00pm to be held at our SCUBA Diving Center in downtown Gilroy. Also, the planning commission will no longer send a representative to the ACC monthly meeting, which has not occurred for some time. Lastly, the amount in the commission's 808 account is $1,408.00.
